The framework is estimated at £240 million excluding VAT, but the published award record lists the contracts as pending and does not guarantee that the full estimated value will be spent.
Which suppliers were named, and for which lots?
Network Rail Infrastructure Limited’s award notice allocates suppliers across five product lots. The values below are framework estimates excluding VAT; suppliers named for a lot are not thereby confirmed as having received a call-off order.

The lot estimates add up to £240 million excluding VAT. The notice also gives a headline estimate of £288 million including VAT. Both are estimates for the framework, not guaranteed expenditure. Network Rail’s award notice provides the lot allocations and estimates.
What the five lots supply
- Steel piles: tubular steel piles used to create foundations.
- Steel structures: masts and spans, including booms and portals across the track, that support overhead line equipment.
- Uncontrolled small-part steel: components that attach overhead line equipment to structures.
- Controlled small-part steel: clips and clamps used to secure equipment and support overhead line wire. These products require Product Acceptance; the notice says Network Rail can sponsor suppliers through the process.
- Fixings: electrification-specific fixings and fasteners used to secure structures.
For the piles and structures lots, the notice specifies that suppliers need the capacity to buy and store steel raw materials on Network Rail’s behalf and agree to a Vesting Certificate.

What the £240m award does—and does not—mean
The £240 million figure is the estimated value of the framework excluding VAT, not a confirmed order book. The award notice does not establish actual spend, minimum call-off amounts or how work will be divided among suppliers on a lot. Several suppliers are appointed across more than one category: Adey Steel appears in both piles and structures; Fullmen in structures and both small-part lots; Associated Utility Supplies in both small-part lots and fixings; Railability in both small-part lots; and Taziker Industrial in structures and fixings.
The award report describes the selection of 13 firms for the framework. That selection should be distinguished from contract completion: in the published notice, the contracts are recorded as pending. Construction Enquirer’s 13 October 2026 report gives the concise announcement and reports a minimum six-year term with a possible two-year extension.

When is the framework expected to start?
The award notice estimates contract signing for 30 October 2026. As of 13 October 2026, that date was still in the future and the contract records remained pending, so signing should be treated as prospective rather than completed.
Construction Enquirer reports a January 2027 start. The notice gives lot-specific start estimates of 1 January or 1 March 2027, rather than one start date for every category. It estimates six-year periods ending in 2033, with possible extensions to 2035; the reported term is a minimum of six years with a possible two-year extension.

Why Network Rail is buying these products
Overhead line equipment (OLE) supplies electricity to trains through equipment mounted above the track. The framework groups the supporting steelwork and associated components into distinct lots, from foundation piles and track-spanning structures to clamps, small components and fasteners. Its stated scope is railway electrification across the UK.
