1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteKeep the load contained, obtain the recycling center’s written rejection reason, and confirm an approved next destination before hauling anything again. Ask exactly what material or contamination was found, whether separation or testing could change the decision, and what paperwork the receiving facility or local waste authority requires. A rejected load cannot automatically be taken to any landfill or recycler: acceptance, testing, transport and documentation rules depend on the material and your jurisdiction.
What to do immediately after rejection
A rejection is a routing and compliance problem, not a signal to dispose of the load wherever it is convenient. Use this sequence while the details are still available.

- Pause and secure the load. Leave the debris in the vehicle or move it to a contained staging area where it cannot spill, blow away or become mixed with additional waste. Do not dump it on vacant land, at an unapproved facility or at a household drop-off that has not confirmed acceptance.
- Request a written rejection explanation. Ask for the material description, the contamination or test finding, the facility rule used and the date and load identification. Illinois EPA says a rejected construction and demolition debris (CCDD) load must receive written notice stating the reasons for rejection. That Illinois requirement is a local example, but a written record is useful everywhere.
- Ask whether the decision is final. Find out whether removing a prohibited item, separating materials, supplying a test result or correcting paperwork could make a later delivery acceptable. Do not assume that a correction guarantees acceptance; ask the facility to confirm the conditions for a new load.
- Describe the material precisely before calling elsewhere. Identify concrete, brick, asphalt, soil, drywall, wood, roofing, metals, packaging and any residues separately. State whether the material is mixed, wet, painted, treated, stained or of unknown origin. An accurate description prevents a second rejection.
- Confirm the next destination before hauling. Call an authorized facility or your local waste authority with the rejection notice and the material description. Ask about acceptance, separation, packaging, testing, manifests, permits, hours and load limits before you leave the job site.
Why a construction-debris load may be rejected
Facilities classify loads according to what they are allowed and equipped to receive. A load can fail because it contains the wrong material, a prohibited contaminant, an unverified substance or a mixture that the facility cannot process under its permit.

Recyclers may require concrete, masonry, soil, wood, metal and other streams to be separated. Metro’s regional construction-waste guidance warns: “Even a small amount of garbage in a load of recyclables can make the entire load unacceptable for recycling.” That warning matters even when most of the truck is otherwise recyclable. Plastic bags, household garbage, food waste, insulation, carpet or other nonaccepted items can change how the receiving facility classifies the entire load.

Ask the rejecting facility to identify the specific item or material that caused the problem. If the facility will not identify it, photograph the load before moving anything and ask the local waste authority how to proceed. Do not guess that removing a visible item resolves hidden contamination.
Material-specific rules
“Construction debris” is not one universal waste category. A facility may accept clean concrete but not soil, or clean gypsum board but not painted board. It may accept one type of wood while excluding treated or contaminated wood. The same material can have different requirements at different destinations, so the name of the first facility does not determine the rules at the next one.
Testing or unknown substances
If the load may contain asbestos, lead, chemicals, treated wood or unknown residues, stop handling it until its identity and legal route are clear. King County notes that some facilities may require painted drywall to be tested for lead or asbestos before recycling. That is a material-specific local example, not a universal testing rule. Do not cut, break, sweep, shake or repackage suspect material yourself unless the responsible authority or qualified professional has given you a safe procedure.

What to ask for in the written rejection
A useful notice lets you explain the problem to another facility and protects your project records. Request these details, preferably on the facility’s own form or email:

- The rule, permit condition or posted acceptance category that applies.
- Whether the load can be corrected, separated, retested or recertified.
- Any required container, packaging, labeling, manifest or transport condition.
- Whether the facility will accept a replacement load and what evidence the driver must bring.
Keep the notice with photographs, the hauling ticket and your notes from the conversation. If the facility only gives an oral explanation, write down the employee’s name, date, time and exact instructions, then ask for confirmation by email.
When separating the load can help
Separation is worthwhile only when it is safe, permitted and confirmed by the destination. Ask the hauler or recycler what to separate; Metro specifically recommends checking with the destination rather than relying on a generic sorting list.
| Situation | Question to ask | Action before another delivery |
|---|---|---|
| One visible nonaccepted item in an otherwise clean load | Will removal make the remaining material acceptable? | Obtain confirmation, remove it only if safe, and document the new load. |
| Several recyclable materials mixed together | Does the facility require separate trucks, bins or tickets? | Sort into the facility’s specified streams and verify each stream’s destination. |
| Painted, treated or coated material | Is testing or a special waste route required? | Do not disturb suspect material until the facility or authority gives handling instructions. |
| Soil or fill with an uncertain history | Is a laboratory test, certification or profile required? | Use the applicable local procedure; do not present unverified soil as clean fill. |
| Unknown residue, chemical odor or damaged container | Who is authorized to identify and manage it? | Isolate the area and obtain specialist or authority direction before transport. |
Sorting does not erase a contamination problem. If material has been mixed together, ask whether the facility considers the whole load suspect and whether testing is required before any separation.

Where a rejected load may go
There is no single national destination for rejected construction debris. The correct route depends on the waste category, contamination, local permits and the receiving facility’s current acceptance list. Check a municipal or regional directory and confirm by phone or email on the day you arrange transport; directories and rules can change.

Illinois CCDD: a specific rejected-load process
Illinois EPA’s guidance for clean construction or demolition debris (CCDD) illustrates why a rejected load cannot simply be redirected. In Illinois, rejected CCDD generally must go to a permitted landfill unless an applicable correction process is satisfied. Soil covered by an exception must be retested and recertified under the applicable requirements. Illinois EPA states: “When a load is rejected the fill operation must provide the driver with a written notice containing certain information, including the reasons the load was rejected.” These are Illinois rules, not nationwide instructions.
Other local acceptance systems
Vancouver publishes its own lists of accepted and excluded construction materials. Metro’s guidance focuses on keeping garbage out of recyclable loads and confirming separation requirements with the hauler or recycler. King County’s painted-drywall example shows that a material may trigger testing before recycling. These examples demonstrate local variation; they do not establish a universal list of accepted debris.
Use the local waste authority
Tell the authority that the first facility rejected the load and provide the written reason. Ask which permitted facility is authorized for the exact material, whether the load must remain contained, and whether transport paperwork is required. If the material may be hazardous or regulated, ask for the agency’s specialist contact rather than relying on a general landfill directory.

| Decision point | What to verify |
|---|---|
| Authorization | Is the facility permitted or otherwise authorized for this exact material and condition? |
| Load form | Does it accept mixed material, or must each stream arrive separately? |
| Testing | Are laboratory results, asbestos or lead checks, soil certification or other profiles required? |
| Transport | Does the hauler need a permit, manifest, covered truck, sealed container or special routing? |
| Documentation | Will the facility issue receipts, weight tickets or diversion forms needed for the project? |
| Logistics | What are the current hours, booking rules, accepted load sizes and unloading procedures? |
| Project compliance | Does the destination satisfy the permit, contract or local diversion requirement for the job? |
Get the answers in writing when possible. Acceptance can depend on the condition of the load at arrival, so carry the rejection notice and any test or profile documents with the driver.

Construction projects may need to prove where debris went, especially when a permit, contract or local diversion program applies. Save the rejection notice, load ticket, photographs, material description, test results, emails, receipts and weight records together with the project file.
San Diego’s local construction-and-demolition program illustrates the point: for covered projects with permits issued on or after July 1, 2016, the program requires documentation tied to its 65-percent-by-weight diversion requirement. That percentage applies to that program and jurisdiction; it is not a general requirement for every project. Check your own permit and local program before assuming any percentage, form or deadline applies.
Record the final destination for each separated stream. If a load is rejected a second time, retain both notices and ask the authority whether the material has been misclassified or needs specialist management.

What not to do
- Do not leave the debris at an unapproved dump, vacant lot, roadside or donation site.
- Do not assume any landfill accepts construction material, soil, drywall, treated wood or regulated waste.
- Do not mix a rejected load with clean material to dilute the problem.
- Do not disturb suspected asbestos, lead, chemicals or unknown residues to make the load look cleaner.
- Do not rely on an old acceptance list, a neighbor’s experience or a directory entry without confirming current rules.
- Do not promise a client that sorting or retesting will work until the receiving facility confirms its conditions.
Worked examples
A mixed recycling load with household garbage
The center identifies bags and food waste in a load of concrete, wood and metal. Keep the load contained, request the written rejection and ask whether the center will accept separate clean streams. If it confirms the separation method, remove the garbage through an authorized route and deliver each remaining material to a destination that has confirmed acceptance. Keep the new tickets with the original rejection notice.
Painted drywall with an uncertain coating
The center says painted drywall requires a lead or asbestos test. Do not break up or rebag the drywall. Ask the center or local authority which test, sampler and receiving facility it recognizes. Transport only after the required result and handling instructions are available.
Soil rejected as unverified fill
Ask whether the issue is a missing profile, failed test or an Illinois-style CCDD classification. Keep the soil contained, obtain the applicable local testing or certification instructions and confirm whether the next destination is a permitted landfill, fill operation or another authorized facility. A different state or municipality may use a different process.

Florida’s Department of Environmental Protection says construction and demolition debris accounts for almost 25 percent of that state’s municipal solid-waste stream, based on its 2024 page update. That is a Florida figure, not a national rejection rate or national waste-share estimate. Official sources do not establish a single nationwide percentage of loads rejected, so decisions must be based on the specific material, facility and jurisdiction rather than a general statistic.
Final decision rule
Do not move a rejected load again until three facts are confirmed: what the load contains, what the receiving facility is authorized to accept, and what evidence or handling conditions it requires. Written rejection instructions, a verified destination and complete project records turn an uncertain disposal problem into a documented next step.
