Start by locating the project. A site inside Greenville city limits should be reported to Greenville Cares at 864-232-2273 (call or text), [email protected], or the City’s online service-request system. A site elsewhere in Greenville County should go through Greenville County e-Services. For a possible County code violation, call County Code Enforcement at 864-467-7090 or use its online E-Service Request; you must provide a specific address, and anonymous complaints are not accepted.
If the problem involves a blocked public sidewalk or another City right-of-way, Greenville Cares is the starting point. For encroachment, inspection, or restoration problems in a County-maintained road right-of-way, contact County Public Works at 864-467-7018. Questions about a County encroachment permit go to 864-467-7011.

Why the City–County boundary matters
“Greenville” in a mailing address does not necessarily mean the property is governed by the City of Greenville. Unincorporated areas are handled by Greenville County, and responsibility can also depend on who maintains the road. Before filing, identify whether the project is inside City limits, in unincorporated Greenville County, or beside a road maintained by the County.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesIf you cannot determine the boundary or road owner, submit a general request through County e-Services and state that the responsible agency is unclear. County staff say they will forward the request to the correct person. Include the project address so the receiving agency can verify jurisdiction.

How to report a City construction problem
Use Greenville Cares for the first report
Greenville Cares is the City’s general service-request route for conditions affecting a public place or neighborhood. Call or text 864-232-2273, email [email protected], or submit the City’s online service request. City telephone assistance is listed Monday through Friday, 8 a.m. to 5 p.m. The City says each request receives an identification number and is routed through its work-management system.
Describe the location, not just the symptom
For dust, identify the construction site, the direction the dust travels, the times it is worst, and where it settles or affects visibility. For noise, describe the equipment or activity if known, the start and stop times, how often it occurs, and whether it is overnight. For blocked access, say exactly what is obstructed: a public sidewalk, travel lane, driveway, business entrance, curb ramp, or other route.

Tell the City whether pedestrians must enter traffic, whether a wheelchair or stroller route is blocked, whether a driveway cannot be used, or whether emergency access appears restricted. Give the nearest address or intersection even when the project address is different from the location of the impact.

How to report a County construction problem
Start with County e-Services for general concerns
For an unincorporated County location, use Greenville County e-Services for a dust, noise, street, or access request. The service accepts general requests, lets residents view request status, and states that staff will forward a report to the correct person. The County gives a response expectation of seven working days.
Use Code Enforcement only when its conditions fit
County Code Enforcement can be appropriate when you are reporting a potential County code violation that is visible from public view. Call 864-467-7090 or submit the County’s online E-Service Request. Have the exact address ready. Code Enforcement states that it does not accept anonymous complaints, so provide your name and reliable contact information. A general observation that “the site is messy” may not be enough; describe the visible condition and where it can be seen from a public place.
Route County road-right-of-way matters to Public Works
Use County Public Works at 864-467-7018 for inspection matters, notices of violation, and complaints that a County road right-of-way was restored below standard after construction. Call 864-467-7011 for questions about a County encroachment permit. These contacts are for County-maintained road rights-of-way; they are not a universal contact for every private construction dispute.

- Project address and the nearest cross street.
- Where the dust travels: sidewalk, neighboring property, roadway, vehicles, windows, or indoor areas.
- Dates, approximate times, duration, and whether the condition is recurring.
- Visible effects such as reduced visibility, tracked dirt, deposits on public paths, or people being forced into a roadway.
- Photos or a short recording when doing so is safe and lawful.
- Whether the source appears to be hauling, demolition, grading, cutting, or another activity, if you can identify it without entering the site.
Do not enter a construction area to collect evidence. A clear description of the public impact and the exact location is more useful than an unsafe close-up.
Construction noise: avoid the wrong legal standard
Greenville County’s published ordinary-noise article lists 70 dB from 7 a.m. to 10 p.m. and 60 dB from 10 p.m. to 7 a.m. However, §15-102 expressly excludes construction-site noise. Those figures therefore do not establish allowable limits for construction activity.
The online code publisher also cautions that its text may not be the latest legislation. Do not claim that a construction project violates the ordinary decibel limits solely because it is loud or because a consumer sound meter shows a number above those thresholds. Instead, report the activity through the correct City or County service channel and ask staff which rule or permit condition applies.
In a noise report, emphasize the pattern and impact: the equipment involved, exact dates and times, nighttime or early-morning operation, duration, repeated events, vibration, blocked sleep, or interference with a business or public facility. The reviewed public information does not identify a separate City construction-noise enforcement contact.

Blocked sidewalks, driveways, entrances, and streets
Public sidewalks and City rights-of-way
For a blocked sidewalk or other obstruction in a City public right-of-way, contact Greenville Cares. State the exact segment that is blocked and whether a safe, accessible route remains. Mention curb ramps, crossings, bus stops, and any need to enter a traffic lane. The City issues encroachment permits for work in the public right-of-way, so tell the service representative that the concern involves a construction encroachment if that is what you observe.
County-maintained roads
For a County-maintained road right-of-way, use County Public Works at 864-467-7018 when the concern involves an inspection, a notice of violation, or substandard restoration. If you need to ask whether work has an encroachment permit, call 864-467-7011. Include the road name, address or nearest intersection, the side of the road affected, and whether vehicles or pedestrians are being diverted.
Unclear road ownership
If you cannot tell whether a road is City- or County-maintained, file a general road or street request through County e-Services and explain the uncertainty. Do not assume that the construction company, property owner, or mailing address identifies the road authority.
Prepare a report that can be acted on
- Pin down the site. Write the complete address, nearest cross street, subdivision or business name, and the precise point where the impact occurs.
- Classify the issue. Say whether it is dust, noise, blocked access, a right-of-way encroachment, or several separate conditions.
- Record timing. List dates, start and stop times, frequency, and whether the condition is still happening.
- Describe the public effect. Explain what is blocked, where dust travels, how noise affects the area, or what safety or accessibility risk you see.
- Add safe evidence. Attach photographs or a short recording taken from a lawful public location when safe. Do not trespass or confront workers.
- Save the tracking number. Greenville Cares supplies an ID number; County e-Services provides request-status access. Keep those details for follow-up.
What happens after filing
City requests are assigned an identification number and routed through the City’s work-management system. County e-Services says staff forward requests to the correct person and gives a seven-working-day response expectation. That is a stated response window, not a promise that construction will stop or that a violation will be confirmed within seven days.

When the situation is urgent
For an immediate threat to life or safety, use emergency services. The City directs immediate evening or weekend needs to police non-emergency at 864-271-5333 when the matter is not an emergency. Examples include a newly blocked route that creates an immediate public hazard or a dangerous condition requiring prompt attention. Use the emergency channel for imminent injury, fire, collapse, exposed live utilities, or another life-threatening event.
Common reporting mistakes
- Sending a City complaint to the County, or a County complaint to the City, without checking the boundary.
- Reporting only “construction noise” without an address, times, equipment, or impact.
- Using the County’s 70/60 dB figures as construction-site limits even though §15-102 excludes construction noise.
- Expecting Code Enforcement to accept an anonymous complaint; it requires a named complainant, a specific address, and a condition visible from public view.
- Calling a road-right-of-way problem a private-property dispute without stating whether a public sidewalk, lane, or entrance is obstructed.
- Entering a work site or placing yourself in traffic to take photographs.
The most effective report is specific, location-based, and routed to the agency that owns the affected public space.
