Six of 26 planned investment projects in Tanzania’s Bagamoyo Special Eco-Maritime City have entered construction, according to a 3 October 2026 report by The Citizen. The minister attributed more than 15,000 jobs and about Sh4 trillion in combined investment to the six projects. Only one project, textile investor Sinovest, is named in the report; the other five are not identified.
Which Bagamoyo projects are entering construction?
Minister of State in the President’s Office (Planning and Investment) Prof Kitila Mkumbo said six of the 26 planned investment projects in the Bagamoyo Special Eco-Maritime City had entered the construction phase. The report does not provide a project-by-project list, so it is not possible to identify all six from the announcement.
Sinovest is the only project named
The report identifies Sinovest as a textile investment. It projects more than 10,000 jobs when operating at full production and says the company plans to export 80 percent of its output. These are future targets, not figures for current employment or production.
How many jobs and how much investment are expected?
Mkumbo attributed about Sh4 trillion in combined investment value and more than 15,000 factory jobs to the six projects. He also said the wider development could have potential for nearly 100,000 jobs. Those wider-area jobs are a longer-term potential, not a count of positions already created.

Separately, TISEZA Director General Gilead Teri cited 25 industries, about $1.5 billion invested and more than 15,600 jobs expected in “this area,” according to The Citizen. The report does not explain how these area-wide figures relate to the six projects or reconcile them with Mkumbo’s figures. They have different stated scopes and should not be added together or treated as equivalent.
Both sets of figures are reported estimates or expectations. The available accounts do not independently verify realized investment, construction progress, jobs created or output.

What is the Bagamoyo Eco-Maritime City?
Bagamoyo Eco-Maritime City is a proposed integrated industrial and urban development in Tanzania’s coastal Bagamoyo area, intended to link manufacturing with the blue economy. TISEZA’s 6 January 2026 overview describes Phase I as covering 151 hectares; that is the stated phase area, not a measure of construction progress.
The official concept includes a deep-sea port at Mbegani, industrial and technology parks, a special economic zone, transport links and supporting services. TISEZA says the plan also encompasses logistics, power, water, gas, digital connectivity, housing, education and healthcare. Delivery depends on execution, investor uptake and the area’s competitiveness.

Transport and technology components remain plans
The Citizen reported plans for a railway linking Bagamoyo with Kwala and road improvements, as well as feasibility studies for a technology park focused on emerging fields such as artificial intelligence and machine learning. The available reporting does not establish completion dates for these components; they should be understood as planned or under study, not finished infrastructure.
