Battery energy storage systems (BESS) can catch fire, release toxic or flammable gases, create explosion and electric-shock hazards, and reignite after flames appear to be out. The central mechanism is thermal runaway: a cell generates heat faster than it can dissipate it, potentially heating adjacent cells in a chain reaction.
Risk is managed, not eliminated, through coordinated layers: suitable system design, propagation barriers, gas and heat detection, ventilation and explosion control, fire protection, commissioning, maintenance, emergency planning, and trained responders. A project’s actual safeguards depend on its battery chemistry, architecture, location, capacity, adopted codes, and approved site plans.

Can a battery energy storage system catch fire?
Yes. A BESS stores substantial electrical energy in electrochemical cells. Under an initiating fault, a cell can enter thermal runaway, which NFPA describes as rapid, uncontrolled heat release when the cell produces more heat than it can remove. The heat can spread to neighboring cells and create a cascading failure. The result may be a fire, a pressure event, or both.

That answer does not mean every installation has the same likelihood of failure. Battery chemistry, module and rack design, operating controls, physical separation, environmental conditions, inspection quality, and the local fire-protection design all change the hazard profile. Incident reports demonstrate possible consequences; they do not establish a universal probability for every BESS.

Why thermal runaway can propagate
An initiating defect may involve internal damage, an electrical fault, overheating, manufacturing variability, or another abnormal condition. Once a cell vents or heats rapidly, nearby cells can be exposed to enough heat to fail in turn. Propagation can move within a module, between modules, or between units if barriers and spacing are inadequate. A system that prevents propagation or limits it to a small, controlled area gives responders a different problem from a system in which many cells fail together.
What are the hazards besides flames?
A BESS incident is a combined fire, chemical, pressure, and electrical emergency. The visible flame is only one part of the risk.
Toxic and flammable gases
Thermal runaway can release gases that are toxic, flammable, or both. In a cabinet, container, or room with insufficient ventilation, those gases can accumulate. If an ignition source appears, the mixture can burn rapidly; if pressure builds in an enclosure, a deflagration or other explosion event is possible. Gas detection and engineered exhaust or explosion-control measures are therefore separate safeguards, not optional add-ons to smoke detection.

Stranded electrical energy and shock
Cells can retain energy after charging and discharging equipment is isolated and after visible flames stop. NFPA identifies this residual energy as a shock hazard during overhaul. DOE guidance likewise notes that cells cannot be fully discharged. Damaged conductors, energized modules, and backfeed from connected equipment must be treated as live until qualified responders verify otherwise.
Reignition
A damaged battery may reignite hours, days, or even weeks after the initial event. Heat can remain trapped inside modules or enclosures while the exterior looks cool. A no-flame condition is not proof that the system is safe to enter, move, or dismantle.

Deep-seated heat and difficult cooling
Cabinets and protective enclosures can obstruct water or other cooling agents from reaching the hottest cells. Cooling can therefore require sustained application and large quantities of water under a fire-service plan. This is a response challenge for trained crews, not an instruction for untrained people to fight a BESS fire.
Warning signs and deceptive absence of signs
DOE identifies visible vapors, popping sounds, and unusual or suspicious odors as indications of a potentially hazardous condition. Conversely, an event may remain dangerous without flames or visible gas. People should not use a quiet, apparently intact cabinet as evidence that an abnormal condition has ended.

No single sensor, enclosure, certification, or suppression device removes every hazard. Effective projects combine independent layers that address initiation, propagation, gas accumulation, ignition, fire growth, and responder access.
Start with a hazard-informed system design
Designers should characterize credible failure modes for the selected chemistry and architecture, including cell, module, rack, container, and site interactions. The design should specify separation distances, fire-rated barriers, access routes, shutdown functions, and interfaces with other electrical equipment. Unit-level barriers and other features can limit spread when one part of a system fails, but their performance must be demonstrated for the actual equipment and configuration.
Detect abnormal heat, gas, and smoke early
Layered detection may include temperature, smoke, off-gas, flame, pressure, and electrical monitoring. Alarms should be transmitted to a continuously attended or remotely reachable location where the site response team and emergency services can act on them. Remote gas monitoring was among the recommendations following the Surprise, Arizona, incident. Detection logic should distinguish a nuisance alarm from a developing event without delaying evacuation or isolation when conditions are uncertain.

Limit cell-to-cell and unit-to-unit propagation
Propagation controls include module spacing, thermal barriers, compartmentation, rack separation, and enclosure layouts that prevent a failing unit from immediately heating its neighbors. The performance question is specific: how long does the barrier delay heat transfer, and what happens at the end of that period? A label describing a product as “fire resistant” is not a substitute for documented propagation testing and an approved site design.

Ventilation must be designed for the gases and heat that the system can produce, with discharge locations that do not endanger people or adjacent equipment. Explosion-control measures can include pressure-relief paths, gas detection linked to shutdowns, forced exhaust, and controls that prevent ignition sources from operating in a hazardous atmosphere. NFPA 855 addresses explosion control, exhaust ventilation, and gas detection for stationary ESS installations.
Provide fire protection and responder access
Fire detection and suppression systems should match the equipment, enclosure, occupancy, and local code requirements. The plan must account for how responders will reach the fire seat, apply cooling, isolate electrical sources, manage runoff, and monitor for re-ignition. Enclosures that protect equipment from weather can also make interior cooling and observation harder, so access and visibility belong in the fire-protection design rather than being left to incident improvisation.
Test, commission, inspect, and maintain
Safety features work only if they are installed, commissioned, and kept operational. A lifecycle program should verify sensor calibration, alarm transmission, ventilation, suppression equipment, shutdown functions, barriers, clearances, signage, and emergency contacts. Maintenance records should identify failed or bypassed devices and document restoration before the system returns to service. UL Research Institutes recommends testing and analysis, periodic inspection, and maintenance as part of the design approach.
What standards and authorities govern a BESS installation?
NFPA 855
NFPA’s 2023 edition of NFPA 855, Standard for the Installation of Stationary Energy Storage Systems, sets installation criteria based on technology, setting, system size, separation, and suppression or control provisions. Its coverage includes fire detection and suppression, explosion control, exhaust ventilation, gas detection, and thermal-runaway considerations, with an annex guide for lithium-ion ESS. The standard is a technical reference; buying or possessing it does not by itself make a project compliant.

Federal project conditions
A 2024 U.S. Department of Energy final rule describes BESS incidents and ties a particular categorical exclusion for environmental review to compliance with appropriate safety standards, including the current NFPA 855. The rule discusses unit-level fire barriers and related features as ways a well-designed system can limit spread. This is a condition within that federal rule, not a declaration that every battery project is inherently safe.
Local adoption and the authority having jurisdiction
Jurisdictions adopt specific editions of fire, building, electrical, and energy-storage codes, sometimes with amendments. California’s Office of the State Fire Marshal illustrates the breadth of review: system type, site review, equipment, commissioning, emergency operations, fire and explosion control, and signage. The authority having jurisdiction (AHJ) determines which adopted requirements apply and whether the submitted plans satisfy them. Owners should obtain the approved plans and the site’s emergency procedures rather than relying on a generic code summary.
What should you do if a battery storage system is smoking?
The following is public-facing safety information, not a substitute for emergency-services direction or a trained responder plan.
- Move people away and call emergency services. Report smoke, vapor, popping, odor, flames, or any alarm. Give the facility address and identify the equipment as a stationary battery energy storage system.
- Do not approach or open a BESS door. Opening an enclosure can expose people to toxic gas, energized parts, heat, or a pressure event. Do not enter a container or room to investigate a quiet or apparently cooled cabinet.
- From a safe location, follow the site emergency plan. Notify the designated site emergency contact and, when the plan directs it, the system manufacturer or integrator. Provide alarm information and any known isolation status to responders.
- Allow trained personnel to isolate the system. DOE guidance recommends isolating charging and discharging where possible, but only through procedures and controls that the site plan authorizes. Do not operate unfamiliar disconnects or switches during an active event.
- Expect a prolonged incident. Cells cannot be fully discharged, and DOE notes that cooling may take multiple days. Responders may establish monitoring and exclusion zones after flames stop because hidden heat and re-ignition remain possible.
Emergency crews determine tactics from the system design, incident conditions, electrical status, gas readings, water supply, and local procedures. Do not convert responder guidance into do-it-yourself firefighting instructions.

The event demonstrates that gas accumulation and pressure hazards can injure responders even when a facility is designed for energy storage. It does not establish the chance that any particular BESS will burn. UL Standards & Engagement’s dashboard combines reports from public-safety records, news and media, and government datasets; it warns that data are refreshed periodically and that report counts are not validated totals of people affected. A count from that dashboard is not an exposure-adjusted rate per installation, operating year, or megawatt-hour.
The available evidence does not provide a dependable universal BESS fire probability. Do not turn a handful of incidents or mixed-source lithium-ion totals into a percentage for a proposed project.
How should owners compare BESS safety proposals?
Use the following questions during design review, procurement, construction, and acceptance. They produce a more useful comparison than calling one proposal simply “safe” and another “unsafe.”
| Review area | Questions to ask |
|---|---|
| Technology and architecture | What chemistry, cell format, module layout, rack arrangement, and enclosure are proposed? Does the hazard analysis identify credible failure modes and consequences? |
| Detection and communications | Which heat, gas, smoke, flame, pressure, and electrical signals are monitored? Are alarms remotely accessible, time-stamped, supervised, and routed to the people responsible for response? |
| Propagation mitigation | What barriers, spacing, compartments, and shutdowns limit cell-to-cell and unit-to-unit spread? What test evidence applies to the exact configuration? |
| Ventilation and explosion control | How are off-gases detected and exhausted? Where do gases discharge? What prevents ignition or relieves pressure if an explosive atmosphere develops? |
| Fire protection and cooling | What detection and suppression systems are provided? Can responders reach the fire seat and apply sustained cooling? How are electrical isolation, runoff, and re-ignition monitoring handled? |
| Construction and commissioning | Who verifies clearances, barriers, cable routing, labeling, alarms, interlocks, and emergency-access routes before energization? |
| Operations and maintenance | What inspection intervals, sensor tests, firmware or control updates, fault-response rules, and records keep safety functions available? |
| Emergency planning and jurisdiction | Has the AHJ approved the site plan? Have fire services received system information, contacts, access details, and practical training for the installed equipment? |
Construction and handover checklist
For facility owners and construction teams, safety should be documented at each project stage rather than left to the final inspection.
- Before procurement: confirm the applicable locally adopted codes, AHJ process, utility requirements, environmental constraints, and the battery supplier’s test evidence.
- During design: coordinate fire protection, electrical isolation, ventilation, explosion control, structural supports, drainage, access, and separation on one coordinated set of plans.
- During installation: protect cabinets and cables from construction damage, preserve required clearances, install signage, and record serial numbers and locations of safety devices.
- At commissioning: test alarms, remote notification, shutdowns, ventilation, suppression interfaces, gas detection, and communications with the emergency contact list. Correct defects before charging.
- At handover: provide the AHJ-approved drawings, operating limits, maintenance schedule, incident procedures, contact information, and responder briefing materials to the owner and local fire service.
- In operation: control unauthorized changes, investigate abnormal odors or alarms, keep access routes clear, and document every inspection, test, fault, repair, and return-to-service decision.
What a responsible safety statement sounds like
For public notices, planning documents, or project communications, say that the BESS has identified hazards and engineered controls, that the applicable codes and approved plans govern the installation, and that emergency response is coordinated with trained personnel. Avoid absolute claims such as “fireproof,” “zero risk,” or “cannot explode.” Also avoid presenting an incident count as a probability. The accurate message is that layered design and disciplined operations reduce consequences and improve response while residual risk remains.
