What to Do When a Subway Station Is Not Wheelchair Accessible

If a subway station has no step-free entrance or its elevator is out, do not attempt the stairs or an unsafe route. Check the transit agency’s live accessibility information, ask station staff for a safe alternative, and request a reasonable modification if needed. An accessible bus, another station, or paratransit may complete the trip, depending on local service and eligibility. Report the barrier afterward and keep the case number.

The exact procedure, routes and legal remedies depend on the transit system. The New York and Chicago examples below show how agencies communicate outages; use your own agency’s current accessibility page, app and customer-service channels for a trip elsewhere.

First determine what is inaccessible

“The station is not wheelchair accessible” can describe two different problems:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Station access: the station has no step-free path from street level to the platform, or the accessible entrance does not reach the platform you need.
  • Temporary equipment failure: the station is designated accessible, but an elevator or lift is out of service.

Check both the station’s accessibility designation and the current condition of every elevator needed for your trip. Accessibility can fail at an origin station, a transfer station or the destination. A route planner that lists an accessible station is not proof that its elevator is operating now.

Elevator conditions can change during the day. Check the official elevator-status page or app as close to departure as practical, then check again if you have a long journey or a transfer. The Metropolitan Transportation Authority (MTA) publishes elevator status and accessible-station information. The Chicago Transit Authority (CTA) provides live elevator and station-access alerts. Other agencies use different labels and update schedules, so rely on the local system’s own information.

What to do before leaving home

1. Verify the complete step-free journey

Trace the trip from the accessible entrance at your origin to the accessible exit at your destination. Include every transfer, platform change and street-level connection. A station may have an elevator at one entrance but not at another, or an elevator that serves only one platform. Confirm that the destination and any transfer stations are accessible as well.

2. Check for live outages

Use the agency’s official accessibility map, elevator-status page or app immediately before travel. Read the notice for the affected entrance or elevator rather than relying on an old map, a third-party trip planner or a general “accessible station” symbol. Save or note the time you checked; conditions may change after you start.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Prepare a fallback

Identify at least one nearby accessible station, an accessible bus connection or another route before you set out. Compare the whole journey, not just the first leg. A route that avoids one broken lift may introduce an inaccessible transfer or destination exit.

4. Ask about paratransit if fixed-route travel is not workable

Some agencies provide paratransit for eligible riders who cannot use fixed-route services for some or all travel. Eligibility, reservations, service areas and booking deadlines are local rules. Confirm them with the agency rather than assuming a same-day ride is available.

If you discover the problem at the station

Stop before using stairs or an unsafe path

Do not lift a wheelchair onto stairs, use an unmarked maintenance route or ask an untrained person to carry you. A blocked, steep or crowded path can create a serious injury risk. Move to a safe location near the entrance or fare-control area while you seek information.

Read the posted outage notice

Elevator signage may identify another entrance, a nearby accessible station or a temporary direction. Read all posted instructions and note which elevator is affected. If the sign is missing, unclear or contradicts the live alert, tell staff what you found.

Speak with station personnel

Explain your intended trip and the exact barrier: for example, “I need a step-free route to the northbound platform, and the only elevator is out.” Ask what accessible path is available now, whether the next station can be used for a return trip, and how to reach a bus or other connection without stairs. The MTA’s accessible-travel guidance tells riders to check elevator signage and ask station personnel for assistance when an elevator is out.

Request a safe alternative

State the outcome you need rather than asking only whether the elevator will be repaired. Ask the agency to identify an accessible alternate route or another reasonable modification. The MTA’s reasonable-modifications guidance specifically gives “Assistance in finding a safe alternate route when an elevator is out of service” as an example. Other agencies may use different terminology, but you can make the same practical request.

Choosing an alternative route or mode

When staff or an agency trip planner offers an alternative, evaluate the entire journey against these questions:

Alternative Confirm before accepting it Questions to ask about failure or delay
Nearby accessible subway station Street-to-platform access, operating elevators, usable platform and destination access What is the backup if the alternate station’s lift fails?
Accessible bus connection Bus stop boarding conditions, route direction, frequency and the step-free path at the destination Can the operator provide a safe transfer if the subway connection is unavailable?
Different subway line or transfer Accessibility at every station and transfer, including the correct platform Is there live assistance at the transfer station?
Paratransit Eligibility, service area, reservation procedure and pickup requirements What booking lead time and cancellation rules apply?
Assistance arranged by the agency Where to meet staff and what portion of the trip they can support Who should be contacted if the arranged path becomes inaccessible?

Compare added travel time, waiting time and reliability as well as physical access. A theoretically step-free route is not a practical alternative if it requires an inaccessible transfer, an unstaffed entrance or a long wait in unsafe conditions. Ask whether real-time help is available if another lift fails after you have entered the system.

New York examples: MTA information and alternatives

The MTA’s official accessibility information includes elevator status, accessible stations, outage signage guidance and customer-assistance procedures. Its guidance directs riders to ask station personnel for help and to seek an accessible alternate route when an elevator is out. The MTA also accepts ADA complaints online, by phone through 511, in its apps, by mail and through ADA coordinators. Logged cases receive a ticket number; keep that number with your travel notes.

New York’s accessible alternatives can include buses, another accessible subway station or Access-A-Ride, subject to the applicable route and eligibility rules. The New York City Mayor’s Office for People with Disabilities reported that the MTA had 155 ADA-accessible subway stations in 2025. The same 2025 report stated that subway elevators had a 97.6% availability rate through November 30; its footnote excludes elevators out for planned replacements. Those are report-period statistics, not a guarantee that a particular elevator is working today. The report also recorded 10 million Access-A-Ride trips in 2025, which provides system context but does not establish same-day availability or an individual rider’s eligibility.

Chicago examples: CTA information and alternatives

CTA publishes live elevator and station-access alerts and provides an accessible or step-free trip option in its travel information. CTA also describes paratransit for eligible riders who cannot use fixed-route services for some or all travel. Check the current alert, confirm that every transfer is accessible and verify paratransit eligibility and booking requirements directly with CTA. These Chicago procedures are examples, not instructions for every transit agency.

If an elevator fails after you enter the system

  1. Stay in a safe, staffed area. Do not proceed toward stairs, track areas or a restricted passage.
  2. Notify station staff immediately. Give the station name, platform or entrance and the elevator’s posted status.
  3. Describe your destination. Ask for a step-free path out of the system or to the next usable connection, including help with a transfer if necessary.
  4. Confirm the replacement route before moving. Ask whether the next elevator is operating and whether the route ends at an accessible exit.
  5. Document the disruption. Record the time, location, elevator identifier if posted, directions given and any additional delay or cost.

If no safe accessible route is available, ask staff how to leave without using stairs and whether the agency can arrange another mode. Do not accept a suggestion that requires you to lift your chair or travel through an area that is not open to passengers.

How to report the access problem

Reporting creates a record for maintenance and accessibility oversight and helps the agency distinguish a planned closure from an unannounced failure. Use the official accessibility complaint or customer-service channel, not only a social-media post.

  5. Submit the complaint through the agency’s accessibility process and save the confirmation or ticket number.

For the MTA, the available channels include its ADA complaint form, 511, apps, mail and ADA coordinators. CTA also accepts accessibility feedback. Elsewhere, locate the agency’s accessibility coordinator or civil-rights complaint page and follow its stated deadlines and documentation rules.

What the ADA does—and what it does not decide automatically

The Federal Transit Administration states that the Americans with Disabilities Act of 1990 “prohibits discrimination and ensures equal opportunity and access for persons with disabilities.” FTA’s Office of Civil Rights is responsible for civil-rights compliance and monitoring for nondiscriminatory public transit.

That federal principle does not, by itself, determine whether a particular elevator outage, station design or delay violated the law, nor does it guarantee a particular remedy. Planned replacement work, emergency conditions, the availability of an alternative route and the agency’s response can all matter. Start with the transit agency’s accessibility and complaint procedures, keep your records, and consult authoritative federal, state or local guidance—or a qualified adviser—if you need to evaluate a specific incident.

Planning checklist for future trips

  • Check the station’s accessibility designation and the live status of every elevator in the trip.
  • Confirm accessible origin, destination and transfer platforms, not merely the rail line.
  • Save a nearby accessible-station, bus or other fallback route.
  • Know whether a fallback requires a reservation, eligibility screening or extra fare.
  • Carry the agency’s accessibility or customer-service contact method.
  • Allow time for a staff-assisted reroute and for additional waiting.
  • At the station, read outage notices and ask personnel before entering an unsafe path.
  • After a failure, record the facts and retain the agency case number.

When a construction project changes access

Station rehabilitation, elevator replacement and other construction can change which entrance or platform is usable even when the station remains listed as accessible. Treat a planned closure notice as a route change, not as proof that another entrance will work for your particular trip. Confirm the temporary path with the agency, including barriers around the work area, transfer access and the destination exit. If the posted construction route is not usable, request a safe alternate route and report the discrepancy through the accessibility process.
