Sustainability is changing commercial construction from an operational-energy exercise into a whole-life business, design and compliance discipline. Developers and project teams now have to account for upfront and other embodied carbon, operational energy, electrification, renewable supply, passive design, circular material use, resilience, disclosure, finance and workforce capability from the earliest brief.
Why sustainability now changes the commercial-construction brief
Buildings and construction account for 37% of global emissions and almost half of global material extraction, according to the United Nations Environment Programme (UNEP) and the Global Alliance for Buildings and Construction in 2026. Operational performance has not solved the problem on its own: UNEP reports that buildings’ operational emissions increased by 1% to 9.9 GtCO₂ in 2024.

A low-energy building can still carry substantial emissions in its concrete, steel, facade, finishes, transport, construction waste, replacements and eventual demolition. A project that reduces material impacts but locks in inefficient systems may create high emissions for decades. Sustainability therefore becomes a coordinated decision across design, procurement, construction, operation and end of life.
Whole-life carbon is entering the design brief
Operational carbon comes from energy used during occupation, including heating, cooling, ventilation, lighting, equipment and hot water. Embodied carbon covers emissions associated with materials and construction, including extraction, manufacture, transport, installation, maintenance, replacement and end-of-life treatment. Upfront embodied carbon is the portion released before a building opens, so it is emitted immediately rather than spread over its operating life.

Measuring these categories early changes decisions that were once treated as separate architectural, engineering or procurement choices.
Refurbishment versus new construction
The first carbon decision may be whether to retain, adapt or demolish an existing building. A refurbishment can preserve structural materials and avoid demolition and replacement emissions, but its envelope, floor-to-floor heights, services or fire strategy may limit performance. A new build can deliver a more efficient form and systems, yet creates a large upfront carbon pulse. Teams should compare both options using the same whole-life boundary, operating assumptions, programme and end-of-life treatment.
Structure, facade and material quantities
Structural grids, spans, floor loads and facade design determine material quantities before a product is selected. Reducing unnecessary mass, designing for efficient spans and specifying lower-carbon alternatives can cut embodied emissions. The decision must still meet fire, durability, acoustic, thermal, maintenance and insurance requirements; a lower-carbon material that fails those requirements is not a robust solution.
Construction, replacement and end of life
Whole-life assessment includes transport, site waste, repairs, replacement cycles and future recovery. Design teams can document components for disassembly, protect materials during construction and specify assemblies that can be repaired rather than discarded. These choices make circularity a practical project requirement instead of a slogan.

Energy strategy is becoming an electrification and resilience strategy
Efficiency remains foundational: a well-insulated, shaded and airtight envelope reduces the size and runtime of mechanical systems. The direction of travel now combines that efficiency with passive solutions, electrification, renewable energy and resilience to heat, outages and other climate stresses.
Australia’s 2026 building-emissions baseline study illustrates the broader shift. It models efficiency and electrification separately, includes electric-vehicle charging, and projects gas use and operational emissions falling close to zero by financial year 2055 in its scenario. That is a scenario, not a guarantee for every building; actual results depend on grid conditions, equipment choices, occupancy and commissioning.

Design questions that now belong together
- Can orientation, glazing, shading, insulation and natural ventilation reduce peak loads before equipment is sized?
- Which heating, cooling and hot-water loads can move from combustion to efficient electric systems?
- Where will renewable electricity come from: on-site generation, a contracted supply or a combination?
- How will the building maintain safe conditions during heatwaves, smoke events, grid interruptions or water constraints?
- Can controls, metering and commissioning demonstrate that the designed performance is achieved in operation?
Renewable supply does not remove the need for efficiency. Smaller, better-controlled loads reduce capital requirements and exposure to energy-price and grid constraints.
Materials and procurement carry more carbon responsibility
UNEP and the GlobalABC identify low-carbon materials and circular-economy action as key priorities, alongside renewable energy, passive solutions and energy-efficient technologies. Procurement teams therefore need environmental information that states its boundary, assumptions and verification method.

A “green” label without a declared scope cannot show whether it covers manufacturing only, the whole product life cycle, a single component or an entire building. Performance specifications should require comparable environmental data, durability evidence and installation requirements. Substituting one product for another late in the programme can erase modeled savings if quantities, transport or replacement intervals change.
Practical procurement controls
- Set whole-life-carbon targets before design is fixed, with separate limits or reporting for upfront and operational emissions.
- Ask suppliers to state the life-cycle boundary, data period, assumptions and verification route behind environmental claims.
- Track quantities as the design develops; a lower-carbon product used in much greater volume may increase total emissions.
- Include take-back, repair, disassembly or reuse requirements where they are technically and contractually realistic.
- Require substitutions to be reviewed for carbon, cost, programme, performance and compliance impacts rather than approved solely on price.
Codes, ratings and disclosure are becoming delivery requirements
UNEP’s 2026 key messages call for clear regulatory frameworks, national roadmaps and building codes aligned with zero-emission buildings. Reporting is moving in the same direction: owners increasingly need a defensible record of energy, carbon and material decisions, not just a design aspiration.
Australia provides a specific example. A 2026 baseline study projects 37–64 MtCO₂e of upfront embodied carbon each year for the five years to 2026–27, or 247 MtCO₂e in total. Separate 2025 analysis projects that upfront carbon from Australian commercial-building construction could increase by 48% by 2050 if current trends continue.
A voluntary NABERS embodied-carbon pathway is planned in connection with NCC 2025, while officials are investigating whether NCC 2028 should include a minimum embodied-carbon standard. “Voluntary” does not mean irrelevant: a pathway can establish the methods, data and professional capabilities later rules may rely on. Requirements differ by jurisdiction and edition, so project teams must confirm which code, rating route and disclosure obligations apply to their site and approval date.

Finance and skills determine whether designs are delivered
UNEP estimates that USD 5.9 trillion of investment in building energy efficiency is needed by 2030, equivalent to USD 592 billion annually. The figure signals the scale of capital required for upgrades, efficient equipment, controls, envelopes and supporting infrastructure; it is not a price tag for an individual development.
Capability is another constraint. A 2025 Royal Institution of Chartered Surveyors survey of more than 3,500 commercial-real-estate and construction professionals found that 30% identified insufficient knowledge and skills as a barrier to reducing embodied carbon. Carbon literacy must therefore extend beyond a specialist consultant to estimators, quantity surveyors, architects, engineers, procurement staff, contractors, commissioning teams and facilities managers.

- Set the boundary and targets. Define operational, upfront and other embodied-carbon scopes, the assessment period, treatment of exported energy, replacement cycles and end-of-life assumptions.
- Establish a baseline before selecting a concept. Record the existing building’s structure, envelope, services, energy use and condition if refurbishment is possible. For a new build, establish a massing and systems baseline.
- Test major alternatives early. Compare refurbishment with new build; structural and facade systems; HVAC and electrification pathways; and applicable certification or rating routes.
- Use a common decision framework. Evaluate whole-life carbon, operational energy, upfront cost, lifecycle cost, code and disclosure exposure, resilience, material circularity, verification burden, programme risk and availability of qualified designers, contractors and commissioning teams.
- Lock performance into procurement. Convert targets into specifications, supplier data requirements, substitution rules, installation checks and commissioning obligations.
- Verify construction outcomes. Reconcile purchased quantities and product data with the design model, document waste and substitutions, test systems and retain records needed for ratings or disclosure.
- Manage the building after handover. Monitor energy, comfort, refrigerant and equipment performance, then use the results to correct controls and inform future refurbishment decisions.
Do sustainable commercial buildings cost more?
There is no universal cost premium established by the evidence available here. Cost depends on the baseline code, site, building type, design maturity, energy prices, financing, material availability, labour capability and the boundary used for comparison.
Some measures require additional capital, specialist design or longer procurement lead times. Others reduce equipment size, operating exposure or future compliance risk. The useful comparison is not “green” versus “ordinary”; it is the total effect of each option on upfront cost, lifecycle cost, carbon, resilience, programme and disclosure obligations. A cheaper option that creates high replacement, energy or retrofit liabilities may not be the lower-cost choice over the building’s life.
What developers should expect next
Commercial construction is moving toward evidence-based carbon decisions made before planning and procurement are complete. Operational energy will remain important, but embodied carbon, electrification, passive design, renewable supply, circularity and resilience will increasingly be evaluated together. Codes and rating systems will make data quality more consequential, while the availability of trained professionals will determine how reliably targets are met on site.
UNEP and the GlobalABC summarize the direction plainly: “The report identifies low-carbon materials, increased public and private investment, the deployment of renewable energy, and the adoption of passive solutions and energy-efficient technologies as key priorities.” For a commercial project, that means sustainability is no longer a certification add-on; it is a method for choosing what to build, how to build it and how to prove it performs.
