Why About 209,000 LH-Approved Homes in South Korea Have Yet to Start Construction

A reported 209,270 LH-approved homes across South Korea had yet to start construction. Learn what is delaying projects and how the backlog differs from LH’s 2026 start target.

About 209,000 homes approved for development by South Korea’s Korea Land and Housing Corporation (LH) had not started construction, according to figures reported on 24 August 2026. That is a backlog of approved projects—not a legal order requiring every home to start immediately, and not a count of completed or occupied homes.

How many LH-approved homes are waiting for construction?

Maeil Business reported that 209,270 LH housing units across 111 districts had received project approval but had not begun construction. The figures came from data submitted to Chung Hee-yong, a member of the National Assembly’s Land, Infrastructure and Transport Committee; the report does not establish that the figure is an audited or reconciled current LH total. The report’s approval-year breakdown lists 23,802 units approved before 2022, 31,720 in 2023, 75,847 in 2024 and 72,574 in 2025. It also says some units approved in 2026 had not started. Those listed year totals do not account for the full reported total, so they should not be treated as a complete reconciliation.

Why has LH not started building the homes?

The largest reported obstacle is that sites are not yet ready for construction. Maeil Business attributed 167,283 units—79.9% of the reported backlog—to immature land conditions, including ongoing compensation and missing infrastructure such as roads and pipelines. It attributed the other 41,987 units, or 20.1%, to discussions with related organizations, including local-government cost-sharing and local complaints. These are classifications reported in the article, not independently verified findings about every project.

Land, compensation and infrastructure

Approval alone does not make a site buildable. Compensation, preparation work and access to essential infrastructure can remain unresolved after a project is approved. Coordination and financing

Some projects are held up by negotiations with public bodies or local concerns, according to Maeil Business. Seoul Economic Daily additionally reported that analysts pointed to funding difficulties and said LH had approximately 165 trillion won in total debt. That figure is reported context, not proof that debt alone caused any particular project delay.

Does the 2026 construction-start target clear the backlog?

No: the reported target and backlog measure different things. Seoul Economic Daily said LH planned to break ground on more than 95,000 homes nationwide during 2026, including 86,000 in the capital region. It also reported plans for 45,000 starts on public land, including 17,000 in third-generation new towns. These are planned annual starts, not a count of homes already started or a promise that the backlog will be eliminated.

The roughly 200,000 figure in the March report referred to construction-type public-rental and public-sale units approved during 2020–2025 that had not broken ground. The more detailed August report put the backlog at 209,270 and included rental and for-sale units. Neither figure should be added to the 2026 start target: the backlog is accumulated approved-but-unstarted stock, while the target is a plan for starts during one year.

Will the approval-to-start process get shorter?

A government measure reported on 13 August 2026 proposed reducing the time from project approval to construction start from 56 months to 33 months. Maeil Business reported that Chung Hee-yong criticized the plan as lacking a sufficiently specific step-by-step implementation path. The reporting does not establish that the shorter timeline has been implemented or achieved.

What would it take for these projects to move forward?

The reported causes point to practical milestones beyond approval: completing compensation, preparing sites, delivering necessary infrastructure, and resolving coordination or cost-sharing issues. The available reporting does not provide project-by-project schedules, so it cannot show how many of the 209,270 units are likely to start next or when.

Seoul Economic Daily also described organizational separation at LH as under consideration, with possible housing-supply and rental/residential-welfare entities. That was presented as a proposal or scenario, not a completed restructuring. Any effect on construction delivery remains uncertain.
