The University of Cambridge’s Laing O’Rourke Centre announced the Cambridge Framework for Construction Productivity on 30 September 2026. It is designed to give construction teams a consistent way to measure, benchmark and improve productivity at project, work-package and activity levels. The accompanying Camentis software was being piloted on live projects at the time of the announcement, not offered as a generally available product.
What the Cambridge framework measures
The framework is intended to connect several parts of project delivery rather than reduce productivity to a single headline score. Cambridge describes it as bringing together production rates, labour productivity, production flow, variability and factors that affect delivery. In practice, that combination is meant to help teams see where work is slowing or being disrupted, investigate the causes and decide where an intervention may have the greatest effect. For clients, consistent evidence and benchmarks may also help improve confidence in programmes and expected outcomes.
The unit of analysis matters. Project-level measures can show overall performance; work-package measures can reveal differences between scopes of work; and activity-level measures can help teams investigate how particular tasks are progressing. These levels are related, but not interchangeable: a project-wide figure can conceal a problem in one package, while a task-level measure alone may not explain delays elsewhere in the sequence.
How it is intended to support delivery
Cambridge’s description points to a progression from defining common measures and data requirements to using planned and actual flowlines, productivity measures and blockers for live control. Historical data can then be structured to support benchmarks at project, work-package and activity levels. The aim is to help teams use information while delivery is under way, as well as learn from completed work for future planning.

The Centre’s wider programme also identifies digital data capture, automation, computer vision, AI and vision-language models as areas of development. Cambridge presents these as directions for advancing construction intelligence—from retrospective analysis toward live and predictive capabilities—not as features already deployed across every project or included in a released Camentis product.
Benchmarks are useful only when the compared information is genuinely comparable. Teams need consistent metric definitions and sufficiently reliable data, and should account for project context and the level being compared. A difference between two production rates, for example, is not automatically evidence of a better method if the scopes, conditions or measurement rules differ.

What evidence Cambridge says supports the framework
The Centre says the 2026 framework drew on data from more than 25 projects collected over the preceding three years from leading UK construction companies. It also says the method was tested and refined through live demonstrator projects and collaboration with industry partners. Those details describe the framework announced in 2026; they are not the same study as earlier Cambridge thesis research.
Asitha Rathnayake’s 2024 University of Cambridge thesis reports a separate framework deployment on 22 UK multistorey buildings. In that study, prefabrication reduced the onsite workforce required but did not improve speed or reduce costs in the cases examined. The thesis identifies supply-chain design and factory delays as important reasons speed did not improve. It also reports that crews’ time without available work between activities, associated with poor planning, was a larger productivity problem than slow execution of individual activities. These findings belong to that earlier building sample and should not be generalized to every project or treated as results of the 2026 framework.

The same thesis reports a systematic review of over 100 papers that found substantial academic work on construction productivity measurement but few examples of methods widely adopted in practice. The contrast helps explain the practical focus of a framework built around consistent data and use during delivery: measurement has limited value if teams cannot apply it reliably across projects.
Why procurement and client requirements matter
The late Professor Campbell Middleton, identified by Cambridge as a framework developer, argued that productivity data should be collected as a routine part of project delivery through procurement requirements. That proposal points to a key adoption challenge: benchmarks become more useful when clients, contractors and project teams agree in advance what to measure and how to capture it. Without that consistency, the resulting data may not support dependable comparisons or learning across jobs.

What Camentis is—and what is not yet established
Camentis is the software associated with the framework. Cambridge’s 30 September 2026 announcement described it as being piloted on live construction projects. The announcement does not establish a general release date, public availability, pricing, implementation requirements or measured productivity gains, so it should be understood as a pilot-stage tool based on the information available at that date.
Cambridge Enterprise says its Technology Development & Licensing team has worked with the researchers to explore how the research and software could help the sector at scale. That indicates commercial development interest, but does not itself establish published licensing terms or a broad commercial launch.
