The October 6, 2026 report described futures retreating from a wildfire-associated high even as a separate U.S. producer price measure remained elevated. Those are different indicators, not contradictory readings of one price.
What fell—and what stayed high?
The October 6 report says lumber futures slid from a high it associated with wildfire-related supply concerns. It also says the U.S. producer price index (PPI) for lumber reached its highest level since September 2022 in July. The report does not provide a quantified estimate of how much wildfires contributed to the futures peak or the subsequent decline, so the wildfire connection should be understood as the report’s account, not a measured causal finding. Futures and the PPI track different parts of the market
Futures prices reflect what market participants expect for a standardized contract at a later date. The PPI is a measure of prices received by domestic producers. They can move in different directions because they cover different transactions and respond on different timelines. A decline in futures does not establish that mills have cut prices by the same amount, and an elevated PPI does not mean futures must keep rising.
Why Canadian duties do not set the U.S. lumber price
Trade duties can raise the cost of covered Canadian lumber entering the United States. They do not apply identically to every Canadian wood shipment, determine the price of U.S.-produced lumber, or guarantee that the futures market will rise. Futures can still decline if expectations about demand and available supply shift enough to outweigh the added cost on affected imports.

Two distinct trade measures may apply
The measures include anti-dumping and countervailing duties (AD/CVD), which are reviewed by company and product scope, and a separate Section 232 tariff. Global Affairs Canada says the 10% Section 232 tariff on in-scope softwood lumber took effect on October 14, 2025. It can apply in addition to AD/CVD when a product is covered by both scopes; it is not an automatic surcharge on every Canadian wood shipment. Importers need to establish the product’s classification and the applicable company-specific treatment. Global Affairs Canada explains the tariff scopes and interaction.
Review rates are not a single permanent rate
In the sixth administrative review, the U.S. Department of Commerce’s final countervailing rate for non-selected companies was 14.63%, up from 6.74% in the previous review. For selected companies, final countervailing rates ranged from 12.12% to 16.82%; separate anti-dumping rates ranged from 9.65% to 35.53%. The anti-dumping and countervailing rates took effect on July 29 and August 12, 2025, respectively, according to Global Affairs Canada. The October 6 report says most Canadian producers still faced a 35.16% combined AD/CVD deposit burden, in addition to the Section 232 tariff where it applies. Treat that as the report’s description of the deposit burden, not a universal permanent tax. The rates and scope applicable to a shipment depend on the relevant determinations; percentage rates should not be added casually to estimate a buyer’s final landed cost.
Demand and trade flows help explain the pressure
The report’s housing figures provide context for demand: it puts the median U.S. new-home sale price at $393,700 in August 2026, 5.8% below a year earlier, and says 483,000 homes were for sale at the end of August. These are figures attributed to the U.S. Census Bureau by the report, rather than independently verified here. They describe housing conditions, not lumber consumption directly, but they help explain why expectations for construction demand matter alongside supply concerns.

Canadian export flows were also weaker. The Bank of Canada reported that Canadian lumber exports were roughly 20% below their 2024 average by February 2026. It described production as being on a multi-year downward trend and inventories as steady, with no evidence of widespread stockpiling. That is an indicator of Canadian trade flows, not a direct measure of U.S. spot prices or proof of the cause of the futures decline. See the Bank of Canada’s discussion of Canadian lumber.
Together, the figures show why a duty alone cannot explain the direction of the market: covered imports face trade costs, while futures also respond to expectations for demand, domestic supply, and other available supply. The sources do not isolate how much each factor contributed to the retreat from the wildfire-associated high.

What builders should take from the futures decline
A falling futures quote is not, by itself, a promise that a contractor’s next lumber order will be cheaper. The futures contract, a producer’s price, an importer’s landed cost, and a dealer’s quote are different points in the supply chain. For a purchase decision, use the quote for the required product, quantity, delivery location, and delivery window; check how long it is valid and whether duties or other import costs are included. For imported material, the applicable duty treatment is shipment-specific.
The practical conclusion is narrower than “duties failed”: futures fell despite duties on covered Canadian lumber, while the reported U.S. producer price index remained elevated. That combination can occur because the measures cover different parts of the market and the available figures do not identify one cause for the futures move.
