The circular bridge built to slow down drivers is the Laguna Garzón Bridge, spanning the lagoon between Uruguay’s Rocha and Maldonado departments. Its looping roadway was designed to encourage slower driving while giving pedestrians a way to walk around the crossing and take in the landscape. That is the stated design intent—not proof of a measured reduction in speeds or crashes.
Where is the circular bridge?
The Laguna Garzón Bridge crosses Laguna Garzón, between the departments of Rocha and Maldonado in Uruguay. Architect Rafael Viñoly is credited with its design. The bridge was completed in 2015, according to Roads and Transport Authority (Dubai), Al Masar magazine.
Before the bridge, a traditional raft crossing served the route, according to the Ministry of Investment, Trade and Industry, Malaysia, Weekly Bulletin, Volume 374.
How is the circle meant to slow drivers?
Instead of carrying vehicles across on a straight deck, the roadway curves into a circle. The bridge descriptions say this arrangement is intended to make drivers slow down as they negotiate the bend. The loop also creates room for pedestrians to walk on both sides of the one-way road and offers a place to experience views of the lagoon. These are the reported aims of the design, not measured outcomes.

Who and what can use the bridge?
The MITI bulletin describes two roadway lanes, one on either side of the circle, and identifies pedestrians and bicycles as users. The layout combines the road crossing with space for people to move around the loop on foot or by bicycle.
What is known about cost and construction?
MITI’s February 16, 2016 bulletin reports a project cost of $11 million and a construction period from September 2014 to December 2015. The cost is a historical figure reported by that bulletin, not a current estimate or an independently verified final account.

Did the bridge demonstrably reduce speeds or crashes?
The cited bridge descriptions explain the intention to encourage slower driving, but they do not provide a traffic-speed study, crash statistics, or a comparison with a conventional straight crossing. The available evidence therefore supports describing the bridge as designed to calm traffic; it does not establish how much, if at all, vehicle speeds or safety outcomes changed.
