What to Look for When Hiring a School Construction Contractor

Hire a school construction contractor by first confirming the owner’s procurement rules, then testing each bidder’s directly relevant school experience, capacity, safety record, execution plan and price on the same documented scope. A contractor can be excellent in commercial work yet unsuitable for an occupied K–12 campus, a short summer shutdown or a publicly funded contract with strict forms and bonding requirements.

Eligibility is controlled by the project’s jurisdiction, funding source, delivery method and solicitation. Treat district examples as illustrations, not national standards: the current request for bids or proposals and the owner’s procurement office control what is required.

1. Start with the owner’s procurement documents

Before inviting or comparing contractors, obtain the current solicitation, general conditions, drawings, specifications, prequalification rules and project schedule. These documents establish who may bid and how the owner will evaluate submissions.

Confirm the delivery method and submission rules

  • Identify whether the project uses design-bid-build, construction management, design-build or another authorized method.
  • Check whether the prime contractor, major subcontractors or mechanical, electrical and plumbing firms must be prequalified.
  • Record the exact bid or proposal deadline, mandatory forms, question period, interview requirements and permitted delivery method.
  • Verify required licenses at the time of bid submission. For example, Los Angeles Unified School District (LAUSD) requires an appropriate California license for its formal contracts; that is an LAUSD rule, not a national requirement.
  • Check district, state, federal-funding and labor requirements, including any prevailing-wage, workforce or reporting obligations.

Ask the owner’s procurement contact which version of every form is current. A complete proposal on obsolete paperwork can be rejected even when the contractor is technically qualified.

Allow time for prequalification

Prequalification can require financial statements, references, safety information, licenses, insurance evidence and separate questionnaires. Broward County Public Schools says its construction prequalification process generally takes 60 days. That is a local estimate, not a universal processing time, so begin as soon as the project is identified.

Approval periods also differ. Palm Beach County describes a one-year approval period, Broward County describes a certificate valid for one year unless suspended or revoked, and Clark County describes status lasting up to two years. Confirm the live district rule before relying on any approval already held by a contractor.

2. Test comparable school experience

A broad portfolio is not enough. Request projects that match the actual risk profile of your work: K–12 use, occupied campuses, phased construction, summer-only windows, additions tied into existing utilities, renovation of older buildings or new construction with commissioning and turnover.

Require a project schedule, not just photographs

For each proposed reference project, request:

  • Owner and location
  • Delivery method
  • Original and final contract value
  • Scope and building type
  • Notice-to-proceed and completion dates
  • Whether students or staff remained on campus
  • Names of the proposed superintendent and key subcontractors
  • Owner reference contact and permission to call

Verify that the people assigned to your project actually delivered the cited work. A company’s historical résumé may include projects completed by a team that is no longer available.

Ask references questions that reveal performance

Use the same questions for every reference:

  • Were contractual milestones met, and if not, what caused the slippage?
  • How early did the contractor report schedule or cost risks?
  • Did the superintendent coordinate trades effectively?
  • Were change requests priced and documented promptly?
  • How were defective or incomplete items corrected?
  • Was the building ready for inspection, commissioning and occupancy when promised?
  • Did closeout documents, warranties, training and as-built records arrive complete?
  • Would the owner hire the same team again?

Calvert County Public Schools’ qualification materials call for similar-scope experience and four reference responses. Use that as an example of the depth some owners expect, not as a universal number.

3. Verify financial, bonding and insurance capacity

School projects can require the contractor to carry payroll, materials and subcontractor payments for months before receiving payment. Ask for the financial and surety information required by the solicitation, and have the owner’s procurement or financial advisers assess it.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Check capacity against this project

  • Review the contractor’s current backlog, available project managers and superintendent availability.
  • Confirm that the requested contract value fits the surety’s stated bonding capacity.
  • Ask whether major subcontractors have been selected, priced and checked for capacity.
  • Look for concentration risk: a contractor taking on several simultaneous school projects may not have the staff promised in its proposal.

LAUSD lists financial information or references among its requirements. Menlo Park City School District lists financial statements, bond or surety evidence and insurance documentation in its qualification materials. The exact documents and thresholds come from the applicable solicitation and law.

Match protections to the contract

Verify performance and payment bond requirements, bond forms, surety ratings if specified, workers’ compensation, general liability, automobile liability, professional liability where relevant and any builders-risk coverage. Compare each certificate with the contract’s required wording, limits, additional-insured status and expiration dates. Never copy a coverage limit from another district’s application.

Make the price comparable

Require every bidder to price the same drawings, specifications, allowances, alternates, unit prices and schedule assumptions. Identify exclusions, escalation assumptions, contingency treatment and owner-furnished items. A low headline bid may omit temporary facilities, testing, utility work, hazardous-material handling or closeout tasks that another bidder included.

4. Examine safety and regulatory compliance

Ask for a project-specific safety plan rather than a generic corporate policy. It should identify the responsible safety staff, orientation and training, inspection frequency, incident reporting, corrective-action tracking and emergency coordination.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect an occupied campus

Have the contractor explain how it will control:

  • Separation between work zones and students, staff, visitors and the public
  • Badging, fencing, access points and background-check procedures required by the owner
  • Deliveries, crane or equipment movements and traffic around arrival and dismissal times
  • Dust, noise, vibration, odors and indoor-air quality
  • Utility shutdowns, fire-alarm impairments and emergency egress
  • Weather events, vandalism, hazardous discoveries and other stop-work conditions

Ask for incident rates and corrective-action records in the format required by the solicitation. Do not treat a single metric as a guarantee of future performance; examine whether management identifies hazards, closes corrective actions and communicates openly.

Check licenses, labor rules and subcontractor eligibility

Confirm that the prime and every trade requiring separate licensing is eligible in the project jurisdiction. Determine whether the owner requires prequalification for subcontractors, MEP firms or safety personnel. LAUSD describes separate prime, subcontractor/MEP and safety prequalification tracks and identifies district insurance and labor compliance requirements. Other owners may use different categories.

5. Evaluate the execution plan

Ask each finalist to submit a concise plan using the same outline. Score the evidence, not presentation style.

Schedule logic and staffing

Request a logic-linked schedule showing design or submittal approvals, procurement of long-lead items, mobilization, inspections, testing, commissioning, staff training, punch-list work and turnover. For a summer shutdown, require a phasing diagram and contingency milestones that show when decisions must be made to protect the first day of school.

Identify the project executive, project manager, superintendent, safety lead and commissioning contact. Obtain written commitments for their availability and an escalation route when a milestone is threatened.

Quality control and inspections

Ask how the contractor will manage submittals, mock-ups, material verification, testing, special inspections, nonconformance reports and punch lists. Clarify who schedules inspections, who pays for retesting and how rejected work is tracked to closure.

Changes and cost control

Require a defined change process: written notice of potential changes, backup for labor and materials, schedule impact, approval authority, and a log showing pending, approved and rejected items. Ask how the contractor distinguishes owner changes, design clarifications, unforeseen conditions and subcontractor errors.

Communication and records

Set the meeting rhythm, report format, dashboard fields, issue log and response times in the contract. Specify delivery of as-built drawings, operation and maintenance manuals, warranties, test reports, training records, attic-stock inventories and other closeout documents before final payment or occupancy, as permitted by the contract.

Provo City School District’s construction procurement policy addresses bonds and security, construction-manager selection, preconstruction, change orders, inspections and occupancy. Use such policies to identify subjects your own contract should address, while following your owner’s controlling documents.

6. Compare qualified contractors with a documented rubric

Separate mandatory pass/fail eligibility from scored preferences. A contractor that lacks a required license or bond should not remain competitive because it scored well on an interview.

Evaluation area Evidence to compare Decision question
Procurement fit Current forms, prequalification status, license and deadline compliance Can this bidder legally and procedurally submit?
Comparable experience Completed K–12 projects, occupied-campus or phased work, reference responses Has this team solved similar constraints?
Proposed team Named project manager, superintendent, safety lead and available subcontractors Will the people who performed the work be assigned here?
Safety and compliance Safety plan, incident response, labor compliance and subcontractor eligibility Can the site operate safely during construction?
Schedule and logistics Logic-linked schedule, phasing, delivery routes and contingency milestones Is the plan credible for inspections and school opening?
Quality and changes Inspection plan, submittal controls, change log and closeout method How will defects and cost growth be controlled?
Financial protection Statements, bonding capacity, insurance certificates and backlog Can the contractor support the work through completion?
Evaluated price Common scope, allowances, alternates, unit prices and exclusions Which proposal offers the best value under the stated procurement method?

Keep an audit trail: record who reviewed each submission, which evidence supported each score, questions asked at interviews and reasons for the final selection. LAUSD says its uniform rating system is intended to identify quality contractors and obtain the best quality construction for the lowest price practicable under the circumstances. That statement describes LAUSD’s objective; it is not a universal award formula.

7. Red flags that warrant clarification

  • The bidder resists naming the superintendent or key subcontractors.
  • References are limited to unrelated commercial work or cannot be reached.
  • The schedule has dates but no logic, approvals, inspections or procurement activities.
  • The price omits allowances, temporary works, testing, commissioning or closeout.
  • Insurance certificates do not match the solicitation or expire before the work ends.
  • Safety answers rely on slogans without responsible staff, reporting steps or corrective-action evidence.
  • Proposed staffing conflicts with the contractor’s other active projects.
  • Change-order pricing is described as “handled as needed” without written notice or approval controls.
  • The contractor cannot explain how students and construction traffic will be separated.

A red flag is a reason to request verifiable clarification, not automatic proof of misconduct. Apply the same questions and standards to every bidder.

8. A practical selection sequence

  1. Obtain the current solicitation. Mark every mandatory form, license, bond, insurance, prequalification and deadline.
  2. Build a compliance screen. Remove submissions that fail non-negotiable legal or procurement requirements.
  3. Request comparable project evidence. Use a standard project-list template and obtain permission to contact references.
  4. Verify the proposed team. Confirm availability, roles and the participation of named subcontractors.
  5. Review capacity and protections. Check financial information, bonding and insurance against the contract documents.
  6. Interview finalists on execution. Use identical questions about schedule, safety, logistics, quality, changes and turnover.
  7. Normalize the price. Compare a common scope with clear exclusions, alternates, allowances and unit prices.
  8. Score and document. Keep pass/fail eligibility separate from weighted preferences and preserve the evaluation record.
  9. Write accountability into the contract. Include reporting, approvals, schedule updates, change procedures, inspections and closeout deliverables.
  10. Reconfirm before notice to proceed. Check that licenses, insurance, bonds, key staff and subcontractor commitments remain valid.

What the available evidence can—and cannot—tell you

Official district pages show how varied local requirements are, but they do not establish a national contractor-selection standard or a statistic proving that one criterion predicts school-project success. The examples above are program rules and procurement practices, not outcome research. Requirements can change without notice, so verify every threshold, validity period and form with the current owner before advertising or awarding work.
