U.S. GENERAL is Harbor Freight’s exclusive tool-storage brand. Harbor Freight says its Series 3 cabinets are designed by its in-house engineering team, but its official materials reviewed do not identify the factory that makes them. A 2026 independent report says the cabinets are made in China; because that is secondary reporting and may not cover every model or production run, check the country-of-origin label on the specific cabinet.
For a home garage or a budget-conscious shop, Series 3 looks like a well-equipped value option on paper. Its published specifications and favorable retailer-hosted reviews are encouraging, but they are not independent durability tests and do not establish that it matches premium tool-truck storage.
Who makes U.S. General tool cabinets?
The answer depends on what “makes” means. Harbor Freight owns and sells the U.S. GENERAL line, says its engineering team designs Series 3, and does not name the physical cabinet maker in the official materials reviewed.
- Brand and seller: Harbor Freight announced the Series 3 line in 2023 and said U.S. General products are available only through Harbor Freight stores and its website. Harbor Freight’s launch announcement establishes the sales channel, not the factory.
- Design: Harbor Freight’s Series 3 product copy says the line is designed by its in-house engineering team. The Series 3 product page attributes design to Harbor Freight, but does not say the cabinets are fabricated in a Harbor Freight factory.
- Physical production: The official product materials reviewed do not identify an OEM or factory. An independent article updated in 2026 reports that U.S. General cabinets are made in China, citing packaging labels. Treat this as secondary reporting rather than verified origin for every current cabinet; inspect the label on the unit you are considering. All American Made’s report is the source for that country-of-manufacture claim.
- Quality control: Harbor Freight says Series 3 cabinets and accessories are rigorously tested at its facility in the USA. That is the retailer’s description; the reviewed sources do not provide an independent test protocol or results.
In short, the U.S. GENERAL name does not establish U.S. manufacture, and Harbor Freight’s in-house design claim is not the same as identifying who physically builds the cabinets.

Are U.S. General cabinets any good?
For many home mechanics and budget-conscious shop users, Series 3 appears to offer substantial capacity and useful features for the category. That is a value judgment based on the published specifications, modular options and customer feedback—not proof of long-term reliability or parity with premium tool-truck cabinets.

Harbor Freight’s listing for the U.S. GENERAL Series 3 42 in. x 22 in. Roll Cab, SKU 70367, gives the following specifications. These are seller-published claims, not independent measurements or load testing.

What customer ratings and owner comments can—and cannot—tell you
On October 4, 2026, Harbor Freight’s product page displayed a 4.8-out-of-5 average from 1,332 reviews for SKU 70367. That is retailer-hosted, self-selected feedback; ratings and counts can change, and the figure is not a controlled survey or an independent test.

Harbor Freight’s May 1, 2023 launch announcement described a 72-inch Series 3 roll cabinet with 29,700 cubic inches of storage, 14 drawers, 6,600 pounds of capacity and ball-bearing slides rated at 120 pounds per pair. Those are launch-era figures for that 72-inch model, not specifications for the 42-inch SKU above, and they do not establish current price or availability. What should you compare before buying?
Compare specific cabinets rather than relying on brand-wide claims. A practical checklist for a garage or work site includes:
- Width, depth and drawer layout against the tools you own and the space available.
- Total stated load and per-drawer slide capacity.
- Drawer extension, latches, lock, casters and finish.
- Compatibility with a top chest, hutch or locker you already own.
- Included liners, charging outlets and organizers, where applicable.
- Delivered price, warranty and parts availability for the exact model.
- Whether your workload justifies paying more for fit, finish or long-term service.
The reviewed sources do not provide a current, like-for-like independent comparison of U.S. General with Husky, Icon, Snap-on or other cabinet lines. Who is a U.S. General Series 3 cabinet best suited to?

If you need to establish long-term durability, consistent heavy-duty performance or equivalence to premium tool-truck storage, the available evidence does not settle those questions. Inspect the drawers, slides, latches, casters and finish on the model you plan to buy, and verify its origin label if country of manufacture matters to you.
