What is planned at the Stevenage site?
The campus proposal sits beside GSK’s Gunnels Wood Road research and development site. Stevenage Borough Council resolved on 8 August 2023 to grant hybrid planning application 23/00293/FPM. The scope covers both detailed works and outline development, and includes demolition in each part of the scheme.

The detailed element includes demolition of existing ancillary buildings and structures, employment floorspace, changes to the A602/Gunnels Wood Road junction, parking including a multi-storey car park, access, utilities, drainage, landscaping and sustainable transport. The outline element also includes demolition, employment floorspace, an amenity hub, parking and associated works, with details to be approved later.
The planning descriptions do not identify individual buildings for demolition. They also do not establish a demolition sequence or start date. It would therefore be inaccurate to say that a named building is scheduled to come down.

How the hybrid permission works
A hybrid application combines detailed permission for specified elements with outline permission for other areas. Detailed approval fixes more of the design at this stage; outline approval establishes the principle and broad scope, while leaving defined matters for later approval.
For the outline zones, the 2026 permission record says detailed plans must be approved before development begins, subject to specified early works such as site clearance, demolition, enabling works, earthworks and investigations. Reserved-matters applications are required within six years of the original permission. The record therefore allows certain preparatory works before all detailed plans for outline zones are approved; it does not itself set a demolition date.

What changed in 2026?
In March 2026, the council considered application 25/00893/FPM, seeking development without compliance with a list of conditions attached to the 2023 permission. The revised scope still describes demolition, employment floorspace, parking and supporting infrastructure. This was a request to vary conditions on the existing permission, not an entirely new campus project. The record does not describe it as a cancellation.
The permission also imposes construction controls. Audible demolition, construction and maintenance work, and deliveries of construction or demolition materials, are restricted to 07:30–18:30 Monday to Friday and 08:30–13:00 Saturday. Such activity is not permitted on Sundays or bank holidays unless the authority agrees otherwise in writing. Conditions also cover construction management and waste planning.

What the project was expected to deliver
GSK’s 16 July 2021 announcement described a vision to make 33 acres available within its 92-acre Stevenage R&D site for an adjacent campus. The company said the proposal could attract up to £400 million in new private investment, potentially create up to 5,000 skilled jobs over the following decade, and ultimately provide 100,000 square metres of new commercial life-sciences R&D floorspace. Conditions attached to the permission address transport, ecology, drainage and electric-vehicle charging. They require an enhanced shuttle service, bus-priority measures and travel monitoring, as well as ecological enhancements and drainage strategies. For the detailed element, active charging is required for 20% of new parking spaces, with passive provision for 80% of the remainder; outline development has parallel requirements for its multi-storey car parks.

How GSK’s 2026 relocation plan affects the picture
On 28 July 2026, GSK announced a separate plan to invest £400 million over three years in changes to its UK R&D operations. The company said it planned a 300,000-square-foot Cambridge R&D centre, expected to host more than 1,000 scientists, upgrades to its Ware laboratories, and a phased move of employees from Stevenage to Cambridge and Ware by 2029.
