Zimbabwe’s government says it is combining annual teacher recruitment with investment in classrooms, schools and teachers’ accommodation. Primary and Secondary Education Minister Torerayi Moyo reported that more than 3,500 teachers were recruited in 2026, while identifying a classroom shortage at Mahatshula Primary School in Bulawayo. The figures and plans are ministerial statements reported by Sunday News on 11 October 2026; the report does not provide independent hiring, budget or construction records.
What the government says it is doing
Moyo described a two-part response to school capacity pressures: recruiting teachers each year to replace departures and address uneven deployment, and funding new schools and classroom blocks. He said vacancies arise through deaths, resignations and dismissals. The report does not give current vacancy totals, recruitment eligibility rules, application dates or deployment figures.

He also said construction funding would support teachers’ cottages, with particular attention to rural schools and boarding facilities. The stated aim is to address both teaching capacity and the facilities needed to operate schools.

Moyo said, “If I remember correctly, we recruited more than 3 500 teachers in 2026.” His qualification matters: Sunday News reports his recollection, but provides no independently verifiable staffing dataset or breakdown of posts filled. The figure should therefore be read as an attributed ministerial claim, not an audited recruitment total.

Mahatshula Primary School illustrates the classroom pressure
During a tour of schools in Bulawayo, Moyo said Mahatshula Primary School needed “at least 10 blocks of two classrooms each.” He linked the shortage to “hot sitting”: some learners attend classes from midday to 5 p.m. The report supplies no learner count or independent school-level assessment, so this example cannot establish the scale of shortages elsewhere or how many pupils are affected.
Beyond classrooms: facilities and learning resources
Moyo said Treasury allocations to the education ministry support school construction and additional classrooms, alongside science and computer laboratories, libraries, textbooks and other learning resources. He also named laptops, tablets and tools for internet connectivity as digital equipment priorities. The report gives no funding amount, disbursement date, procurement details, delivery figures or confirmation that any particular equipment has reached schools.

The report also mentions textbook and learning-resource shortages and challenges with timely disbursement of BEAM support, but provides no figures on affected learners, amounts or a detailed remedial schedule.
What the school tours are assessing
According to Sunday News, ministry tours cover infrastructure, staffing, enrolment, utilities, learner welfare, security, connectivity and teacher qualifications. The assessments include government, private, mission and council schools. Moyo linked the interventions to National Development Strategy 2 and its stated priorities of human-capital development and equitable access to quality education.

What remains unverified
The report describes stated priorities and plans; it does not establish the amount or timing of funds released, the construction schedule, completed projects or the national classroom deficit. It names no contractors or project list, and links no independent records supporting the Mahatshula assessment. Measuring progress would require comparing recruitment claims with vacancy and deployment data, announced construction funding with expenditure and completed blocks, and planned equipment with deliveries and usable connectivity.
