Microsoft’s December 2022 announcement was a schedule change, not a cancellation of its Redmond headquarters redevelopment. The company delayed the interior completion and occupancy timetable for nine of the project’s 17 planned buildings, while exterior work continued on five and construction had not begun on four.
Microsoft said the decision reflected uncertainty about post-pandemic office needs and how employees would use workplaces in a hybrid-work environment. The first eight buildings remained targeted to receive employees in late 2023.

What Microsoft delayed
The announcement, reported on December 15, 2022, applied to nine buildings in the campus modernization program. It did not mean that work stopped at all nine sites.

- Four buildings: Construction had not yet begun.
- Eight buildings: Microsoft still expected these to begin receiving employees in late 2023.
This distinction matters. A building can have its exterior substantially complete while its interior fit-out, technology systems, furnishings and employee spaces remain unfinished. Describing the announcement as Microsoft “halting” or “canceling” nine buildings would therefore overstate what the company said.

GeekWire’s report said Microsoft remained committed to completing the larger redevelopment and expected the relevant permits to run through 2025.
Why the schedule changed
Microsoft said the original plan had been developed before COVID-19 and that the company needed to reassess how employees would use offices in the hybrid-work era. Rather than deliver every building on the original timetable, Microsoft planned to bring space online according to usage and need.
That approach allowed the company to refine interiors around employee behavior, collaboration and changing workplace requirements. Persistent uncertainty over office attendance also made it risky to complete expensive office capacity before demand was clear.

Economic uncertainty and technology-sector layoffs were part of the broader context in late 2022, but they should not be presented as Microsoft’s sole stated reason. The company’s direct explanation focused on hybrid work and the need to phase delivery.
The scale of the Redmond campus project
Microsoft announced the headquarters refresh in 2017. The revised plan described a redevelopment of approximately three million square feet across about 72 acres, with 17 new buildings. The City of Redmond describes the project as replacing 12 older office buildings.
The campus was designed as a group of villages rather than a collection of isolated office blocks. Features described in Microsoft and city materials include:
Rank #3
- Constructed from ABS material — Strong, yet ultra-light for seemingly weightless protection
- Ratchet suspension is easy to adjust and allows the wearer to modify the fit while wearing hard hat
- Replaceable soft brow pad, suspensions and headbands also available. Provides protection at low temperatures -22°F. Provides protection at high temperatures 140°F
- 4-Point suspensions can be converted to a 6-point suspension with the HP6PTSUS
- Meets ANSI Z89.1-2009 standards, type 1, Class C, G, and E. General dimensions- 12 13/64 X 10 5/8 X 5 63/64 Inches. Shell thickness- 0.07 To 0.16 Inches
- Four- and five-story buildings organized into five campus villages;
- A roughly two-acre plaza;
- Shops, restaurants, trails, sports facilities and green space;
- Pedestrian- and bicycle-friendly circulation;
- Underground parking with vehicle access around the perimeter;
- A pedestrian and bicycle bridge connecting the east and west campuses with the Redmond Technology light-rail station; and
- Sustainable building and energy systems.
Microsoft initially estimated a five- to seven-year construction period. Its 2018 announcement described completion expectations that extended to 2022, before the pandemic and changing office assumptions altered the schedule. The project’s scope also evolved: early Microsoft materials and later descriptions do not always use identical building or workspace counts, so figures should be tied to the relevant date and source.

| Date | What happened |
|---|---|
| November 28, 2017 | Microsoft announced a major Redmond campus refresh, including new buildings, renovated workspace, transportation improvements and public amenities. Microsoft’s announcement estimated five to seven years of construction. |
| July 3, 2018 | Microsoft announced the design and construction teams for a plan covering roughly 72 acres and nearly three million square feet in 17 buildings. The company’s project update described the revised design. |
| 2021 | Microsoft said the first occupied building was expected in 2023. |
| December 15, 2022 | Microsoft delayed the interior delivery and occupancy timetable for nine of the 17 buildings. The first eight remained targeted for late-2023 occupancy. |
| October 17, 2024 | A Seattle Daily Journal of Commerce report said approximately seven new buildings were open and several more were nearing completion in 2025. |
| Mid-2025 | The City of Redmond listed mid-2025 as the project’s target completion date. |
| August 2026 | The available public evidence supports continued, phased progress but does not conclusively verify the final status of every building. |
What happened after the delay?
The evidence indicates that the redevelopment continued rather than being abandoned. The City of Redmond’s project page still lists the project timeline as 2018–2025 and describes its phase as “Permit Review and Construction,” although that page may not have been fully updated.
The 2024 trade report provides additional progress evidence: about seven buildings were open, with several more nearing completion in 2025. That supports the conclusion that Microsoft delivered the campus in phases.

It does not, however, establish that all 17 buildings were completed by mid-2025 or by August 2026. “Open,” “nearing completion” and “complete” can describe different stages, including partial occupancy, operational space for selected teams or a building that is structurally finished but not fully commissioned.
What the decision says about corporate construction
The Redmond project illustrates a challenge facing large employers: physical construction schedules can span years, while workplace demand can change much faster.
For a major corporate campus, delaying interior fit-out can preserve flexibility without abandoning the underlying investment. Exterior work, infrastructure and permitting may continue while the owner adjusts the number, layout and timing of usable workspaces. That is particularly relevant when attendance patterns, collaboration needs and space utilization remain uncertain.
The decision also shows why construction status should be described precisely. “A building is delayed” may refer to its interior delivery or occupancy date rather than its structural work. Likewise, a project can remain active in municipal records even after some buildings are occupied and others are still being completed.
The bottom line
Microsoft did not announce the cancellation of its Redmond headquarters redevelopment. In December 2022, it delayed the interior completion and occupancy timetable for nine of 17 planned buildings, continued exterior work on five, and deferred four that had not yet started. The broader project subsequently moved forward in phases, but the available evidence does not confirm the final building-by-building status.
