Why is roof maintenance important for commercial buildings?
A commercial roof is part of the building’s protection against the weather. When it performs as intended, it helps protect people, equipment, inventory, and other contents while supporting interior conditions and business activity. FM’s Property Loss Prevention Data Sheet 1-32 describes these functions and calls a comprehensive inspection and maintenance program important to roof performance (FM, Inspection and Maintenance of Roof Assemblies).
Roof care is therefore a form of risk management, not just a response to a visible leak. A planned program gives building managers a way to identify conditions that may warrant closer evaluation or repair. An inspection can flag concerns, but it does not by itself establish the cause, repair scope, or urgency; those judgments may require a qualified roofing professional familiar with the system.
How often should a commercial roof be inspected?
There is no universal inspection interval established for every commercial roof. Frequency should reflect the roof system, its manufacturer’s guidance, site conditions, and advice from a qualified professional. FM’s cited guidance supports a comprehensive program but does not establish one schedule for all roofs.

Use the system-specific instructions and the conditions at the property to set and document a schedule. Keep records of inspections, observed conditions, follow-up evaluations, and completed repairs so that decisions can be understood over time.
What should a commercial roof maintenance program cover?
The program should be tailored to the roof assembly and the property rather than treated as a one-size-fits-all checklist. Its purpose is to assess whether the roof continues to serve its protective functions and to identify conditions needing further attention.

- System-specific direction: Follow applicable manufacturer guidance and requirements relevant to the roof assembly.
- Condition review: Have inspections identify observable concerns that may need evaluation or repair; do not assume an inspection alone diagnoses every issue.
- Documentation: Record inspection findings, decisions, and completed work to support consistent follow-up.
- Qualified help: Use a qualified roofing professional when diagnosis, repair, or system-specific expertise is needed.
- Safe access: Plan how workers will reach and work on the roof in light of the site and applicable safety requirements.
How should building managers choose an inspection or maintenance provider?
When arranging outside help, compare the provider’s familiarity with the specific roof system, the scope of the inspection, the documentation supplied, the access and safety plan, and how the work will align with manufacturer and warranty requirements. These are practical evaluation criteria, not a ranking of providers. The evidence available here does not establish a particular provider or credential as universally required.

Roof maintenance can expose workers to fall hazards. OSHA’s June 12, 2020 interpretation addresses temporary and infrequent work under a particular general-industry scenario; it is not a complete statement of every federal or state requirement. In the scenario discussed, the temporary-and-infrequent exception requires both conditions and an enforced rule prohibiting access within 15 feet of the roof edge without protection. The letter says routine or daily exposure does not count as infrequent in that context (OSHA, Duty to have Fall Protection and Falling Object Protection While Performing Temporary and Infrequent Work on Roofs).

OSHA discusses multiple possible fall-protection systems in that interpretation. No single piece of equipment is appropriate for every roof or work situation, and a harness alone should not be treated as a complete safety plan. Determine suitable protection based on the work, site, and applicable requirements.
Powered platforms used for exterior building maintenance have separate inspection, testing, recordkeeping, and maintenance provisions in OSHA’s 29 CFR 1910.66. Those rules apply to powered-platform equipment; they are not a general inspection schedule for roof assemblies (OSHA, 29 CFR 1910.66: Powered platforms for building maintenance).
