Start with the parcel, not the house design. In Catalonia, the municipality and the site’s planning status determine whether a dwelling can be built, what may be built, which documents are required and how the application is submitted. Before buying land or commissioning detailed drawings, ask the relevant town hall to confirm the parcel’s classification, permitted use, buildability, constraints and local procedure.
There is no dependable Catalonia-wide figure for the total cost or duration of building a new home. A project becomes financially meaningful only when it measures and values the actual work for a specific site and design, while the timetable depends on municipal processing, site conditions, servicing and the project team.

Catalan urban-planning law gives municipalities important planning and licensing powers. Local plans and ordinances can control the permitted use, floor area, height, setbacks, placement, access, parking, utilities and other conditions that affect a detached home. Two plots in different municipalities—or even two plots in the same municipality—can therefore have very different development prospects.
Before spending money on a purchase, architect or contractor, request written planning information from the town hall responsible for the site. Ask specifically:
#1 Best Overall
- How the parcel is classified under the applicable municipal plan.
- Whether residential use is permitted and whether a detached dwelling is an allowed form.
- The permitted buildability, occupation, height, setbacks and other dimensional limits.
- Whether the land already has the legal status of a building site or still requires urbanisation or servicing work.
- Requirements for road access, water, electricity, drainage, telecommunications and other connections.
- Protected, landscape, heritage, environmental, flood-risk or easement constraints.
- Which application, communication or additional authorisations the municipality requires for a new dwelling.
A building licence authorises works under the submitted project; it does not, by itself, complete every urban-management step needed to make land a fully serviced building site. Treat land purchase, urbanisation and building permission as separate milestones and obtain confirmation of each.
Do you need a building permit?
A new home normally requires municipal building authorisation based on a technical project. The application must comply with Catalan law, the applicable planning instruments and municipal ordinances. The exact file, fees, taxes and supporting documents are set locally, so the town hall is the authoritative source for a particular plot.
General information on the Generalitat’s Canal Empresa portal includes a municipality selector for a works-communication process involving a technical project. Where a council is not integrated into the FUE portal, the applicant is sent to that council’s own website. The page was updated on 26 March 2025 and notes temporary availability issues for some municipalities. It should not be treated as a universal new-home application form or as a substitute for confirming the procedure with the town hall.
Do not assume that silence means approval. Certain new-build cases are excluded from presumed approval by administrative silence. If the authority has not replied, obtain the municipality’s status and legal position before starting work; a non-response is not permission to build.
Basic project and execution project: the distinction that controls your schedule
Catalan building-quality legislation separates the project used to obtain permission from the detailed project used to construct the house.
Rank #2
| Document | What it does | When it is needed |
|---|---|---|
| Basic project | Defines and justifies the dwelling’s general characteristics and broad technical solutions. It provides the information needed for the municipal building-licence application and assessment of basic building requirements. | For the municipal application and related evaluations. It is not detailed enough to build from. |
| Execution project | Develops the approved design into complete construction details and technical specifications for materials, construction elements, installations and work activities, with measurements and economic valuation. | It must be available before construction starts and must develop the basic project on which the licence was based. |
The practical consequence is that a licence-stage drawing set is not a construction package. Before a builder prices or begins work, the execution project should resolve junctions, structure, envelope, waterproofing, insulation, installations, finishes, work descriptions and other details needed on site. If the design changes in a way that requires authorisation, deal with that change through the municipality rather than treating it as an informal site decision.
How to build a credible cost estimate
The project is where an estimate becomes specific. Article 10 of Ley 3/2004 requires the project to include measurement and valuation of the different work units so the estimated cost can be known before execution:
"El proyecto contendrá la medición y valoración de las diversas unidades de la obra, de modo que pueda conocerse estimativamente su coste, previo a su ejecución."

This requirement is not a published Catalonia-wide price per square metre. A concept sketch, a floor-area multiplication or an informal contractor allowance can omit site works, connections, taxes, professional services, abnormal ground conditions and specification choices. None of those shortcuts is a reliable all-in budget.
Ask the architect and quantity or cost professional to identify, measure and value the actual scope. Your budget should show, as separate entries where applicable:
- Site preparation, excavation, retaining structures and foundations based on the site investigation.
- Structure, external walls, roof, windows, waterproofing and insulation.
- Heating, cooling, ventilation, plumbing, electrical, telecommunications and renewable-energy systems.
- Internal partitions, finishes, kitchen and bathroom installations, and fixed equipment.
- External works, drainage, access, boundary works, landscaping and connection to public services.
- Architectural, engineering, health-and-safety and other professional services.
- Municipal taxes, licence charges and any urbanisation or servicing obligations quoted by the council.
- Clearly identified exclusions, provisional items, assumptions and the method for pricing changes.
The available official material does not establish a current typical Catalonia construction price, architect-fee norm or all-in project total. Obtain a site- and design-specific estimate instead of presenting an unsupported regional average as a promise.
A parcel-first sequence from idea to move-in
The following order keeps decisions tied to the approvals and documents that make them valid. It is a process map, not a promise of a particular number of weeks or months.

- Identify the municipality and investigate the parcel. Confirm planning classification, permitted use, buildability, constraints, legal access, servicing and whether urbanisation remains outstanding.
- Commission the basic project. Give the design team the town hall’s planning information, site survey and any geotechnical or environmental constraints so the proposed dwelling fits the site.
- Prepare and submit the locally required application. Follow the municipality’s current portal or paper procedure, supply the documents it requests and pay the applicable charges. Do not assume the Canal Empresa route applies universally.
- Obtain the municipal building authorisation. Check that the decision and approved project match the intended scope. Confirm separately whether urbanisation, service connections or other permits are still needed.
- Complete the execution project and safety documentation. Develop the approved basic project into buildable details, specifications, measurements and valuations. Ensure the execution project conforms to the licensed design and is available before work begins.
- Complete pre-start checks. Verify land availability, site conditions and viability; check the execution project against the actual parcel; appoint the required project and construction professionals; and document the start in the manner required for the project.
- Build and control changes. Work to the execution project under the designated technical direction. Record substitutions, variations and instructions, and obtain municipal authorisation where a change requires it.
- Close the works and regularise occupation. Obtain the final works certificate, confirm conformity and suitability for the intended use, and complete the municipality’s occupation or habitability and service-connection steps before moving in.
What happens before construction starts
Before a contractor mobilises, the project team should make a documented viability check rather than relying on the existence of a licence alone. The check should cover:
Rank #4
- Used Book in Good Condition
- The execution project’s consistency with the basic project and the municipal approval.
- Legal control or availability of the land for the proposed works.
- Survey, boundary, level, access and ground information needed to set out the building.
- Availability and capacity of water, electricity, drainage and other services, including who pays for extensions.
- Required health-and-safety planning and appointments.
- Contract scope, programme assumptions, payment stages, insurance, warranties and the procedure for approving variations.
If the site cannot be accessed by construction vehicles, if a connection is unavailable or if a retaining solution is discovered after pricing, the cost and programme can change materially. Resolve those risks before signing a fixed-price contract or taking irreversible financial commitments.
How to ask for a useful programme
The official material does not establish a representative end-to-end duration for planning, design, licensing and construction of a new home across Catalonia. A municipal decision period is only one part of the journey. Design development, surveys, corrections requested by the council, urbanisation, procurement, weather, labour, material lead times and changes can all affect completion.
Ask the town hall for its current target processing times and ask the architect and builder for a project-specific programme that states its assumptions. The schedule should identify at least:

- Planning information and site-investigation dates.
- Basic-project completion and submission date.
- Municipal review stages, likely requests for clarification and response responsibilities.
- Execution-project completion and pre-start approvals.
- Procurement of long-lead items and site mobilisation.
- Construction activities, inspections, testing and commissioning.
- Final certification, occupation or habitability paperwork and service connections.

When you have alternatives, compare the items that determine risk and scope rather than headline floor area or a single €/m² figure.
| Comparison point | Questions to ask |
|---|---|
| Planning status | Is residential use permitted? Is the parcel a serviced building site? What constraints and urbanisation obligations apply? |
| Included scope | Do the proposal and price include site works, connections, external works, testing, certification and handover? |
| Specification | Which structural system, insulation, windows, heating, cooling, ventilation, finishes and equipment are included? |
| Exclusions | Are taxes, professional fees, abnormal ground, retaining walls, utility extensions or landscaping excluded? |
| Programme assumptions | Which approvals, client decisions, payments and material deliveries must occur on time? |
| Change pricing | How are substitutions, omissions, additions and unforeseen conditions measured, approved and charged? |
Common mistakes and how to avoid them
Buying land before confirming buildability
A plot marketed as “buildable” may still have limits on use, volume, access or servicing. Obtain municipal planning confirmation and professional due diligence before exchanging contracts.
Using the basic project as construction information
The basic project can support the licence application but is legally insufficient to execute the works. Require the complete execution project before starting.
Treating a licence as proof that every urban issue is solved
A building authorisation does not necessarily provide the plot’s final building-site status or complete servicing. Check urbanisation and connection obligations separately.
Assuming no reply is permission
Some new-build cases are excluded from approval by silence. Obtain an express decision or written municipal guidance before work begins.
Accepting an unexplained lump sum
Insist on measured work units, specifications, exclusions and a variation procedure. Without that breakdown, you cannot tell whether a low initial figure omits essential work.
Leaving completion paperwork until the end
Plan for the final works certificate and the local occupation, habitability and service-connection steps from the beginning. A physically finished house may still lack the documents needed for lawful occupation or utility connection.

The practical answer for a prospective owner
Building in Catalonia is feasible only after the parcel passes a municipality-specific planning and servicing check. Then the basic project supports the licence, the execution project turns the approved design into buildable instructions, and measured valuations create a defensible estimate. The timetable must be built around the actual town hall, site and team; no general Catalonia average can replace that work.
