A heritage renovation brief should give the professional team a clear decision framework before design begins. Set out the building and its significance, the intended use, measurable objectives, constraints, evidence to collect, consent route, team responsibilities, required deliverables, budget and programme assumptions, and how options will be judged. In England, the brief must also identify the building’s designation and statutory context; the exact permissions depend on the asset and the proposed work.
The brief is not a specification for every repair. It is the client’s statement of purpose and the investigation and decision-making requirements that allow an appropriate specification to be developed. Historic England’s guidance treats a proportionate understanding of the asset as the foundation for intervention.

1. Identify the building, client and project stage
Begin with facts that prevent the team from investigating or designing the wrong asset. Record:
- Full address, ownership and the client’s principal contact.
- Current use, intended future use and the people who will occupy or visit the building.
- Project stage: feasibility, acquisition, concept, developed design, repair, adaptation or another defined stage.
- Known designation, such as listed-building status, scheduled-monument status, conservation-area location or another heritage designation.
- A concise description of the proposed work, including additions, change of use, accessibility measures, services upgrades, energy work and external works.
- Known boundaries, outbuildings, landscape, archaeology and elements of the setting that may be affected.
Attach every reliable record already available: measured drawings, photographs, listing or designation descriptions, historic reports, previous applications, planning history, maintenance logs, defect records, warranties and information about earlier alterations. Label each item with its date and source, and distinguish verified information from assumptions.

Historic England’s Heritage Works for Housing: Project Concept and Development (accessed 13 October 2026) recommends a clear client brief that articulates the vision and objectives before the project team fixes its approach.
2. State the vision, outcomes and success criteria
Explain what the project must achieve for the client and occupants, rather than describing only physical works. A useful brief answers:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Why is the project being undertaken now?
- What use, capacity, income, community benefit or operational improvement is required?
- Which spaces must remain in use during the work?
- What quality standard should the completed building meet?
- What does a successful outcome look like at completion and in use five or ten years later?
Convert aspirations into decisions the team can test. For example, “improve energy performance” should be accompanied by a target or decision rule, such as reducing heat loss without trapping moisture in historic fabric, and by a requirement to explain how performance will be verified. “Improve access” should identify the users, routes and operational constraints that matter.
Record constraints and opportunities
List constraints at the start so consultants can price and programme realistic work:
- Occupied areas, restricted access, working-hour limits and safeguarding requirements.
- Budget range, funding conditions, cash-flow limits and available specialist skills or materials.
- Required completion date, seasonal restrictions and dependencies on tenants, neighbours or grant bodies.
- Building Regulations, fire, access, health and safety, environmental and energy requirements that may affect the design.
- Sustainability, carbon, flood, overheating, resilience and maintenance objectives.
- Known restrictions on removing fabric, making openings, fixing equipment or changing the setting.
Where priorities conflict—for example, access improvements, thermal upgrades and retention of an original staircase—name the conflict. The team can then present choices transparently instead of treating an undisclosed trade-off as a late surprise.
3. Describe significance and setting before proposing change
A renovation brief should explain what makes the place important and where that importance resides. Historic England’s Conservation Principles, Policies and Guidance (published 2008, with revision noted as expected) describes four value categories:

| Value | Questions for the brief |
|---|---|
| Evidential | What physical fabric, construction, archaeology or surviving traces provide evidence about the past? |
| Historical | What people, events, uses or developments does the building illustrate? |
| Aesthetic | Which materials, proportions, craftsmanship, design relationships, views or patina create its character? |
| Communal | What meanings, associations, public uses or community connections contribute to its value? |
Map significance to elements and spaces: principal elevations, roof structure, plan form, stairs, interiors, fixtures, later additions, landscape and views. State what is already known, what is uncertain and what requires assessment. A suitably qualified heritage professional should prepare a proportionate significance statement when the existing information is inadequate. It should be informed by documentary research and a site visit, not by a designation label alone.
Include the setting: neighbouring buildings, approaches, boundaries, archaeological potential, designed landscape and important sightlines. A modest intervention inside can still affect significance through external plant, roof equipment, new openings, lighting or changes to views.
4. Specify proportionate surveys and investigations
Ask for the evidence needed for the decisions the project must make. Historic England’s Stage 1: Gather Data and Surveys says survey scope should be proportionate to significance, objectives, complexity and available resources. Avoid both a generic “full survey” and an underspecified inspection that cannot support design.
| Investigation | Include when relevant | Brief requirements |
|---|---|---|
| Measured building survey | Spatial accuracy, irregular geometry, alteration analysis or detailed repair design is needed. | State accuracy, areas, datum, scales, drawing conventions and required formats. |
| Laser scanning or photogrammetry | Complex geometry, inaccessible areas, recording of ornament or a coordinated digital model is required. | Define coverage, registration, point-cloud or image outputs, metadata and fitness-for-purpose. |
| Topographic or site survey | External works, drainage, landscape, setting or level relationships affect the proposal. | Identify boundaries, levels, features, services and required coordinate system. |
| Condition survey and mapping | Defects, decay, water entry, movement or urgent safeguarding are suspected. | Require locations, severity, causes, urgency, photographs and limitations. |
| Structural assessment | Movement, roof or floor distress, altered load paths, cracking or proposed openings are involved. | Require diagnosis, monitoring needs, assumptions and proportionate calculations. |
| Materials and building-performance survey | Moisture, salts, thermal upgrades, incompatible repairs or material failure are concerns. | Specify sampling, laboratory methods, moisture interpretation and non-destructive alternatives. |
| Services, fire, access or energy surveys | Systems are obsolete, the use changes or compliance upgrades are proposed. | Require existing-system records, constraints, opportunities and impacts on historic fabric. |
| Archaeological investigation or targeted opening-up | Buried remains, concealed fabric or uncertainty could change the design. | Define locations, permissions, recording, making-good and stop-and-review points. |
Require every survey report to state its coverage, methods, exclusions, confidence and further investigation needed before a design decision. Historic England’s Principles of Repair for Historic Buildings advises that detailed repair design follows structural survey and investigation of materials, condition and the causes of decay. A condition photograph without a cause diagnosis is not a repair strategy.

For accurate spatial work, cite the project’s required survey specification rather than leaving the surveyor to infer it. Historic England’s Geospatial Survey Specifications for Cultural Heritage, published in 2024 and clarified on 20 March 2026, covers measured building survey, laser scanning, photogrammetry, topographic survey and data presentation. Ask for the project brief template, a defined level of detail, coordinate and height references, file formats, metadata, naming conventions and a statement that the data is fit for its intended use.
5. Turn condition findings into repair objectives
The brief should require a chain of reasoning from defect to intervention:

- Describe the defect and its location.
- Identify the physical cause or causes, such as water entry, trapped moisture, movement, failed drainage, incompatible material or inadequate maintenance.
- Assess urgency, consequences of delay and any immediate safeguarding or weather-protection measure.
- State the historic fabric to be retained and the performance outcome required.
- Set repair constraints, including compatible materials, access, reversibility where practicable and limits on removal.
- Require options that address the cause as well as the visible symptom.
Ask consultants to explain any proposed replacement of historic fabric: why repair is not feasible, how much original material would be lost, what evidence supports the replacement and how the new work will be distinguished without damaging the character of the place.
6. Require a transparent options appraisal
Where more than one repair, adaptation or energy strategy is viable, the brief should require a side-by-side appraisal. Do not prescribe a universal numerical weighting; require the team to explain the judgement and any assumptions.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →| Decision criterion | What the option appraisal should show |
|---|---|
| Significance and fabric | Effect on important elements, setting, archaeological interest and amount of historic material retained or removed. |
| Client objectives | How well the option meets the required use, access, comfort, safety and operational outcomes. |
| Effectiveness and buildability | Expected technical performance, compatibility, sequencing, specialist workmanship and construction risks. |
| Cost and resources | Capital cost basis, specialist materials or skills, allowances, uncertainty and resource availability. |
| Maintenance and lifecycle | Inspection, cleaning, replacement cycles, access, monitoring and likely future obligations. |
| Urgency and phasing | What must happen first, consequences of deferral and how the work can be staged around occupation. |
| Consent and delivery risk | Likely approvals, information requirements, programme risk and dependencies on third parties. |
The preferred option should meet the objectives while minimising harm to significance. Historic England’s repair guidance describes a conservative approach: retain significant historic fabric and keep change to a minimum. That does not mean choosing the cheapest or least ambitious option; it means testing necessity, benefit and impact together.
7. Set out consents, approvals and early discussions
Ask the lead consultant to prepare a permissions schedule specific to the asset and work. It should identify:
- Designation and the authority responsible for each consent or consultation.
- Planning history, existing conditions and relevant local policies.
- Whether listed-building consent, planning permission, scheduled monument consent, building-control approval or another consent is likely.
- Building Regulations implications for structure, fire, access, ventilation, energy and services.
- Pre-application discussions needed with the local planning authority, conservation officer, Historic England or another heritage body.
- Information, surveys and lead times needed for each submission.
Do not assume that one heritage approval covers all work. Historic England’s Making Changes to Heritage Assets: Historic England Advice Note 2 was reissued on 17 December 2025 and explains that the appropriate route depends on the asset and proposed change.
Scheduled monuments need an evidence-led submission
For work affecting a scheduled monument, Historic England’s scheduled monument consent guidance lists possible supporting information including a statement of significance, heritage impact assessment, historic building or condition survey, specification and schedule of works, and labelled photographs. The brief should require the team to confirm exactly what the authority needs and to provide information sufficient to assess potential impact. It should also identify archaeological recording, watching briefs or other conditions that could affect cost and programme.

8. Define the team and responsibilities
Name the client decision-maker and lead consultant, then identify expected disciplines and interfaces. Depending on scope, the team may include a heritage adviser, conservation architect, structural engineer, building-services engineer, access or fire specialist, archaeologist, project manager, quantity surveyor and principal designer or contractor advisers.
Use a responsibility matrix to assign who will:
- Commission and coordinate each survey.
- Maintain the significance and constraints information.
- Prepare drawings, specifications, schedules and consent submissions.
- Advise on cost, risk, programme and procurement.
- Record decisions, discoveries, changes and approvals.
- Inspect work, manage samples and approve making-good.
- Compile handover, maintenance and monitoring records.
Appoint specialist input early enough for findings to influence the concept. A heritage adviser brought in after the design is fixed can identify impacts but may have little opportunity to avoid them.
9. List deliverables, formats and approval gates
Specify what the client will receive, in which format and at what decision point. A building-specific list may include:
- Significance statement and heritage impact assessment.
- Measured, photographic, condition, structural, materials, services and performance survey reports.
- Existing and proposed drawings, details, schedules and outline or full specifications.
- Repair methodology, sample panels, material specifications and workmanship requirements.
- Options appraisal with cost, programme, maintenance and consent implications.
- Risk register, phasing plan, temporary works or weather-protection requirements.
- Planning, listed-building, scheduled-monument or other consent documents.
- Cost plan, cash-flow information, procurement advice and programme.
- Site records, change log, completion photographs, as-built information and maintenance or monitoring plan.
For every deliverable, state author, reviewer, approver, issue date, revision convention, scale, file type, naming convention and acceptance criteria. For geospatial data, include the required coordinate reference, accuracy, metadata, point-cloud or image format and presentation drawings. Include formal review gates after baseline surveys, significance assessment, options appraisal, developed design and consent submission.
10. Address risk, phasing and maintenance
Heritage projects often uncover information only after access or opening-up. The brief should establish how the team will respond when discoveries alter scope, cost or programme. Require:
- An early list of urgent defects, temporary protection and weather-tightness measures.
- Safe access, occupied-building arrangements, sequencing and protection of fragile fabric.
- Contingency allowances for concealed conditions, specialist materials and archaeological discoveries.
- A stop-and-review procedure for unexpected fabric, human remains, structural instability or evidence that changes significance.
- Named authority for approving changes and a record of the reason, impact and consent status.
- A phasing strategy that protects the building while funding or permissions are obtained.
- An operational maintenance plan covering inspections, gutters, roofs, drainage, ventilation, finishes, services and monitoring.
Maintenance is part of the intervention’s success. An option that performs well initially but cannot be inspected or repaired safely may create greater long-term risk than a less complex solution.
11. A practical brief checklist
Before issuing the brief, check that it contains:
- Building identity, ownership, use, designation and project stage.
- Vision, objectives, success criteria, constraints, opportunities, quality and sustainability requirements.
- Available records and a clear list of information still needed.
- Significance, setting, uncertainties and the required level of heritage assessment.
- Proportionate survey scope, methods, coverage, outputs and limitations.
- Condition diagnosis, causes of decay, urgency, repair objectives and fabric-retention requirements.
- Option-appraisal criteria covering significance, effectiveness, buildability, cost, maintenance, urgency and consent risk.
- Permissions schedule and early-consultation requirements.
- Team structure, interfaces, responsibilities and decision authority.
- Deliverables, file formats, review gates, approvals and records.
- Risks, phasing, discovery procedures, temporary protection and maintenance obligations.
Conclusion: the brief is a control document, not a wish list
A strong heritage renovation brief makes the client’s purpose explicit, commissions only the investigation needed for informed decisions, and keeps significance in view when cost, programme and technical demands compete. It gives the team a defensible route from evidence to repair or adaptation, identifies the approvals that may be required in England, and preserves a record of why choices were made. The result is a project capable of improving use and performance while retaining the historic fabric and character that make the building worth conserving.
