What do I need to know before applying for an affordable apartment in Phoenix? First, identify whether you want an income-restricted apartment at a particular property or a Housing Choice Voucher (HCV). They are separate routes: Phoenix affordable apartment communities take applications site by site, while the City’s HCV waitlist is closed as of October 13, 2026. Check the City’s current status before making plans. An application to one property does not automatically place you on another property’s list.
Choose the right application route
“Affordable apartment” can refer to housing with rents restricted under a particular property’s program, or it can be used loosely to mean housing assistance. The steps and eligibility rules differ, so clarify which one you are pursuing before completing an application. A property-based affordable rent is tied to that community and its program; a voucher is a separate subsidy used with a private landlord. Neither route should be assumed to share the other’s application, eligibility rules, or waitlist.

Income-restricted apartment at a specific property
Phoenix says applications for its affordable housing properties are taken at each individual site. Use the City’s Housing Communities directory to find communities, then contact the site directly about its application process and current availability. The City describes its apartment waitlists as site-based; a pre-application for one community does not cover another.

Phoenix’s policy puts the point plainly: “Because all assisted apartment communities have site-based waiting lists, families must complete a separate pre-application for each apartment site waitlist.” The City’s Housing Communities page likewise says, “Applications for the Affordable Housing program properties are taken at each individual site.” Do not assume that appearing in the City directory means a particular community has an open list or an immediately available unit.

Housing Choice Voucher
The HCV program is a separate, HUD-funded rental subsidy administered by a housing agency. The City says participants pay at least 30% of monthly income toward rent to a private landlord, with the program paying the remainder. Phoenix reports that its HCV waitlist is closed as of October 13, 2026; check the Housing Department’s current information before relying on that status. Voucher rules do not describe every income-restricted apartment.
If your question is “Is the Phoenix Section 8 waitlist open?”, verify the City’s latest notice rather than relying on an older article or a property’s information. The waitlist status for HCV is not an answer about whether a separate affordable apartment community is accepting applications. Ask the community directly about its own list.
The City’s Housing Department lists assistance options for families, single people, seniors, people with disabilities, veterans, people experiencing homelessness, and other residents with special needs. If you are unsure which program fits, contact the Department for navigation rather than assuming a property uses a particular program.
Check whether the property is accepting applications
Before assembling paperwork, ask the property whether it is accepting applications or maintaining a waitlist. Phoenix policy says openings are publicly announced and assisted apartment lists are maintained by site. A directory entry does not establish that a unit is currently available or that applications are open.
- Ask whether applications are being accepted now and how to learn about future openings.
- Confirm that the property’s household type, age, disability, or other criteria fit your household.
- Ask which unit sizes are available or eligible for your household, and what occupancy rules apply.
- Find out whether the application is online, completed at the site, or available through another method.
- Ask how the site confirms receipt and how it will contact applicants on its list.
These questions can prevent spending time on an application for a closed list or a property whose eligibility rules do not fit your household. If you are comparing multiple sites, note each site’s application method, whether its list is open, the kinds of households or units it serves, and how it communicates with applicants. Phoenix’s published materials do not establish current openings or a single method used by all sites, so confirm rather than infer these details from another property’s process.

Find the income limit that applies to that property
There is no single income cutoff for every apartment described as affordable in Phoenix. Limits depend on household size and the property’s funding or program. Ask the site which program governs the unit, which household-size definition it uses, and how it counts each income source. Do not treat a general income table as a universal apartment qualification rule.
When asking how to apply for low-income apartments in Phoenix, make the income question specific: ask for the limit that applies to the unit and household size you are considering, and ask how the property defines and calculates household income. A headline income figure or a limit for a different household size may not answer whether your household qualifies. The site should clarify which schedule it uses and what information it needs to make an eligibility determination.
FY2026 Phoenix-Mesa-Chandler Section 8 reference
The Arizona Department of Housing’s FY2026 Section 8 income-limit table, effective May 1, 2026, lists a median family income of $112,400 for the Phoenix-Mesa-Chandler area. Its limits for one- and four-person households are below. These are Section 8 figures, not confirmed limits for every affordable property.
| Household size | Extremely low | Very low | Low |
|---|---|---|---|
| 1 person | $23,600 | $39,350 | $62,950 |
| 4 people | $33,700 | $56,200 | $89,900 |
Use the Arizona Department of Housing FY2026 income-limit table as a reference only if the property confirms that the relevant Section 8 schedule applies. The site should identify the applicable limit and explain how it counts your household’s income. The table gives examples for one- and four-person households; it should not be used to guess the limit for another household size or a different housing program.
Separate affordability context is not an eligibility test
The City’s Housing Phoenix Plan cites a HUD FY2026 Fair Market Rent of $1,839 for a two-bedroom apartment in Maricopa County and says a household would need around $74,000 annually, or $35.58 an hour, to afford that level. This is broad context about housing costs, not the rent at a particular affordable property and not an eligibility cutoff. A property’s actual rent, utilities, and program rules must come from that site.

Use this figure to understand the broader housing-cost backdrop, not to estimate what a particular apartment will charge or what income it will accept. The amount a household pays at an HCV property also follows voucher rules; it is not a universal description of tenant rent at income-restricted communities.

Prepare household and income information
Phoenix policy describes a pre-application that requests information about each person expected to live in the household, anticipated income sources and amounts, and allowable expenses. Collect accurate information for everyone who will be included in the application before you begin, and ask the site what supporting documents it requires.
- Names and other household details requested for each expected resident.
- Each person’s anticipated income sources and amounts, using the property’s instructions for what to include.
- Information about allowable expenses the application asks you to report.
- Any identification or supporting records the specific site requires.
The City materials do not establish a complete, universal document checklist for all properties. Do not assume that a checklist from one site applies elsewhere; ask the property for its own requirements and whether copies, originals, or a particular submission format are needed. Ask how it wants anticipated income and allowable expenses reported, especially if the household has more than one income source. The goal is to provide consistent, complete information for the people expected to live in the unit—not to guess which items a program will count.
Ask about rent, fees, utilities, and screening before you apply
Property-level costs and screening can affect whether a unit is a practical fit. Published information does not establish one application fee, rent schedule, utility package, credit requirement, or document list for all affordable properties. Get the details from the site before submitting an application or paying a fee.
- Total monthly cost: Ask the quoted rent, which utilities are included, and which are tenant-paid.
- Up-front costs: Confirm whether there is an application fee, deposit, or other charge, and when it is due.
- Screening: Ask whether the property checks credit, rental history, or criminal background, and what standards it applies.
- Program debts: Ask whether any debt to a housing program affects eligibility.
- Timing: Find out the expected move-in window and whether you must be ready to accept a unit by a particular date.
For City affordable-property applicants, Phoenix describes basic public-housing criteria that include being below the applicable maximum income, adult household-member criminal background checks, acceptable rental history, and no debt to a U.S. housing program. These are City program statements, not screening rules that can be assumed for every privately operated Phoenix property. Ask the site how its criteria apply to the unit you are considering.

When comparing sites, consider more than the advertised or quoted rent. Compare tenant-paid utilities and up-front costs, screening requirements, the unit size and accessibility you need, commute practicality, and the likely move-in timing. Published information does not provide a uniform rent, fee, utility arrangement, or credit standard, so avoid treating another applicant’s experience as a guarantee. Get the details directly from each property before paying or making plans to move.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Submit a separate application for each site and track every list
Once you have confirmed the program, eligibility, open-list status, requirements, and costs, follow that property’s submission instructions. Phoenix’s Admissions and Continued Occupancy Policy, effective July 1, 2025, states: “Because all assisted apartment communities have site-based waiting lists, families must complete a separate pre-application for each apartment site waitlist.”
- Complete the application or pre-application for the specific site, using that site’s instructions.
- Save the confirmation, submission date, contact details, and any reference number provided.
- Keep your phone number, email, and mailing address current with the property.
- Check calls, email, and mail regularly, including written notices with response deadlines.
- Respond to information requests by the stated deadline and retain a copy of your response.
Phoenix policy describes contact attempts when an applicant reaches a waitlist position and a unit is available or expected. It also describes removal from a list when an applicant does not respond to written requests. Do not assume that remaining on a list is automatic if you miss a notice or fail to update your contact information. Keep a separate record for each property so you can tell which application you submitted, where it stands, and what contact information the site has for you.
The policy source cited here is the City’s approved Admissions and Continued Occupancy Policy effective July 1, 2025. Because procedures can change, confirm current instructions with the City or site before relying on a specific process or notice deadline.

If a disability makes it difficult to complete an application, the City policy says applicants may contact the Housing Department to arrange a reasonable accommodation. Ask the Department or the property how to request assistance for the specific application process you are using. This is a way to ask for help with the process; it does not replace checking the property’s eligibility requirements or submission instructions.

Frequently Asked Questions
How do I apply for low-income apartments in Phoenix?
Start with the City’s Housing Communities directory, then contact each property directly to ask whether it is accepting applications, how to apply, and what household and unit criteria apply. Phoenix affordable apartment lists are site-based, so you generally need a separate pre-application for each community’s waitlist.
What income do you need to qualify for affordable housing in Phoenix?
There is no single income cutoff for every affordable property. Limits depend on household size and the property’s funding or program. The FY2026 Phoenix-Mesa-Chandler Section 8 table, effective May 1, 2026, lists one-person limits of $23,600, $39,350, and $62,950 for extremely low, very low, and low income, respectively; those figures are not universal apartment limits. Ask the property which schedule applies and how it counts household income.
Is the Phoenix Section 8 waitlist open?
The City reported its Housing Choice Voucher waitlist closed as of October 13, 2026. Check the City’s current Housing Department information before relying on that status, since it can change. The voucher waitlist is separate from the individual waitlists used by affordable apartment communities.
Do I need a separate application for every Phoenix affordable apartment?
Phoenix describes assisted apartment community waitlists as site-based and says applicants must complete a separate pre-application for each site waitlist. Confirm the process with each property; applying at one site does not automatically place you on another site’s list.
What documents should I gather before applying?
Phoenix policy describes a pre-application requesting information about each expected household member, anticipated income sources and amounts, and allowable expenses. The sources do not establish a universal document checklist, so ask each site what identification and supporting records it requires and how to submit them.
The Bottom Line
Before applying, confirm whether you want an income-restricted property or a Housing Choice Voucher, then verify the specific site’s open-list status, income rules, costs, screening, and application method. Phoenix affordable apartment waitlists are separate by site, so submit and track each application individually. Keep your contact information current, respond to notices on time, and check the City’s current HCV status before relying on a waitlist update.
