Often, yes: a 15-amp receptacle may be permitted on a 20-amp branch circuit when that circuit serves multiple receptacles. But a single receptacle on an individual branch circuit is a different case, and local code adoption governs. The device rating, circuit configuration, plug compatibility, location, and required protection all matter.
First, what does “outlet” mean?
People often say “outlet” when they mean the place where a plug connects. The more precise term for that device is receptacle; “outlet” can also refer more broadly to a wiring access point. The Electrical Safety Foundation International (ESFI) explains the distinction in its outlet and receptacle guidance.
When can a 15-amp receptacle be used on a 20-amp circuit?
The key distinction is whether the 20-amp branch circuit serves multiple receptacles or has one receptacle on an individual branch circuit. An NFPA code-development document reproduces Section 210.21(B) material that allows 15- or 20-amp receptacle ratings for a 20-amp circuit serving more than one receptacle. The same excerpt says that a single receptacle on an individual branch circuit must be rated at least as high as the branch circuit, subject to stated exceptions. That document is code-development material, not proof of the rule currently adopted where you live. It supports the distinction, but the locally adopted code text and amendments determine what applies to a specific installation. Do not assume either that every receptacle on a 20-amp circuit must be rated 20 amps or that any 15-amp receptacle is automatically suitable.

What to check before choosing a receptacle
- Circuit configuration: Determine whether the circuit serves multiple receptacles or a single receptacle on an individual branch circuit.
- Device rating and plug compatibility: Match the receptacle to the circuit configuration and the equipment that will use it. ESFI describes 15- and 20-amp receptacles as distinct categories in its receptacle guide.
- Location and protection: Consider whether GFCI or AFCI protection applies, and whether the installation calls for a tamper-resistant or other feature.
- Listing and local requirements: Confirm that the device is listed for its intended use and that the adopted code and amendments permit the proposed configuration.
A device’s appearance alone cannot settle whether it is appropriate. No installation-specific determination follows from the general circuit rule; that depends on the actual wiring, equipment, location, and jurisdiction.
GFCI, AFCI, and other receptacle features
Protection features do different jobs. They are added functions, not substitutes for choosing a receptacle that matches the circuit and applicable requirements.

GFCI protection
ESFI says a ground-fault circuit interrupter (GFCI) responds when the current flowing out differs from the current returning, a sign of leakage, and quickly shuts off power to reduce shock risk. ESFI advises GFCI use where water may contact electrical products. Exact required locations depend on the adopted code edition and local rules; this guidance is not a complete location checklist. AFCI protection
An arc-fault circuit interrupter (AFCI) receptacle detects arc faults downstream from the receptacle, including in connected items, and interrupts power. That is a different protective function from GFCI protection. The cited ESFI guidance does not establish a complete list of locations where AFCI protection is currently required. Tamper-resistant and other options
Receptacles are also available in grounded, tamper-resistant, surge-suppression, and USB-equipped categories, among others. Which features are appropriate or required depends on the use and location. ESFI’s receptacle guide describes these categories; it does not establish a complete list of mandatory locations for every feature.

Electrical code requirements are not determined by a national publication alone. ESFI states: “While the NEC is not itself a law, the NEC is commonly mandated by state or local law.” Check with the authority having jurisdiction (AHJ)—the local agency responsible for code enforcement—to identify the adopted edition and amendments. ESFI explains this in its National Electrical Code adoption overview.

Because adoption and amendments vary, do not treat a general explanation or a code-development excerpt as a legal determination for your installation. If the circuit configuration or existing wiring is uncertain, have a qualified electrician assess it before selecting or replacing a receptacle.
