Arrange an independent inspection even when the home is brand new. New construction can contain unfinished, damaged or incorrectly installed work, and a builder walkthrough is not a substitute for an inspector who works for you. Read the purchase contract first, book a suitably qualified local inspector early, attend the inspection if allowed, and use the builder walkthrough to document every incomplete or faulty item before closing.
Your contract, local building rules and the home’s warranty control what you can require, when you can require it and whether an unresolved issue affects closing. The checks below help you find and document problems; they do not create a right to cancel, delay settlement or demand repairs unless the contract and applicable law provide that right.

Why a newly built home still needs an independent inspection
A final coat of paint, a new appliance and a certificate from the builder do not prove that every system works or that the finished home matches your contract. Construction involves many trades, substitutions and last-minute fixes. Problems may be visible at completion, while others become apparent only when plumbing, heating, cooling or appliances are operated.
An independent inspector is accountable to you rather than to the builder. The Consumer Financial Protection Bureau (CFPB) puts the distinction plainly: “You want an independent home inspector who is accountable to you and gives you a complete inspection and an honest opinion.” Read its guidance at Schedule a home inspection.

Keep the inspection separate from the lender’s appraisal. An appraisal estimates market value for the lender; an inspection assesses the home’s condition for the buyer. A satisfactory appraisal does not mean the construction is defect-free.
Start with the purchase contract
Before anyone visits the site, find the clauses that govern inspections, completion and defects. Builder contracts differ substantially, so do not rely on a standard assumption about new homes.
- Inspection access: Check whether inspections are permitted during construction and after substantial completion, who may attend, and whether the builder must receive notice.
- Deadlines: Note the date by which an inspection must occur, the deadline for submitting findings and any date by which an inspection contingency must be exercised.
- Contingency wording: Determine whether the sale is contingent on a satisfactory inspection, what standard applies and what remedies are available. The CFPB advises checking this exact language; it is not an automatic cancellation right for every new-build buyer.
- Open items at closing: See whether the builder may close with a punch list outstanding, whether money can be held back, and how completion is verified.
- Specifications and changes: Collect the signed plans, specifications, allowances, options, upgrades and every approved change order. These are the benchmark for checking what was promised.
- Notice procedure: Identify the address, portal or form for defect notices and whether email, photographs or a particular report format is required.
If a clause is unclear or the builder disputes your interpretation, obtain advice from a local property lawyer, conveyancer or other qualified professional before signing or waiving a right. A general checklist cannot override the contract or local law.

Compare inspectors on more than price. Confirm that the person is independent, appropriately qualified for the property and permitted to inspect in your jurisdiction. The CFPB recommends checking local licensing requirements. New Zealand’s Consumer Protection guidance also advises buyers to check qualifications, insurance and the inspection standard used; those points are useful when selecting an inspector but New Zealand rules do not automatically apply elsewhere.

| What to compare | Questions to ask before booking |
|---|---|
| Independence | Who hires and pays the inspector? Will the report be delivered directly to you, without the builder controlling its scope or conclusions? |
| Qualification and local authority | What licence, registration or professional qualification is required where the home is located, and is the inspector current with that requirement? |
| New-construction experience | How often does the inspector assess newly built homes, staged completions and builder punch lists? |
| Scope | Does the service include structure, exterior, roof areas that are safely accessible, plumbing, electrical, heating and cooling, interiors, drainage and supplied appliances? What is expressly excluded? |
| Access and timing | Can the inspector enter all rooms, roof spaces, service areas and exterior areas, and can the inspection be scheduled before your contractual deadline? |
| Report quality | Will you receive a dated written report with photographs, locations, severity or priority notes, inaccessible areas and recommended follow-up? |
| Specialist referrals | Can the inspector identify when a structural engineer, plumber, electrician, geotechnical professional, roofer, building-envelope specialist or other expert should investigate further? |
Ask for a sample report and a written list of limitations before you commit. An inspection that is rushed, restricted to a sales office or performed without access to key areas may leave important questions unanswered.
Book and attend the inspection
Schedule promptly enough to meet the contract deadline and to leave time for a reinspection or specialist report. Tell the inspector that the property is newly built and provide the plans, specifications and change orders. Ask whether utilities will be connected and whether all supplied appliances and mechanical systems can be operated safely.
- Confirm the appointment and access. Get written confirmation of the date, inspection scope, fee, report delivery time and areas that must be unlocked. Verify that power, water and fuel needed for testing will be available.
- Attend if the contract and site rules permit. Walk with the inspector rather than treating the report as a substitute for explanation. Ask which findings are urgent, which are maintenance or finish issues, what could not be inspected and whether another professional is needed.
- Record the condition. Take your own dated photographs where permitted, especially of concealed work that will soon be covered, meter readings and areas the inspector identifies as inaccessible. Keep copies of all written communications.
- Separate findings from demands. Ask the inspector to describe the observed condition and recommended next step. Whether the builder must correct it, whether it affects closing and how quickly it must be reported are contract and legal questions.
- Review the report against your documents. Mark each item that relates to a specification, option, change order, code requirement or warranty promise. Send findings through the contract’s required channel before its deadline.
Use the builder walkthrough as a documented handover check
The walkthrough is your opportunity to compare the finished home with the contract and to see that systems operate. Miami-Dade County advises buyers to walk through with the builder or its designee before signing closing documents and suggests bringing a knowledgeable building professional. Its checklist is local guidance, not a universal legal standard; read the county’s Newly Constructed Homes guidance alongside your own rules.
Bring the signed contract, specifications, plans, change orders, inspection report, a phone or camera for permitted photographs, and a written list with one line per issue. Do not climb onto a roof, enter a hazardous area or operate equipment you are not qualified to use.

Plumbing and drainage
- Run every tap, shower and bath long enough to check pressure, temperature control, drainage and leaks beneath cabinets.
- Flush each toilet and look for rocking, running water, seepage or slow drainage.
- Operate shut-off valves only if safe and accessible; note missing labels or inaccessible valves for the builder.
- Listen for unusual water-line noise, including banging or persistent vibration. Miami-Dade specifically identifies leaks and noisy water lines as items to check.
- Check visible connections at appliances, sinks, water heaters and exterior hose points for moisture or corrosion.
Heating, cooling and ventilation
- Turn heating and cooling on through their normal controls and allow enough time to feel supply and return airflow.
- Check each thermostat, zone and accessible register. Note abnormal noise, weak airflow, unusual odors, error messages or failure to reach the selected mode.
- Look for condensation, staining or water around indoor units, drain lines and exterior equipment. Miami-Dade lists HVAC operation and condensation among its checks.
- Confirm that exhaust fans, bathroom ventilation and range extraction operate where included in the specifications.
Roof, ceilings and exterior envelope
- From the ground or another safe vantage point, look for visible roof leaks, ceiling staining, damaged flashing and gaps around penetrations.
- Where safely observable, check for chipped, loose or displaced roof tiles. Do not walk on the roof unless qualified and authorized.
- Inspect accessible gutters, downpipes, exterior sealants, cladding joints, window and door seals, balconies and visible drainage paths.
- Open and close representative windows and exterior doors. Look for binding, damaged hardware, failed seals and water intrusion signs.
Electrical and safety features
- Operate switches, lights, fans and built-in controls in every room. Record outlets or fixtures that do not work, are loose or are not where the plans show them.
- Check that smoke alarms, carbon-monoxide alarms where required, handrails, guards, emergency lighting and other specified safety equipment are present and appear operational. Do not remove covers or open electrical equipment.
- Ask the inspector or licensed electrician to investigate suspected wiring, earthing, protection or code issues rather than attempting a repair yourself.
Supplied appliances
- Run each included oven, cooktop, dishwasher, refrigerator, range hood, washer, dryer, water heater control and other appliance long enough to identify obvious operating problems.
- Confirm that model numbers and features match the contract or approved substitutions.
- Collect every manufacturer warranty certificate, registration instruction and proof of purchase. Record any deadline for registering or returning paperwork.
Rooms, finishes and contracted scope
- Compare room dimensions, doors, windows, cabinetry, flooring, tile, paint, fixtures, lighting, storage and exterior work with the signed specifications and change orders.
- Look for cracked tiles, chipped surfaces, damaged joinery, poor sealant, uneven flooring, sticking doors, incomplete trim, missing hardware and paint or plaster defects.
- Check that promised landscaping, fencing, driveways, retaining work, drainage, garages, keys, remotes and access controls are complete or clearly listed as outstanding.
- Verify that every option or upgrade you paid for is installed in the correct location and finish.
Turn findings into an actionable punch list
Do not rely on a verbal promise made during the tour. Create one record for each item with its exact location, description, date observed, photograph number, contract reference, responsible party and proposed completion date. Ask the builder to acknowledge receipt and to state how completion will be confirmed.
| Record | Example of useful detail |
|---|---|
| Location | First-floor bathroom, beneath the vanity, left-hand supply connection |
| Condition | Water appears after the tap runs for two minutes; cabinet base is damp |
| Evidence | Dated photograph and inspector report page, if applicable |
| Contract link | Plumbing fixture schedule or change-order reference |
| Action and owner | Builder to diagnose and repair; licensed plumber if required |
| Completion proof | Written confirmation, test witnessed at reinspection and updated photograph |
Ask for the builder’s official written punch list or equivalent before signing closing documents. For every open item, obtain the person or trade responsible, expected timing, access arrangements and the method for confirming completion. If the builder refuses to accept an independent inspector’s list, submit the observations in the contractually required form and keep proof of delivery. The refusal itself does not determine your legal rights; the contract and local law do.
Confirm completion and occupancy documents
Before closing or taking possession, identify which approvals and certificates your location requires. Names differ by jurisdiction and by the type of work. Consumer Affairs Victoria, for example, points buyers to an Occupancy Permit or Certificate of Final Inspection and notes that other certificates may apply. Its When building work is complete checklist is Victoria-specific.
Ask the builder, conveyancer or local authority for the documents applicable to this property, such as:

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Understand warranties and defect-notice deadlines
Read the actual builder warranty and each separate manufacturer warranty before possession. For every covered component, note the coverage period, exclusions, claim process, response obligations, maintenance conditions and the party responsible for the remedy. A builder warranty does not automatically replace an appliance warranty, and an appliance registration deadline may be shorter than the builder’s defect period.
Miami-Dade County recommends obtaining at least a one-year builder warranty and notifying the developer of observed defects within the first year. Those are Miami-Dade recommendations, not a nationwide warranty rule. The period and legal protections where you live may be longer, shorter or structured differently.
Recommended Free Tools
- Create a warranty folder containing the signed contract, specifications, change orders, inspection reports, photographs, walkthrough list, certificates and all warranty terms.
- Enter notice deadlines and manufacturer registration dates in a calendar.
- Report a defect promptly using the specified email address, portal, form or postal address. Describe the condition, location, date discovered and requested inspection or remedy.
- Keep proof of delivery and every response, appointment record and invoice. If a repair is performed, record who did it, what was changed and whether the problem returned.
- Before a warranty period expires, conduct a systematic review of previously noted and newly observed issues and submit any required notice before the deadline.
Know what a visual inspection cannot establish
A standard pre-purchase inspection is generally visual and non-destructive. It may not reveal defects behind finished walls, ceilings, floors, waterproofing, insulation or other concealed surfaces. Consumer Protection New Zealand explains this limitation in its guidance on building reports and red flags.

Ask for targeted follow-up when the report, location or history suggests a specific risk. Depending on the issue, that may involve a structural engineer, building-envelope or waterproofing specialist, roofer, plumber, electrician, geotechnical professional or other licensed expert. New Zealand’s guidance gives earthquake damage, natural-hazard exposure, leaky-home risk and boundary questions as examples requiring more thorough specialist reports; elsewhere, use the equivalent local standards and professionals.
Consumer tools such as a moisture meter, outlet tester or thermal camera can help identify questions, but they do not prove code compliance, certify workmanship or replace an independent inspection. Do not open finishes or perform destructive testing without the owner’s and builder’s authorization and an appropriate professional plan.
What to do when defects remain near closing
First, classify the issue: a safety concern, a system that does not operate, damage or water intrusion, a missing contractual item, a cosmetic finish defect, or an item that needs specialist diagnosis. Safety and active water problems deserve immediate written escalation.

Ask in writing whether the builder proposes repair before closing, a documented post-closing obligation, a holdback or another remedy permitted by the contract. Obtain local legal advice before withholding money, refusing settlement or signing a waiver. A punch list is evidence of the agreed condition; it is not, by itself, a universal right to delay closing.
After possession, provide access for agreed repairs, test the result and update your records. If the builder misses a deadline or rejects a valid warranty notice, follow the dispute, regulator, mediation or tribunal process available in your jurisdiction. Keep communications factual and attach the relevant contract clause, photographs and prior notice rather than relying on telephone conversations alone.
A practical final-day checklist
- Independent inspection completed within the contract deadline, with report and limitations understood.
- All rooms, exterior areas and accessible services compared with the specifications and change orders.
- Plumbing fixtures, heating and cooling, ventilation, lights, switches, safety devices and supplied appliances operated.
- Visible roof, ceiling, drainage, window, door and exterior-envelope concerns recorded without unsafe access.
- Every incomplete or faulty item entered on a dated written list with photographs and a responsible party.
- Builder’s response, completion timing and reinspection method recorded in writing.
- Required occupancy or completion documents, certificates, manuals, keys and warranty papers received or their delivery date documented.
- Warranty notice routes, coverage periods, exclusions and appliance-registration deadlines entered in your records.
- Inspection reports, contracts, photographs and correspondence stored together with proof of delivery for notices.
The goal is not to prove that a new home can never have a defect. It is to discover observable problems before they become harder to correct, preserve evidence of what was promised and give yourself a clear, contract-compliant path for follow-up.
