Start with the U.S. Census Bureau’s Building Permits Survey (BPS) for local residential demand. It provides monthly and annual counts of housing units authorized by permits at state, core-based statistical area (CBSA), county and permit-issuing-place levels. Add the Census Survey of Construction (SOC) when you need starts, completions, new-home sales or housing characteristics. For the value of work actually put in place, use Census Construction Spending (also called Value of Construction Put in Place, or VIP). For price movement in selected nonresidential building categories, use the Bureau of Labor Statistics (BLS) Producer Price Indexes (PPIs).
No public series is a substitute for a current estimate on a specific project. Permits measure authorization, VIP measures work completed during a period, and PPIs measure price change for covered categories. Validate any local budget with the project scope, current subcontractor bids and relevant local records.

Match the dataset to the question you are asking
“Local construction data” can mean several different things. Before downloading a number, identify whether you need a leading indicator of demand, a count of projects under way, the dollar value of work completed, or a measure of price movement. The principal official sources answer different questions:
| Source | What it measures | Geography available | Best use | What it does not provide |
|---|---|---|---|---|
| Census Building Permits Survey (BPS) | Privately owned residential units authorized by permits, including valuation | State, CBSA, county and permit-issuing place; monthly and annual | Local residential demand and pipeline comparisons | A guarantee that construction will start or finish, or a bid for your project |
| Census Survey of Construction (SOC) | Starts, completions, new single-family sales and characteristics of new privately owned structures | Varies by series; check each table’s geography | Checking whether permits are turning into starts, completions and sales | County- or permit-place detail for every measure |
| Census Construction Spending (VIP) | Dollar value of construction work put in place | Monthly national; selected annual state, regional and division series | Tracking activity and broad market size | A local cost-per-square-foot figure or a prospective bid |
| BLS nonresidential PPIs | Price change for selected building and contractor categories | Broad regional groupings and covered categories | Escalation context for nonresidential budgets | An absolute price for every building type or municipality |
Keep the measure, geography, sector, time basis and intended use attached to every number in your notes. A county permit count and a regional price index are not directly interchangeable simply because both are labeled “construction data.”

Use the Building Permits Survey for local residential demand
What BPS reports
The BPS is the strongest official starting point for residential demand at a local scale. The Census Bureau describes its purpose as providing “national, state, and local statistics on the number and valuation of new privately-owned housing units authorized by building permits in the United States.” It covers privately owned residential structures for places that issue permits and separates structures into one-unit, two-unit, three- and four-unit, and five-or-more-unit categories.
Data have been available monthly and annually since 1959. The Census Bureau says final annual 2025 estimates were released on May 14, 2026. Monthly releases and later revisions can change the initially published figures, so record the release vintage and retrieval date when you build a trend.
Why permits are a demand indicator, not a construction count
A permit is an authorization. It indicates that an owner or developer received approval to build, but it does not prove that work started, reached completion or produced a sale. Cancellations, financing problems, redesigns and delays can separate an authorization from physical activity. Use SOC starts and completions to test how much of the permitted pipeline is progressing.
Permit records are public, which allows Census to publish small-area results. Census says the survey covers all places issuing permits for privately owned residential structures and that more than 98 percent of privately owned residential buildings constructed are in permit-issuing places. That is coverage context, not a promise that every individual small-area estimate is a complete direct count.
Reported-only versus imputed estimates
County and permit-place products can show two different treatments of missing reports:
Rank #2
- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Reported only: includes the values received from reporting jurisdictions and excludes imputation for missing reports.
- Estimates with imputation: supplements missing reports with Census estimates.
Choose one treatment for the analysis, label it in charts and do not compare a reported-only series with an imputed series as if the methodology were identical. Imputation can be useful for a more complete regional picture; reported-only data can be preferable when you need to distinguish direct reports from estimates.
A practical BPS extraction sequence
- Define the market: choose the county, permit-issuing place, CBSA or state and decide whether the analysis is for all structures or a specific unit category.
- Set the period: select monthly data for a current pipeline signal or annual data for a less noisy structural comparison.
- Select the treatment of missing reports: use either reported-only or estimates with imputation and keep that choice consistent.
- Capture both units and valuation: unit counts show volume; reported permit valuation can provide a rough activity context, but it is not a comparable bid price across jurisdictions.
- Record the vintage: save the release date, whether the number is preliminary or final, and any subsequent revision you incorporate.
- Compare like with like: compare the same geography, structure category, reporting treatment and time basis across periods.
Add the Survey of Construction to see what happens after authorization
Indicators SOC adds
The Survey of Construction supplies complementary residential measures: starts and completions of new single-family and multifamily units, sales of new single-family houses and characteristics of new privately owned structures. These indicators help distinguish a large permitted pipeline from projects that actually break ground, finish or reach the market.
For example, rising permits with flat starts can indicate a lag between authorization and construction, while rising completions and sales can confirm that activity is moving through the pipeline. Do not treat those measures as interchangeable definitions of demand; they describe different stages.
Check the geography for each SOC table
SOC does not publish every measure at county or permit-place resolution. Before using a figure, read the individual table’s geography, frequency and release schedule. The SOC program also links to the Construction Price Index and the monthly New Residential Construction report, but those products have their own definitions and coverage. Keep the exact series name with the number rather than assuming that all “construction” tables share the same geography.
Use Construction Spending (VIP) for the value of work put in place
What VIP includes
Census Construction Spending estimates the total dollar value of construction work done in the United States, including the 50 states and the District of Columbia. It covers private residential improvements and new construction, private nonresidential work and public construction. The estimate is broader than materials delivered to a site: Census lists labor and materials plus architectural and engineering services, overhead, interest, taxes paid during construction and contractor profit.

That breadth makes VIP useful for tracking the size and direction of construction activity. It does not make the series a quote for a particular building. A national monthly value can rise because of many projects, changing project mix or price levels even when a particular local market is flat.

Geography and timing limitations
Monthly VIP series are national. Selected annual series are available by state, region and division, and historical tables include categories such as state and local public construction. There is no equivalent monthly county-level VIP series for pricing an individual job.
Census releases preliminary estimates about two months after the reference month. Recent months are revised in subsequent releases, and longer histories can be revised when seasonal factors or source data are updated. Record whether a series is seasonally adjusted or unadjusted, its reference period, release vintage and retrieval date. A seasonally adjusted monthly trend should not be compared casually with an unadjusted annual total.
How to use VIP in a local analysis
- Choose the sector: separate private residential, private nonresidential and public work instead of combining unlike cycles.
- Use the most local annual series available: state, region or division figures can frame the market, but state-level movement is not a municipal project estimate.
- Preserve the vintage: save the original and revised values if you are evaluating a forecast or explaining a past decision.
- Pair value with volume: compare VIP with BPS units or SOC starts to distinguish more work from higher prices or a different project mix.
Use BLS PPIs to track nonresidential price movement
Covered categories
BLS provides regional indexes for selected structures and contractor types. Examples include warehouses, schools, offices, industrial buildings and health care buildings, along with general, plumbing/HVAC, electrical, roofing and concrete contractors. Coverage is selective: an index may not exist for your building type, trade or locality.
What the index represents
BLS combines material and installation cost information supplied by a professional cost-estimating firm with contractor overhead and profit information collected from contractors. The result is a measure of price movement for the covered category and region. It is not a current absolute local project price and should not be presented as a universal cost-per-square-foot rate.

Using a PPI for escalation
If you already have a well-defined baseline estimate, an index ratio can provide a transparent escalation assumption: multiply the baseline amount by the current index divided by the baseline-period index. Apply that only when the index category, region, trade mix and dates reasonably match the estimate. Do not use a broad regional index to create false precision for a municipality or an uncovered project type.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Build a reliable local data stack
Official series provide context; local records and project evidence supply the detail needed for a budget. Use the layers in this order:
- Demand: BPS permits by county, CBSA or permit-issuing place, split by structure type.
- Pipeline conversion: SOC starts, completions and new-home sales, using the geography that the specific series supports.
- Market value: VIP for national activity and the closest available state, regional or division benchmark.
- Price movement: the closest BLS PPI category and region for nonresidential work.
- Local validation: the relevant city or county permit/open-data portal, current subcontractor bids, recent comparable project records and a scope-specific estimate.
When a locality publishes its own permit data, check whether records are complete, whether values are reported or estimated, how amendments and cancellations are handled and whether the date represents application, issuance or final inspection. Those definitions determine whether the local series can be compared with BPS.
Common interpretation errors and how to avoid them
Confusing authorization with completed work
Use permits as an early demand signal. Use starts and completions when the question is physical progress. A permit count alone cannot establish current contractor workload.

Mixing geographies
A permit-place number, a county total, a state VIP series and a broad BLS region describe different areas. State the geography in every table, chart and headline, and avoid ranking places when the underlying boundaries do not match.
Ignoring revisions and adjustments
Mark preliminary, revised and final values. Identify seasonal adjustment. A change between releases may reflect updated source data or seasonal factors rather than a sudden change in construction activity.

Using the wrong sector
Residential permits and nonresidential PPIs answer different questions. Public construction, private residential improvements and new commercial buildings also follow different cycles. Filter each series to the sector that matches the decision.
A decision framework for a specific project
For a residential market study, begin with BPS units by place and structure type, then check SOC starts and completions to estimate pipeline conversion. For a nonresidential feasibility study, use available local permit records for project volume, VIP for the state or region’s activity context and the closest BLS PPI for price movement. For a public-works outlook, emphasize VIP’s state and local public-construction tables and supplement them with the relevant local capital-improvement and permit records.
For an actual estimate, document the scope before selecting a benchmark: building type, floor area, location, start and completion dates, specification level, site work, labor assumptions, procurement method and contingency. Then obtain current trade pricing. Public statistics can tell you whether demand and prices are moving; they cannot fill in missing scope.
What a defensible data note should contain
- Source program and exact series name.
- Geography and sector.
- Unit of measure: units, dollars, index points or percent change.
- Reference period and release or retrieval date.
- Preliminary, revised or final status.
- Seasonally adjusted or unadjusted status.
- Reported-only or imputed treatment for permit data.
- A short statement of what the measure does and does not represent.
This metadata prevents a local demand count from being mistaken for a project cost and makes later updates reproducible when the official agencies revise their series.
