Not automatically. A homemade or “natural” cleaner can still be hazardous, and safety depends on its ingredients, how it is used, the surface and residue, ventilation, and who can reach it. Choose one product, follow its label, and keep children and pets away while you clean and until treated surfaces are dry.
Why a DIY cleaner is not automatically safer
Familiar ingredients such as vinegar, lemon juice and baking soda do not share one safety profile with bleach, ammonia or borax. The U.S. Environmental Protection Agency (EPA) cautions that some ingredients in home-cleaning recipes can be hazardous if used incorrectly, and that “natural” by itself does not establish safety. EPA also says homemade cleaners typically do not perform as well as specially formulated commercial products; that is a general observation, not a claim that every commercial product is safer or that homemade cleaners never work. Never combine cleaners unless the label directs it
Do not mix cleaning products unless the product label explicitly instructs you to. In particular, bleach mixed with ammonia generates toxic chloramine gas. Avoid recipes or improvised combinations that assume mixing familiar ingredients is harmless. EPA: Safer Ingredients
Vinegar and baking soda around pets
There is no universal safe recipe for every animal, surface or cleaning goal. ASPCA guidance for dogs and cats says vinegar-and-water solutions should be diluted, rinsed and allowed to dry. That advice does not establish that every vinegar mixture is appropriate for every use, or that combining vinegar with another cleaner is safe. Check the exact product or recipe, the surface directions and your pet’s access before using it.

How to clean while protecting children
Keep children from handling cleaners and disinfectants
EPA says children should not apply disinfectants, including disinfectant wipes. Its guidance for school settings likewise advises that children should not use or touch cleaning chemicals, including wipes; children can be more sensitive than adults. Use disinfectants only as directed
Read the label for the intended surface, dilution, ventilation, contact time and any rinsing directions. Keep children out of the area while applying the product. Never apply a disinfectant to skin or directly to food, and do not assume that a product described as a cleaner also disinfects. EPA: What Are Antimicrobial Pesticides?

How to clean while protecting pets
Dogs and cats: follow the label and wait for surfaces to dry
ASPCA Poison Control says most cleaning products can be used around dogs and cats when used according to their labels. That is conditional advice: it does not mean pets should have access to concentrates, stored products or wet treated areas. Keep pets away during cleaning, clean spills promptly, and wait until treated surfaces are dry and any strong odor has aired out before allowing access. ASPCA: Household Cleaners and Your Pet
For particular examples, ASPCA says diluted bleach may be used on pet toys and kennels if it is thoroughly rinsed and the bleach odor has dissipated before the pet returns. Its guidance also says enzyme cleaners should dry before pets access treated areas. Essential oils and birds need extra caution
ASPCA warns that cats are especially sensitive to essential oils, and that risk varies with the oil, concentration and exposure. Do not treat essential oils as a safe DIY fragrance or cleaner in places pets can reach. Birds are extremely sensitive to fumes; seek veterinary advice before using cleaners around them. A practical cleaning sequence
- Choose one product. Use a cleaner suitable for the task and surface. Follow its current label for dilution, ventilation, contact time and rinsing; do not combine it with another product unless the label says to.
- Clear the area. Keep children and pets away while you clean. Put concentrates, sprays, wipes, powders and used solutions somewhere they cannot reach.
- Apply and finish as directed. Clean spills promptly, rinse when the directions require it, and let treated surfaces dry before people or animals return. Air out areas with strong fumes.
- Check access and species. Consider who may touch or lick the surface, the residue that could remain, and whether a pet is a cat, dog, bird or another animal. Do not assume advice for dogs and cats applies to other species.
- For a suspected pet exposure, act promptly. If a pet may have ingested a corrosive product, seek veterinary help immediately, even if the pet appears normal. Do not induce vomiting unless a veterinarian specifically directs you to. ASPCA Animal Poison Control FAQ
For a child’s exposure, follow current local poison-control or emergency medical guidance. The appropriate contact depends on where you live.
