A school construction tender should give every bidder the same clear account of the work, the rules for submitting a bid, how bids will be assessed, how prices must be presented, and which contract terms will apply. There is no universally sufficient tender pack: the required forms and procedures depend on the governing jurisdiction, procurement route, project and contract form.
Use this checklist to assemble a coherent package, then confirm its legal and procedural requirements against the rules that apply to the school owner. The examples below illustrate possible approaches; they are not universal requirements.

Start by defining the procurement route and governing rules
Before drafting documents, identify the school owner, the applicable procurement law, the chosen procurement route and the intended contract form. Those decisions affect who may bid, what information must be issued, how the bids are evaluated and which forms must be returned. Do not assume that a document set used by another school—or in another country—will satisfy your requirements.

For example, England’s Department for Education Construction Framework 2025 is a particular framework route. Its handbook, published on 23 March 2026, says that the framework was procured under the competitive flexible procedure pursuant to the Procurement Act 2023. For schemes using that framework, the handbook directs users to follow it alongside the mini-competition documents and applicable employer’s requirements; the DfE also reserves the ability to review and update its guidance. See the DfE Construction Framework 2025 handbook. These framework procedures should not be treated as rules for other buyers or routes.

Make a brief procurement plan before issuing the tender. Record the route, contract form, design responsibility, key dates, decision-makers and approvals. This gives the drafting team a common basis for coordinating the instructions, technical scope, pricing schedules and contract documents.
What belongs in a school construction tender package?
A complete package is a coordinated set of documents, not just a scope and a request for a price. Assemble the following elements as applicable to the project and governing rules.
1. Invitation and procurement overview
Identify the project by name and location, describe what is being procured, and explain the route and timetable. Give bidders the official contact and communication method, permitted site-visit arrangements, question deadline, submission deadline and submission method. State clearly where and how tenders must be delivered, including any required format or portal instructions.
Keep dates and contact details consistent across the invitation, instructions and tender data. If a site visit is optional, mandatory or subject to access restrictions, say so. A school site may be occupied or operating during the works, so bidders need accurate information about access arrangements before pricing and planning.
2. Instructions to tenderers and tender data
Set out the rules for preparing and submitting a compliant bid. Depending on the procurement, these may cover file formats, signatures, required copies, bid language and currency, tender validity period, permitted questions, clarifications, addenda, confidentiality and the treatment of late or incomplete submissions. Identify which conditions are mandatory and what happens if a bid does not meet them, subject to the governing procurement rules.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
Explain how the owner will issue changes or answers during the tender period. All bidders should receive the same formal addenda and clarifications, and the package should make it possible to identify which version of each document is current. Specify how bidders acknowledge addenda if the process requires it.
3. Eligibility, qualification and evaluation
Tell bidders what eligibility or qualification conditions apply and what evidence they must provide. Requirements might address relevant experience, technical capacity, financial standing, personnel or other project-specific matters, but the thresholds and evidence should be set by the applicable rules and buyer—not assumed from a generic checklist.

The DfE publishes quality criteria and maximum weighting information for school schemes under its England framework in Appendix G – quality criteria and maximum weightings. That is framework-specific guidance, not a weighting model to copy into an unrelated tender.
4. Returnable forms and declarations
Include every form bidders are expected to complete and return. Depending on the applicable process, that can include a form of tender, bidder information, declarations, pricing and technical schedules, undertakings, and required security or commitment forms. State who must sign each form and whether supporting documents must be attached.

Use forms that match the chosen contract and procurement route. A form that is not required, is inconsistent with the contract or leaves an important commitment unclear can create avoidable questions or non-compliant bids.
5. Employer’s requirements and scope
Describe the completed works and the outcomes the school owner requires. Explain design responsibility, the limits of the work, interfaces with existing buildings and services, phasing, access constraints, temporary works, utilities, completion and handover requirements where relevant. Make clear which information is a requirement and which is background information.
School projects often have operational constraints that influence method, sequence and access. Set out any known occupancy, safeguarding or restricted-area requirements that apply to the project, without presenting them as universal clauses. If the school will remain in use, define the relevant boundaries, working periods, routes and coordination needs in the project documents.
6. Technical information and site data
Provide the coordinated technical material bidders need to understand and price the work. As applicable, this may include architectural, structural, civil, mechanical and electrical drawings; specifications; schedules; surveys; reports; and available site information. Identify drawing and specification revisions, and maintain a document register so bidders can verify that they are working from the same set.
State the status and purpose of information where that distinction affects pricing or design responsibility. If a report or survey is provided as background rather than as a guaranteed description of site conditions, say so in the tender documents and align that treatment with the contract.

These marking pencils are much thicker and stronger than normal pencils during the marking process of construction work, suitable for various surfaces, such as glasses, metal, boards, floors, walls, furniture, etc. The written marks can be easily wiped with a wet paper towel when needed
7. Pricing basis
Choose a pricing format that fits the procurement and contract approach. Depending on the project, this might be a bill of quantities, a pricing schedule, a schedule of rates or another specified method. Tell bidders how to price each section and how to show assumptions, options, provisional sums and taxes where relevant. The tender documents should explain the contractual treatment of those items rather than leaving bidders to make inconsistent assumptions.
A Kenya government tender for eight classrooms at Bulimbo Primary School uses bills of quantities and measured-work sections as part of its document structure. That is an example of one project’s pricing and tender arrangement, not a universal requirement. The right format depends on how the work is defined and how the contract will deal with measurement, changes and provisional items.
8. Proposed contract documents
Include or identify the proposed agreement, conditions of contract, contract data, special conditions and any project amendments. Name the contract form and explain how any changes to its standard terms are presented. State the order of precedence or other mechanism for resolving inconsistencies among documents, in a way that is consistent with the contract.
Do not leave bidders to infer which conditions apply from a previous project or an unreferenced standard form. Contract terms affect risk allocation, payment, changes and completion obligations, so bidders need to see the applicable terms alongside the scope and pricing information.

Make milestone and completion requirements understandable: explain what the bidder must plan for and which deliverables are expected at each relevant stage. If access, phasing or coordination with school operations affects the programme, describe the constraint rather than relying on bidders to discover it after award.
10. Appendices, schedules and document register
Collect the supporting material in clearly identified appendices: site plans, existing information, forms, technical schedules and issued addenda, as applicable. Include a contents list or document register with titles, reference numbers and revisions. Bidders should be able to tell whether they have the complete package and which documents govern their offer.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Match the tender package to the delivery and pricing approach
Some package choices depend on how the project is to be delivered. Make the choice explicitly and ensure the instructions, design information, pricing documents and contract terms all reflect it.
Traditional design–bid–build or design and build
In a traditional design–bid–build approach, design is generally developed before construction tendering, so the tender package needs sufficiently coordinated design information for bidders to price the defined works. In design and build, the tender must make clear what design the owner provides, what design responsibility the contractor assumes and what performance or outcome requirements govern the completed project. The DfE handbook describes distinct design-and-build selection routes for its framework; those route details apply within that framework and should not be generalized to other procurements.
Bill of quantities, schedule of rates or another pricing format
A bill of quantities provides a measured basis for pricing work items; a schedule of rates gives rates for specified activities or items that may be used under the contract; another pricing schedule may better suit a different scope or delivery model. These formats are not interchangeable by default. Select the one that aligns with the work definition and contract provisions for measurement, changes and provisional items. The available project example confirms that bills of quantities and measured work are used in a real school tender, but it does not establish a universal preference.
Open tender or framework call-off
An open tender and a framework call-off or mini-competition may have different eligibility, process and evaluation rules. Use the rules of the actual route. In England, a school scheme procured through the DfE Construction Framework 2025 should be prepared using the framework handbook and the relevant mini-competition documents; a school owner using another route must follow its own applicable procedures.
How to assemble and check the package before issue
- Confirm the route and governing requirements. Identify the buyer, jurisdiction, procurement procedure, contract form and any framework rules. Verify which forms, notices, approvals and evaluation disclosures are required for that route.
- Fix the scope and design responsibility. Agree what the owner is procuring, what design is complete, who is responsible for remaining design, and what site, access, phasing and handover conditions bidders must account for.
- Coordinate the technical and pricing documents. Check that drawings, specifications, schedules and site information describe the same work. Ensure the pricing document follows the chosen delivery and contract approach and gives consistent instructions for assumptions, options and provisional items.
- Prepare instructions, evaluation rules and forms together. Confirm that submission requirements, required evidence, criteria, weightings and returnable forms match the stated procedure. Make the process for questions, clarifications and addenda clear.
- Complete a contract and document consistency check. Verify the contract form, amendments, contract data, special conditions and document precedence. Check reference numbers, revisions, dates, names and cross-references throughout the package.
- Issue a controlled, complete tender set. Provide a contents list or register, identify the current versions, and set out the official channel for bidder communications and formal updates. Keep a record of what was issued and when.
Common gaps that make tenders harder to price
- Unclear route or rules: Bidders cannot tell which process applies or what makes a bid compliant. State the route and submission rules in the invitation and instructions.
- Incomplete or inconsistent scope information: Missing drawings, unclear interfaces or contradictory revisions can lead to different assumptions. Coordinate the technical package and identify current revisions.
- Unspecified pricing treatment: If provisional sums, options, taxes or bidder assumptions are not addressed, prices may not be comparable. Give the applicable pricing instructions and align them with the contract.
- Evaluation criteria disclosed too late or incompletely: Provide the evaluation method and applicable criteria in the tender, following the governing procedure.
- Contract terms left ambiguous: Identify the contract form, amendments and precedence arrangement so that bidders can understand the terms on which they are offering to work.
- School operations omitted: If access, occupancy, safeguarding or phasing constraints apply, include them in the relevant project documents so bidders can account for them.
What an example tender can—and cannot—tell you
The Kenya government tender for the proposed construction of a single-storey building with eight classrooms at Bulimbo Primary School illustrates a broad document architecture: instructions to tenderers, tender data sheets, evaluation and qualification criteria, tendering forms, bills of quantities, specifications, drawings, general and special conditions of contract, contract forms, preliminaries and measured works. It is useful as an example of how tender components can be organized, but it does not make that exact list mandatory for every project or jurisdiction.
Likewise, the DfE framework materials are relevant to school schemes procured under that England-specific framework. They are not a substitute for checking the law, procurement route and contract documents that govern a different school project.
