A change in appearance, odor, or taste is not automatically dangerous, but it is a reason to check for a local advisory and report the change. The Centers for Disease Control and Prevention (CDC) says, “A change in your water’s taste, color, or smell is not necessarily a health concern.” Until you know whether an advisory applies—especially if the change is sudden, persistent, or chemical-like—use commercially bottled water for drinking and cooking while you contact your water utility or local health department.
Official instructions control. A boil-water notice, do-not-drink notice, and do-not-use notice require different responses, and boiling is useful against germs but does not make fuel, toxic chemicals, heavy metals, salts, or most other chemicals safe.

What to do in the first few minutes
- Pause and check for an official notice. Look at your water utility’s website, alerts, phone line, and local health-department notices. Check that the notice applies to your address and note whether it is a boil-water, do-not-drink, or do-not-use advisory.
- Use an alternate source if the change is unexplained or chemical-like. Commercially bottled water is the cautious choice for drinking, cooking, making ice, brushing teeth, and preparing infant formula while you seek instructions. If officials identify a chemical or fuel risk, do not rely on boiling or ordinary disinfection.
- Contact the utility or health department. Report what you noticed, when it began, whether neighbors have the same problem, and whether the water is discolored, cloudy, oily, or unusually odorous. CDC directs people with a water change or concern to their utility or health department (CDC, About Drinking Water).
- Do not use taste or smell as a safety test. Some hazards have no sensory warning. EPA states that “You cannot see, taste, or smell lead in drinking water” (EPA, Unfamiliar Odor and Slight Discoloration).
- Follow the notice’s exact instructions. Do not substitute a general internet recommendation for the local order. Restrictions can differ for drinking, cooking, bathing, handwashing, laundry, and other contact.
Understand the three main drinking-water advisories
The advisory label tells you what officials believe the immediate risk is and how broadly to avoid exposure. CDC’s overview explains the distinctions below (CDC, Drinking Water Advisories: An Overview).

| Advisory | What to use for drinking and cooking | What it means for other uses |
|---|---|---|
| Boil-water advisory | Commercially bottled water or tap water boiled as directed by officials. Boil even if the water has passed through a home filter. | Handwashing, bathing, dishwashing, and other uses may have separate instructions. Read the complete local notice. |
| Do-not-drink advisory | Commercially bottled water for drinking and cooking. | The concern is that chemicals or toxins could cause illness if swallowed. Follow the notice for bathing, handwashing, and other contact. |
| Do-not-use advisory | Commercially bottled water for all purposes. | Swallowing, touching, or other contact may be dangerous, so avoid using the tap water until officials lift or change the order. |
If you cannot tell which type of notice is active, call the issuing utility or health department before using the water. A general boil-water response is not an adequate substitute for a do-not-drink or do-not-use order.

When boiling helps—and when it does not
Boiling is an emergency method for killing germs when officials recommend it. CDC guidance calls for a full rolling boil for one minute; above 6,500 feet, boil for three minutes (CDC, How to Make Water Safe in an Emergency). The instruction applies even when water has gone through a pitcher or other home filter.
Boiling is not a universal treatment for unusual water. EPA says boiling or disinfection does not remove heavy metals, salts, or most other chemicals (EPA, Emergency Disinfection of Drinking Water). It also does not make water affected by fuel, toxic chemicals, or radioactive material safe. If officials or the circumstances suggest one of those hazards, use bottled water or another approved source and contact the health department.
Do not start adding disinfectants or bleach to water of unknown quality as an improvised response. Emergency disinfection procedures depend on the hazard and the product, and they cannot solve chemical contamination.
If the water looks different
Brown, yellow, orange, gray, or cloudy water
Color or cloudiness can result from a change somewhere in the distribution system or in a building’s plumbing, but appearance alone cannot identify the cause or prove that the water is safe. Note whether every faucet is affected, whether cold water changes after running, and whether nearby homes have the same issue. Give those observations to the utility rather than attempting to diagnose the contaminant yourself.

Do not automatically flush large amounts of water when a new or persistent change appears. Ask the utility what it wants residents to do. CDC’s advisory toolbox says that after an advisory, discolored water can be flushed until clear and laundry should wait until the water runs clear (CDC, Drinking Water Advisory Communication Toolbox). That post-advisory direction should not be generalized to every unexplained discoloration.
Particles, sediment, or an oily sheen
Stop using the water for drinking and cooking while you seek local instructions, particularly if there is an oily film, a fuel-like appearance, or material that does not settle normally. Do not assume a faucet aerator, pitcher filter, or boiling will remove an unidentified substance. Tell the utility or health department exactly what you observed and whether the change is present in hot water, cold water, or both.
If the water smells unusual
Chemical, solvent, or fuel-like odor
A strong chemical or fuel odor is a reason to treat the situation as potentially hazardous, not to test the water by drinking it. Use bottled water or another source, avoid boiling, and contact the health department and water provider. CDC and EPA guidance distinguish chemical contamination from germ contamination: heat and routine disinfection do not make fuel or toxic chemicals safe.

Sulfur, sewage-like, earthy, or musty odor
An odor does not tell you which substance is present or whether the concentration is harmful. Report a persistent or sudden odor, and ask whether the utility has identified a system event. If the odor occurs only at one faucet or only with hot water, tell the utility or a qualified plumbing professional that detail; it can help determine whether the issue is building-specific, but it is not a safety determination.

Chlorine or disinfectant odor
Do not infer from a chlorine-like smell that the water is either safe or unsafe. Utilities can provide current information about treatment changes and local water quality. If the odor is new, unusually strong, or accompanied by color or taste changes, report it rather than relying on your senses.
If the water tastes unusual
Metallic, bitter, salty, earthy, or otherwise unfamiliar taste is a signal to investigate, not a way to identify a contaminant. Stop using the water for drinking and cooking until you have checked for an advisory or received guidance, especially when the change is sudden or affects multiple taps. Do not keep sampling the water to see whether the taste becomes stronger or weaker.
For a public water system, ask the utility whether there has been maintenance, a main break, a treatment change, or another reported event. For a private well, arrange testing through the route described below. A taste change can occur without a health hazard, and a serious hazard can occur without a taste change.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPublic water systems: who to contact and what to request
- Confirm the service area. Use the utility’s official alert page or phone number and verify that your address is covered by the notice.
- Ask what changed and what uses are restricted. Request the advisory type, start time, affected streets or zones, and instructions for drinking, cooking, bathing, laundry, and pets or other household uses only as stated by the issuing authority.
- Review the annual water-quality report. The utility’s Consumer Confidence Report provides routine information about regulated contaminants and monitoring. It cannot diagnose a new event at your tap, so ask the utility whether additional investigation or sampling is appropriate.
- Request lead information when relevant. If the concern involves older plumbing, ask for the utility’s Consumer Confidence Report and advice on sampling. Lead requires testing because it cannot be detected by sight, taste, or smell.
If the utility says the system is operating normally but the change persists at one property, a licensed plumbing professional may need to inspect internal plumbing. That inspection does not replace health-department advice when contamination is suspected.

Private wells: test after a change and at least yearly
Private-well owners are responsible for arranging their own testing. CDC advises testing well water at least once each year and considering additional testing when the water’s color, taste, or smell changes (CDC, Preventing Drinking Water-Related Illnesses; CDC, About Drinking Water).
- Contact your local or state health department and ask which germs and chemicals are relevant to your area and situation.
- Use a laboratory certified by your state for drinking-water analysis.
- Describe the timing and nature of the change, nearby flooding or construction if applicable, and any well or plumbing work when you submit the sample.
- Follow the laboratory’s collection, preservation, and shipping instructions exactly; an improperly collected sample can produce a result that does not represent the water you use.
Do not choose a test solely because a product claims to remove a particular contaminant. The analytes should match local conditions and the concern identified by the health department.
Lead requires testing, not sensory clues
EPA’s consumer guidance is explicit: “You cannot see, taste, or smell lead in drinking water.” A change in color or odor therefore cannot confirm or rule out lead. Ask your public water system for its Consumer Confidence Report and sampling advice, or arrange testing with a state-certified laboratory (EPA, Unfamiliar Odor and Slight Discoloration: Determining Whether Lead Is in Drinking Water).
Do not treat an unidentified taste or discoloration with a generic pitcher filter and assume the lead question is settled. Treatment devices differ in what they are certified to reduce, and an unknown water-quality event may involve a different hazard entirely.

What to do after officials lift an advisory
Wait for the official all-clear and follow the utility’s restart instructions. If the utility or health department directs residents to flush, follow its sequence and duration. CDC’s advisory toolbox specifically says that after an advisory, residents can flush discolored water until it runs clear and should wait to do laundry until the water is clear (CDC, Drinking Water Advisory Communication Toolbox).
If water remains discolored, odorous, or unusual after the all-clear, report it again. An all-clear for the public system does not explain a problem confined to one building or private well, and it does not eliminate the need for targeted testing when officials recommend it.
Common mistakes to avoid
- Do not diagnose from appearance, taste, or odor. Sensory changes are neither a reliable contamination test nor proof of safety.
- Do not boil water affected by suspected fuel or toxic chemicals. Use bottled water or another approved source and contact the health department.
- Do not assume a home filter solves an unknown problem. A filter’s presence does not make water safe during every advisory or for every contaminant.
- Do not apply boil-water instructions to a do-not-drink or do-not-use advisory. Those notices require bottled water and broader avoidance as specified by officials.
- Do not flush automatically during a new event. First obtain utility instructions; flushing is specifically addressed in post-advisory guidance, not as a universal response.
- Do not delay reporting a persistent change. The utility or health department can compare reports, identify affected areas, and direct the appropriate testing.
The Bottom Line
Check the local advisory, use bottled water when the situation is unexplained or officials require it, and contact the water utility or health department. Boil only when the instructions call for germ control; boiling does not remove chemical contamination, and lead cannot be detected with your senses.
