For a new home in Southern Utah, the right amount of lawn and the rules for watering depend on the property’s city or county, its approved landscape plan, and its water provider. Confirm those details before finalizing the yard. Then choose plants and irrigation around the site’s conditions and local approvals; do not assume a proposed statewide rule or a landscape rebate automatically applies to a new build.
Start with the local rules and approved plan
Landscape standards are not a single Southern Utah-wide percentage. Utah’s Landscape Incentive Program summarizes requirements in communities with qualifying water-efficient landscape ordinances. Its minimum ordinance summary includes no lawn in parking strips, no lawn in new-development areas narrower than eight feet, and a general limit on lawn in front and side yards. It also notes an exception for small residential lots with less than 250 square feet of landscaped area. These are a starting point, not a determination of what is allowed on a particular parcel. Review the Utah Landscape Incentive Program information, then confirm the adopted ordinance and approved landscape plan with the local jurisdiction and builder.

A Utah State Bulletin notice dated April 15, 2026 contains proposed rule language describing a Washington County lawn limit of no more than 15% of lot size in new residential development. Because that notice is a proposal, not proof of an adopted, currently enforceable standard, do not use 15% as your design limit without checking the current local code and the home’s approved plan. The Utah State Bulletin proposed-rule material should be read with that distinction in mind.
Questions to settle before landscape design
- Which city or county has jurisdiction over the property, and what is its current adopted landscape ordinance?
- Does the builder or development already have an approved landscape plan that controls lawn area, planting, or irrigation?
- Which water provider serves the address, and what watering days, seasonal limits, or new-landscape establishment rules apply?
- Are there additional irrigation or inspection requirements for the specific development?
Utah’s Division of Water Resources says local providers determine and enforce watering restrictions. The state therefore advises residents to check with the provider rather than assume a uniform statewide schedule. Use its water restrictions guidance to identify the issue, then get the current rules for the address from the provider. An exact watering schedule cannot be given without that location-specific information.

- CONSTRUCTION FLAGS - Use orange flags, red flags, or white flags as stake flags or utility flags for warning construction workers of underground cables or yard flags for marking lines.
Choose plants for the actual site
Utah’s Waterwise Plant List application can use an address to identify plants suited to the location’s USDA Plant Hardiness Zone. The state also offers a homeowner landscape guide, webinars, an irrigation calculator, and weekly lawn watering guidance through its waterwise landscaping resources. Treat the plant list as a starting point rather than a complete landscape plan: sun and shade, soil, slope, drainage, mature plant size, and local approvals all affect what will work.
If the design includes lawn, use the state’s weekly watering guide for the right category—conventional lawn or a low-water-use variety—and revisit it over time. The guide is weather-informed, so a fixed schedule chosen once for the whole year may not match changing conditions. Watering days and any local restrictions still come from the property’s provider.

- Heavy Duty 11 Gauge Hot Dip Galvanized Steel: Built with thick 11 gauge hot dip galvanized steel and premium zinc coating for outstanding rust proof performance and long lasting strength outdoors. Each U shaped staple measures 6 inches long, 1.2 inches wide at the top and 1.5 inches at the bottom opening. Push into soft garden soil by hand or foot; for dry, compacted ground, tap gently with a rubber mallet to keep staples straight and prevent distortion.
- For Most Home & Professional Landscaping Work Our 6 inch landscape staple delivers reliable holding power for regular garden soil, weed barrier fabric, sod, and drip irrigation lines. Well balanced length and thickness make it the go to pick for residential yards, flower beds, and general landscaping projects. It sinks firmly into soil without being overly long or hard to install for daily use outdoor fixing tasks.
- Multi Purpose U Staples for Wide Garden Anchoring Needs :landscaping staples Firmly fasten weed block fabric, artificial turf edges, plastic mulch, garden edging, frost cloth, tarps, cardboard mulch, chicken wire and plant netting. Install along the base of mesh fencing to discourage digging from pets or wildlife. The angled chisel sharp tips pierce fabrics effortlessly and drive into soil with no pre drilling needed, saving your installation time.
- Secure Irrigation Lines & All Season Outdoor Decorations The wide yard stakes holds drip tubing, soaker hoses, landscape lighting wires and outdoor extension cords tightly without pinching or kinking flexible hoses and cables. Beyond landscaping work, reuse these staples for year round seasonal decor: Halloween yard props, Christmas ornaments, large inflatables, and outdoor string light mounting.
- Multiple Count Packs for Different Project Scales Available in assorted pack counts to match your jobs. Pick smaller quantities for holiday decor and simple garden accents. For large landscaping installations, place one staple every 12 24 inches along fabric edges and seams. Bulk packs are ideal for big yards and repeated garden maintenance. Sharp tips require attention: wear gloves during installation and keep out of children’s reach.
Design irrigation around the landscape
For planted areas, drip irrigation is a water-efficient option to consider when it fits the approved design. A system should be matched to the plants and layout, with appropriate filtration and pressure regulation. Compare a drip irrigation kit’s emitter layout, tubing size, filter and regulator specifications, zone coverage, and compatibility with the planned plants and available water pressure; do not select equipment before the landscape plan is clear.
A weather-based smart irrigation controller can help adjust watering schedules, but it is not a substitute for sound zone design, checking for leaks, or complying with local rules. Before choosing one, verify compatibility with the irrigation valves and wiring, the number of zones it supports, how it obtains weather data or uses sensors, and how easily its schedule can be adjusted seasonally. Utah’s 2026 drought guidance recommends planning for irrigation season and considering waterwise landscaping or a smart controller; it does not establish that a controller will qualify for a particular rebate.

The April 15, 2026 proposed-rule notice describes water-efficient landscaping as including perennial water-efficient plants, drip irrigation replacing the existing system in the treated project area, a filter and pressure regulator, and permeable mulch or similar materials. Those details are useful technical considerations, but the notice’s proposed language should not be mistaken for a confirmed requirement for every new home. The notice names gravel, rock, bark, and compost mulch as possible surface treatments. Choose mulch and placement to suit the landscape design and verify local conditions.
Check rebate eligibility before counting on it
Do not assume that a new home qualifies for a landscape-conversion rebate. Washington County Water Conservancy District’s program agreement covers St. George, Washington, Hurricane, Santa Clara, Ivins, La Verkin, Toquerville, Virgin, and unincorporated Washington County. It concerns conversion of existing irrigated grass and/or qualifying water features, and requires an eligible property owner or representative, a public water account in good standing, and a pre-conversion site visit and authorization before work begins. A new home’s initial landscape installation is not automatically an eligible conversion. Review the Washington County Water Conservancy District Landscape Incentive Program Agreement and confirm current terms with the district.

Utah’s state incentive information likewise ties landscape incentives to participating communities with qualifying ordinances. It says applicants must not remove or kill grass before application approval and a site visit. Check the current program terms and obtain required approval before starting qualifying conversion work; do not treat an incentive as guaranteed funding for a new-build yard.

Account for current drought conditions
The Utah Division of Water Resources reported that a statewide emergency was declared in May 2026 after a warm winter and historically low snowpack. At the time of that declaration, it said all 29 counties were in severe drought and 22 were in extreme drought. This is a dated statewide snapshot, not an address-specific forecast and not evidence that every local provider applies the same restrictions. Check the state’s 2026 drought information alongside your provider’s current rules when planning irrigation.
