An air conditioner removes some moisture as it cools, but cooling and humidity control are not interchangeable jobs. If a room is both hot and persistently damp, cool it first and address any remaining humidity separately.
What each appliance does
Air conditioner: cools an enclosed room
A room air conditioner is designed to deliver conditioned air to an enclosed space, typically through a window or wall. It removes heat from the room, lowering its temperature. In doing so, it also removes some moisture from the air. The U.S. Department of Energy (DOE) describes room ACs and their intended use in its room air conditioner guidance.
Dehumidifier: removes moisture
A consumer dehumidifier draws in air and condenses moisture on a refrigerated surface; a fan moves the air, and the resulting water is collected or drained. Its primary purpose is to reduce dampness, not to cool a room. The DOE describes the appliance and its condensate handling in its dehumidifier guidance.

DOE project guidance for hot, humid climates notes that modern AC systems can reduce temperature more effectively than they remove moisture. In that context, occupants may run the AC longer to chase humidity and end up too cold or still clammy. A supplemental dehumidifier is one possible response, though DOE notes it adds purchase, operating, and maintenance costs. Why a dehumidifier is not a substitute for cooling
A dehumidifier can change how damp the air feels, but it is not designed to deliver cooled air to the room. A 2015 DOE proposed test-procedure document distinguishes the functions this way: an air conditioner removes sensible heat (temperature) as well as latent heat (moisture), while a dehumidifier removes moisture. This is technical background from a proposed rulemaking document, not a current consumer-buying rule. The document is available at Regulations.gov.
Choose the right-sized room AC
Do not buy a larger unit on the assumption that it will simply cool better. DOE cautions that an oversized room AC can cost more, use more energy, and remove humidity poorly because it cycles on and off too often. Match the unit’s capacity to the room and follow the DOE’s room-AC purchasing guidance, updated in December 2024. It also points buyers to ENERGY STAR qualification and product specifications; some utilities offer rebates for qualifying units, but availability depends on the local utility.

How to interpret room-AC efficiency examples
The DOE’s Federal Energy Management Program (FEMP) gives an illustrative comparison for a 12,000 Btu/h room AC, not a comparison of an AC with a dehumidifier and not a forecast for an individual household:

Under the same example’s assumptions, the ENERGY STAR unit saves $167 in energy costs over an assumed nine-year product life compared with the less-efficient example. FEMP calculated these figures using 750 operating hours per year, electricity priced at 11.1 cents/kWh—the stated average at federal facilities as of July 2024—and December 2024 ENERGY STAR and product data. Compare the full cost and practicalities
There is no universal cheaper-to-run winner between an air conditioner and a dehumidifier: the cited DOE figures compare two room-AC examples, not the two appliance types. For a real choice, consider the room’s main problem, whether you need active cooling, the AC’s appropriate capacity and efficiency information, and the added electricity, condensate handling, and maintenance of a dehumidifier. DOE’s dehumidifier category page also lists a May 16, 2025 proposed rule on amended standards for non-whole-home dehumidifiers; a proposal should not be treated as an effective standard without confirmation of its status.
