What to do if tunnelling causes cracks or damage to your home

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If tunnelling may have caused cracks, sticking doors, settlement or other damage, put safety first, record the condition, and notify the project through its official complaints or helpdesk route. Ask for a baseline survey, monitoring records, an investigation and the written claims procedure. A crack by itself does not prove that tunnelling caused it; causation normally has to be established by comparing pre-work records, movement data, site activity and a professional inspection.

Do these things first

Leave danger areas and call for help when stability is in doubt

Do not try to diagnose structural safety from the width or appearance of a crack. If you see sudden movement, falling masonry, a bowed wall, a rapidly widening opening, major distortion around doors or windows, water entering with soil, or any condition that makes the building feel unsafe, move people away from the affected area and contact the relevant emergency service or local building-control authority. Arrange an urgent inspection by a suitably qualified structural professional. The official material available for major tunnel schemes does not provide a universal visual checklist that can certify a building as safe.

Make a dated record before anything is repaired

Photograph every affected area with the date recorded. Take one wider image showing the room or elevation and several close-ups with a ruler or another fixed scale. Use the same camera position and lighting each time so that later images can be compared. Mark the location of each defect on a simple floor plan or elevation sketch, but do not chisel, fill or paint over it before it has been inspected unless an emergency repair is needed.

Keep a log stating when you first noticed the change, whether it is growing, and whether doors, windows, floors, services or finishes have changed. Save survey reports, condition surveys, tenancy or ownership documents, contractor invoices, emails, letters and photographs in a backed-up folder. A contemporaneous record is more useful than a recollection made months later.

Tell the tunnelling project promptly

Use the project’s published helpdesk, community-relations contact or claims portal. State the property address, the suspected construction activity, the date you noticed the change and the type of damage. Ask for a reference number, the inspection process, the name of the responsible claims team and the deadline for making a formal claim. Confirm the contact route from the current project website or notices; construction programmes and telephone numbers can change.

For HS2, the Old Oak Common FAQ instructs owners who believe construction caused damage to contact the HS2 Helpdesk. The FAQ gives phone numbers 08081 434 434 and 08081 456 472 (minicom), plus an email address, but verify those details against the current HS2 information before relying on them. HS2’s Phase 2b homeowner document also says that an owner who reasonably thinks tunnel construction caused damage should inform HS2 so it can carry out a second defect survey.

Why a crack does not prove tunnelling caused it

Buildings move for many reasons: seasonal ground moisture, leaking drains, tree roots, thermal expansion, historic settlement, vibration from other works and ordinary ageing. Plaster and joint cracks can also appear without movement of the structure. Tunnelling can cause ground settlement, but the relevant question is whether the timing, location, predicted settlement and measured movement fit the observed damage.

The project’s investigation should compare the building’s pre-construction condition with later inspections and monitoring. It may examine tunnel depth and alignment, geology, groundwater, excavation method, protective measures and the timing of each defect. The conclusion can be that the project caused the damage, contributed to it, did not cause it, or that more monitoring is needed. Ask for the conclusion and the technical reasons in writing rather than relying on a verbal assurance.

Ask for baseline surveys and monitoring records

Baseline condition records

A pre-work condition survey records existing cracks and other defects before construction. Ask whether your property was surveyed, when the survey was made, who made it and how you can obtain a copy. If the project says no baseline survey exists, preserve your own earlier photographs, sale particulars, maintenance records and dated repair invoices.

Movement monitoring

HS2’s ground-settlement policy describes building-specific monitoring using surveyed targets and other methods selected for the building and risk. In the cited HS2 approach, selected buildings in risk or damage category 3 or higher are monitored during tunnel construction, while category 2 and below are covered by general area monitoring. Those categories and methods belong to that policy and should not be treated as a universal standard for every tunnel.

Ask what was measured, at what intervals, the accuracy of the instruments, the baseline date, the trigger levels and the latest readings. HS2’s policy says monitoring should continue until potentially damaging settlement has ceased under its stated criteria. It also says unexpected movement is investigated and that tunnelling methods or protective works may be changed when necessary.

A simple crack gauge can help with observation, not proof

An inexpensive crack-width gauge can record whether a visible crack changes over time. Use it only as an observational aid: photograph the gauge with the date, avoid disturbing the crack and send the readings to the project and your professional adviser. A consumer gauge cannot establish the cause of a crack, assess structural safety or replace a building inspection and formal project monitoring.

How the investigation usually works

  1. Initial notification. The project logs your report, checks whether the address lies within the relevant construction or settlement area and explains its inspection route.
  2. Inspection and comparison. A project representative may inspect the defect and compare it with the pre-work survey, construction records and monitoring data. Ask for a written inspection note and photographs.
  3. Technical assessment. If the link remains disputed or the damage is significant, an engineer or building surveyor may assess movement, likely mechanisms and necessary repairs. Clarify who appoints the professional, what questions are being answered and who pays the fee.
  4. Causation decision. Request a written decision identifying whether construction caused or contributed to the damage, what evidence was considered and what appeal or review route exists.
  5. Repair agreement. If responsibility is accepted, agree the scope, specification, programme, access arrangements, warranties and whether the project will arrange the work or pay an agreed sum.

Do not sign a full and final settlement, deed of release or waiver until you understand whether latent damage, monitoring, consequential losses and professional fees are included. Obtain independent legal advice where the wording affects future claims or property transactions.

HS2 procedures illustrate why the exact project matters

HS2 documents provide a useful example, not a UK-wide rulebook. Under HS2 party-wall guidance, the owner’s appointed representative and a suitably qualified project representative are expected to agree the extent of damage and the repair method. The guidance describes obtaining at least three suitable contractor quotations. It states that the nominated undertaker should respond within 14 days, or within 24 hours in an emergency. These timings and steps apply to the guidance’s HS2 process; another tunnel may use different rules.

HS2 example What the cited document says Scope
Claims below £10,000 Use the HS2 small-claims scheme described for Old Oak Common. Project-specific FAQ; not a general legal threshold.
Claims above £10,000 Use the HS2 damage-claim process described for Old Oak Common. Project-specific FAQ; confirm the current procedure.
Response time 14 days, or 24 hours in an emergency. HS2 party-wall guidance.
Repair pricing At least three suitable contractor quotations are described. HS2 party-wall guidance.
Post-work reporting Damage may be reported after works have completed, according to the guidance. HS2 party-wall guidance.

HS2’s Phase 2b homeowner guide says that, if it finds tunnelling caused settlement damage, the project will repair it or pay the agreed necessary repair cost. A separate HS2 FAQ describes a claim window linked to railway opening or the end of building-specific monitoring. Confirm the deadline that applies to your route in the current documents; do not assume that the date you first saw a crack is the only limitation date.

Who may pay, and what you must establish

Payment depends on the project’s enabling legislation, land agreements, party-wall arrangements, settlement deeds and proof of loss. An owner may receive project-arranged repairs, an agreed payment for repairs, or compensation under a statutory process. The fact that a tunnel is nearby does not by itself create an automatic entitlement.

The Thames Tideway Tunnel Order is an example of a different statutory scheme containing its own provisions for protective works and compensation. Government compensation guidance also describes limited circumstances in which construction-related compensation may be available without land acquisition, subject to statutory conditions and proof of loss. Neither source establishes a right for every homeowner near an unidentified tunnel.

Check the documents for your exact scheme and ask specifically about:

  • the legal entity responsible for the works;
  • the definition of compensable damage and excluded pre-existing defects;
  • claim notification and limitation dates;
  • required surveys, invoices, expert reports and receipts;
  • professional fees, temporary accommodation, contents and consequential losses;
  • the review, dispute-resolution or appeal route; and
  • whether a settlement agreement limits later claims.

Should you appoint your own engineer or surveyor?

An independent structural engineer or building surveyor can help when the project’s inspection is delayed, the causation decision is disputed, the damage is substantial or the proposed repair does not address the underlying movement. Before appointing anyone, ask for relevant experience with settlement and tunnelling, professional indemnity insurance, a written scope and fee basis, and confirmation of whether the report is intended for negotiation, court proceedings or both.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Give the professional the baseline survey, photographs, monitoring data, plans, repair history and project correspondence. Ask for separate opinions on safety, cause, extent, urgency and repair so that a disagreement about causation does not obscure an urgent safety issue. Do not commission invasive opening-up works without discussing the scope and cost with the project if you expect reimbursement.

Repairs, insurance and practical costs

Photograph damage before making temporary repairs. Emergency measures to prevent injury or water ingress may be necessary, but keep receipts and ask the project how the cost should be claimed. For ordinary cosmetic work, wait for the agreed inspection and specification; filling and repainting can remove evidence and make later comparison harder.

Notify your buildings insurer in accordance with the policy, even if you expect the tunnel project to be responsible. Ask whether the policy covers investigation, alternative accommodation, excesses and damage caused by subsidence or vibration. Insurance notification is not an admission that the project caused the loss. Do not allow parallel insurers and project representatives to produce conflicting repairs without agreeing who will coordinate the investigation.

Common mistakes and how to recover

  • Waiting until the crack is large: report the first credible change and update the record as it develops.
  • Relying on a single photograph: use dated, repeatable views with a scale and a location plan.
  • Assuming proximity proves causation: request the baseline, movement data and technical explanation.
  • Accepting a verbal rejection: ask for the evidence, decision-maker and review route in writing.
  • Signing away future rights too early: have any release or deed checked before accepting payment.
  • Using a crack gauge as a diagnosis: treat it as a record of change only, not a safety or liability test.
  • Missing a project deadline: obtain the current claim rules immediately and diarise every date.

A practical record to keep

  1. Create a defect log with an identification number, location, first-observed date, dimensions, photographs and notes on doors, windows, floors and services.
  2. Send a concise written notification to the project and retain proof of delivery.
  3. Request the baseline survey, monitoring plan, readings, trigger levels and inspection report.
  4. Arrange independent advice if safety, causation or repair scope remains disputed.
  5. Keep quotations, invoices, access arrangements, temporary-repair records and all correspondence.
  6. Before accepting a repair or payment, obtain the written scope, warranty, completion standard and terms governing later-discovered damage.

The central test is evidence, not appearance: preserve the building’s condition, notify the correct project, obtain its records and follow the claim timetable written for that particular tunnel. HS2’s procedures show how a major UK project may handle surveys, monitoring, quotations and response times, but your own project documents and applicable law control the result.
