The trials address a shrinking, aging workforce, but they do not yet show that general-purpose humanoids can replace construction crews.
Why Japanese contractors are turning to robots
Japan’s construction workforce has contracted sharply while its age profile has become more difficult to sustain. Yonhap, citing Japan’s Statistics Bureau’s 2026 report, counted 4.78 million construction workers in 2025, down from 6.85 million in 1997. About 25% of workers were at least 60 years old, while people under 30 made up slightly more than 10%.

That combination creates two operational problems: fewer people are available for physically demanding work, and experienced workers who know how to inspect, finish and coordinate a site are nearing retirement. Shimizu Corporation described the pressure in a July 8, 2026 release: “For the construction industry, which faces critical labor shortages, AI robots represent a key solution.”
The companies cited by Yomiuri are therefore targeting specific bottlenecks—inspection, overhead finishing, material movement and earthmoving—rather than proposing one machine that performs every building task.

What “physical AI” means on a construction site
Shimizu uses “Physical AI” for systems that perceive the real world through cameras and other sensors, then adapt the movement of a robot or machine to what they detect. This differs from a conventional construction robot that repeats a fixed, pre-programmed motion in a controlled area.
A physical-AI system must cope with changing light, obstacles, partially completed structures, uneven ground, people and materials that are not in exactly the expected position. The AI may select a route, adjust a tool motion or flag an unusual condition, while human supervisors remain responsible for work planning and safety.
What the reported projects are actually doing
| Company or project | Task | Autonomy and sensing | Stage reported | Workforce objective |
|---|---|---|---|---|
| Shimizu Corporation, Tokiwabashi Project | Site patrol and inspection | Camera-equipped humanoid navigated a designated route autonomously at 1.0 m/s while sensing and judging site conditions | Field trial | Collect inspection information without sending a worker through every patrol route |
| Shimizu Corporation | Painting | Robotic arms learn task motions by imitating skilled workers | Development program | Capture expertise and reduce repetitive manual work |
| Shimizu Corporation | Inspection management | Robot footage is analyzed with multimodal large language models | Development and analysis work | Turn images and video into usable supervision information |
| Kajima Corporation | Ceiling finishing | One operator uses a tablet to position and attach ceiling materials | Reported trial or specialized deployment | Handle overhead installation that previously required at least two workers |
| Taisei Corporation and Takenaka Corporation | Site supervision | Quadruped robots collect camera data for monitoring | Trials | Increase the frequency and coverage of site observation |
| Taisei Corporation’s PoBOT | Material transport | Autonomous transport robot | Described in Taisei’s 2025 integrated-report material | Move loads while reducing routine transport labor |
| Shimizu Corporation | Earthmoving | Autonomous bulldozer | Planned deployment | Automate machine operation in a defined work area |
The table separates humanoid work from other forms of site robotics. A quadruped inspection robot, a transport vehicle and an autonomous bulldozer may be more practical for their assigned jobs than a human-shaped machine. “Humanoid” describes the body configuration; it does not by itself indicate a higher level of intelligence or readiness.

How Shimizu’s humanoid trial works
Autonomous route following
In the Tokiwabashi Project trial, a humanoid carrying a camera moved along a designated route at 1.0 metres per second. It was not simply driven from a remote control station: the system navigated autonomously while sensing and judging conditions along the route. A defined route limits the problem compared with asking a robot to explore an unfinished building freely, but it demonstrates the perception-and-control loop needed for repeated inspections.
Learning a skilled motion
Shimizu is also developing robotic arms that learn painting tasks by imitating skilled workers. Imitation can record the sequence, speed and positioning that an experienced finisher uses, giving the robot a data-based starting point instead of requiring every motion to be coded by hand. The approach still has to cope with changing surfaces, access and quality checks on an actual project.
Turning video into supervision data
The company is analyzing robot footage with multimodal large language models for site-inspection management. In practical terms, that means combining visual evidence with language-based interpretation so supervisors can organize observations, identify conditions that need attention and create a more searchable record of the site. The model’s output remains an aid to inspection management, not an automatic acceptance of construction quality.

Why physical AI requires an ecosystem, not just a robot
Shimizu says practical deployment depends on a repeating construction-specific cycle:
- Collect data: Record camera, sensor and machine information from relevant site activities.
- Analyze the data: Identify the conditions, movements and exceptions the robot must recognize.
- Simulate: Test routes, tool motions and failure cases before exposing workers or equipment to them.
- Build and tune the AI model: Adapt perception and control to the materials, layouts and standards used in construction.
- Field-test: Run the system on a real project, measure failures and feed the results into the next cycle.
Construction sites change from project to project, so a model trained in one building may not transfer directly to another. Reliable deployment also requires maps, communications, charging or refuelling arrangements, maintenance, human-robot work rules and a way to verify that an AI decision is safe before a machine moves.
Can these robots solve Japan’s labor shortage?
They can relieve particular shortages, but the evidence reported so far does not support a claim that humanoids will replace construction crews. The strongest near-term effect is task redistribution: a robot gathers inspection footage, carries materials, performs a repetitive finish or operates a machine while people supervise, handle exceptions and perform work that remains difficult to automate.

Kajima’s ceiling-finishing example illustrates that distinction. A tablet operator can position and attach materials that previously required at least two people working overhead. That may reduce the number of workers exposed to an awkward task, yet it still requires an operator, planning, material supply and quality control.
Inspection robots could let one supervisor cover more locations or inspect more often. Painting arms could preserve the motions of experienced workers as the workforce ages. Autonomous transport and earthmoving could reduce time spent on routine machine or hauling operations. None of those outcomes eliminates the need for trade knowledge, coordination with other crews or accountability for a finished structure.

An Associated Press report also described a Fujitsu-led Japanese physical-AI initiative involving NVIDIA, Fanuc, Yaskawa Electric and Kawasaki Heavy Industries. That broader ecosystem points to cooperation among computing, robot-control and industrial-equipment companies, rather than a single supplier delivering a universal construction android.
No verified purchase price, production volume or independent productivity result for the humanoid systems has been reported in the cited coverage. Their commercial value will depend on measures such as inspection accuracy, hours saved, setup time, maintenance, incident rates and the amount of supervision required—not on walking speed alone.
What contractors should watch before adopting a system
- Defined task: Is the robot solving a measurable bottleneck such as patrol coverage, overhead installation or material transport?
- Operating envelope: Which floors, weather conditions, surfaces, obstacles and work phases can it handle?
- Human control: Who can stop the machine, approve an action and take over when the AI is uncertain?
- Evidence from the site: Are results based on a controlled demonstration, a repeated project trial or routine production use?
- Total workflow: Are mapping, charging, data handling, maintenance and worker training included in the deployment plan?
- Safety and compliance: Can the contractor document risk controls and verify that robot behavior fits site rules and applicable regulations?
Japan’s experiments show a construction industry trying to preserve capacity with machines that can adapt to physical conditions. For now, the realistic model is collaborative automation: specialized robots take on defined, hazardous or repetitive work while human teams provide judgment, trade skills and responsibility for the build.
