Start with the local government office responsible for building control, inspections, permits, or construction-code enforcement. Report the exact address, describe only what you observed, explain why you believe approval may be missing, and attach photographs or documents when permitted. If the work may cause immediate collapse, fire, or another serious danger, use the local emergency or urgent building-safety reporting route instead.

Also notify the landlord, owner, management company, or condominium/owners’ corporation when the work affects shared areas, resident safety, or building rules. The correct public agency depends on the building’s city, state or province, and country; there is no single worldwide complaints authority.

First identify what “unauthorized construction” means

The phrase can describe several different problems. Correctly classifying the concern helps the receiving office send it to the right team.

Work without a building permit or contrary to building code

A new opening in a wall, structural alteration, enclosure, extension, conversion, or major service installation may require building approval. The local building-control, building-inspection, or construction-enforcement office normally investigates whether permits and code requirements apply. Do not state as fact that the owner broke the law unless an authority has confirmed it; report the observable work and your reason for concern.

Planning or zoning breach

Land-use permission can be separate from a building permit. An extension, change of use, façade alteration, or added dwelling may require planning or zoning approval even where a building-control record exists. The local authority can tell you whether planning enforcement or building control owns the complaint.

Lease, condominium, or owners’ corporation violation

Building rules, a lease, or condominium bylaws may prohibit alterations to a private unit or common property. The landlord, management company, condominium board, owners’ corporation, or strata manager handles those private obligations. That route does not replace public reporting when permits, structural safety, or fire safety may be involved.

Immediate safety or fire risk

Signs such as apparent structural movement, an unstable wall, blocked escape routes, exposed services, or work that could spread fire require an urgent route. Use the local emergency number or urgent building-safety channel specified for the property. Routine online forms are not a substitute for an emergency response.

Choose the route by issue, urgency, and control of the area

Concern Usual first contact What to provide or expect
Suspected missing permit or building-code breach City, municipal, or local-government building-control or construction-enforcement office Address, factual description of the work, dates observed, and photographs or records if available
Planning or zoning problem Local planning or zoning-enforcement team Explain the apparent land-use or permission issue; ask the local authority to route it if uncertain
Lease, condominium, or bylaw violation Landlord, owner, management company, condominium board, owners’ corporation, or strata manager Identify the rule or shared area affected and keep written correspondence
High-rise building-safety concern in England Building landlord or management company as the accountable person; the Building Safety Regulator for specified unresolved matters Use the regulator only for matters within its statutory complaint scope, such as specified fire-spread or structural-collapse risks
Fire hazard Owner, managing agent, or landlord first in England; local fire and rescue service or council if there is no response or concern remains Describe blocked exits, fire-compartment changes, alarms, or other observable hazards
Defect affecting common property in an occupied New South Wales apartment building Owners corporation or its representative, such as the strata manager, for a complaint to Building Commission NSW The owners corporation is generally the appropriate complainant for a completed building’s common-property defect

How to report suspected unauthorized work

  1. Confirm the property location. Write down the full street address, building name if relevant, apartment or floor, and whether the work is inside a private unit or in a shared corridor, lobby, roof, façade, plant room, or other common area.
  2. Use the official local-government reporting channel. Search the city or local authority’s official site for “building control,” “building inspection,” “illegal construction,” “permit enforcement,” or “code enforcement.” Some places accept an online form; others use a service centre or telephone line. Do not rely on a national regulator when the issue is handled locally.
  3. Describe what you can see. State what changed, where it is, and when you observed it: for example, a new wall, a widened doorway, a removed section, an enclosure, an extension, or work in a shared corridor. Explain why approval may be missing without accusing a named person of an unverified offence.
  4. Attach lawful supporting material. Include photographs, notices, contractor signs, plans, or correspondence if the office accepts them. Photograph only from a place where you are permitted to be; do not enter a private unit or restricted work area to obtain evidence.
  5. Ask what else is required. The receiving office may need a permit number, owner details, access information, a formal written complaint, or a separate planning report. Requirements differ by jurisdiction.
  6. Save the case reference. Keep a copy of the submission, emails, photographs, and any service-request or case number. New York City’s Department of Buildings, for example, provides a service-request number for follow-up through its 311 system.
  7. Report urgent danger separately. If conditions suggest imminent collapse, fire, or another immediate threat, follow the local emergency instructions rather than waiting for a routine investigation.

Official examples show why location matters

Manchester, England

Manchester City Council accepts reports of suspected unauthorized building works for investigation. Its published instructions ask for a description of the works, the property address, and the reporter’s contact details; photographs may also be included. The council says reports to its compliance officers are handled confidentially. That is a statement about Manchester’s process, not a promise that every authority offers confidentiality or anonymous reporting.

New York City

New York City’s Department of Buildings directs reports of illegal or unsafe construction to 311 or 311ONLINE. The system supplies a service-request number that can be used to check the complaint’s status. Other cities may use a different number or portal, so use the official channel for the building’s location.

Washington, DC

The District of Columbia Department of Buildings describes construction done without required building permits as illegal construction within the District and directs reports through 311. Its guidance says imminent danger of collapse should be reported immediately through 311. Follow the emergency or urgent instructions issued by the local authority where your building is located; the District’s channel is not a universal rule.

High-rise building-safety concerns in England

For a resident concern about a building-safety risk in an English high-rise residential building, government guidance says to complain first to the person accountable for building safety, such as the landlord or management company. If the matter is not dealt with, the Building Safety Regulator can receive specified complaints involving risks such as fire spread or structural collapse. A suspected permit or planning breach may still belong with the local authority rather than the regulator.

England and Wales regulator boundaries

The Building Safety Regulator accepts specified complaints about registered building inspectors and building-control approvers, local-authority building control in England, and the regulator itself. Its contact guidance indicates that certain building-control and high-rise matters in Wales should instead be directed to the Welsh Government. This is why a regulator referral must be checked against both the jurisdiction and the type of alleged failure.

New South Wales

Building Commission NSW handles certain complaints about building practitioners and defects in residential apartment buildings. For a completed, occupied building where a defect affects common property, its guidance says the complaint is best made by the owners corporation or its representative, such as the strata manager. That is a defect route, not a universal process for reporting every unapproved alteration.

When to notify management or the owner

Tell the landlord, owner, management company, condominium board, owners’ corporation, or strata manager when the work affects common areas, resident access, building services, structural elements, or house rules. Management may be able to stop access, preserve records, arrange an inspection, or represent the owners collectively. In a shared-property defect case, the organization that controls the common property may be the appropriate formal complainant.

Private management cannot replace public enforcement. A landlord may address a lease breach while the city investigates permits, and a fire service may address an immediate hazard while a building-control office examines the underlying work. You can use more than one route when the obligations are different, but tailor each report to that body’s remit.

Urgent hazards and fire-safety concerns

Do not wait for a routine permit investigation if you reasonably believe there is an immediate threat. Leave an unsafe area if necessary and use the local emergency number or urgent building-safety service. Report apparent collapse risk, severe instability, blocked escape routes, dangerous electrical or gas work, or alterations that may defeat fire separation through the channel designated for urgent incidents.

For fire-safety concerns in England, guidance advises residents to contact the owner, managing agent, or landlord first, then the local fire and rescue service or council if there is no response or the concern remains. The appropriate sequence elsewhere may differ; local emergency instructions control.

Confidentiality, anonymity, and expected outcomes

Do not assume that a complaint can be anonymous, that your identity will always be withheld, or that an inspection will occur by a particular deadline. Manchester specifically says its compliance reports are handled confidentially, but that does not establish a rule for other councils. New York City’s published information confirms a tracking number, not a guaranteed enforcement result.

An authority may inspect, request documents, contact the owner, require corrective work, refer the matter to planning or fire officials, or decide that no breach is established. Ask how your information will be used, whether your contact details can be protected, and how to provide additional evidence. Keep every reference number and response.

A practical report wording

Use plain language such as: “I am reporting work at the apartment building at [address]. Since [date], I have observed [objective description] in [unit or common area]. I am concerned that the work may require building or planning approval. The work appears to be [ongoing/completed]. Photographs taken from [lawful location] are attached. Please advise whether this should be handled by building control, planning enforcement, fire safety, or another team.”

Replace the bracketed parts with the actual details before sending. Do not include speculation about a person’s motives or make claims that you cannot support.

If you are unsure which agency owns the issue

Submit the concern to the local building-control or construction-enforcement office and ask for routing guidance. State whether the suspected breach concerns permits, planning, a lease or bylaw, common-property defects, structural safety, or fire safety. The office can often identify the responsible team, while you retain a dated record that the concern was raised.
