Temporary Driveway Surfaces Compared: Gravel, Asphalt Millings, and Rubber Mats

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For most temporary driveways, use angular crushed gravel over geotextile fabric. It is generally the least expensive, drains naturally, can be repaired in small areas, and is comparatively easy to remove. Choose asphalt millings when you need a darker, firmer surface and can provide effective compaction and runoff control. Use recycled-rubber mats mainly for short access lanes, equipment crossings, or protected areas where lifting individual sections later is more important than low cost across a large area.

The right choice depends on more than material price. Subgrade strength, slope, drainage, traffic frequency, available compaction equipment, maintenance tolerance, and the way you plan to restore the site all affect the result.

At-a-glance comparison

Surface Best use Drainage and runoff Movement and maintenance Removal Published cost evidence
Compacted crushed gravel over geotextile Most temporary residential drives; low-cost, permeable access Open aggregate and fabric allow water and air to percolate when the underlying soil and drainage are suitable Can scatter, form waves, rut, or migrate; entrance edging and periodic raking or topping may be needed Loose material and fabric can be excavated and separated from the soil Caltrans 2026 estimates $10–$15/yd² on flat areas and $11–$23/yd² on side slopes
Asphalt millings (recycled asphalt pavement) Firmer, darker surface for vehicles when a roller and drainage controls are available RAP is described as free-draining in some applications, but unbound millings may be inappropriate where runoff can reach surface water Can dislodge if compaction is inadequate; source quality varies and maintenance depends on the finished layer Removal is more involved once the material has been compacted into a hard surface No universal figure is stated in the cited summaries; local material, haulage, grading, and compaction quotes control
Recycled-rubber mats Short lanes, temporary crossings, and localized protection where sectional lifting matters Joint layout and surrounding grading must be managed; do not assume a mat installation solves site runoff Usually held by weight without staking, but wind, mowing, separated joints, weeds, snow equipment, and unknown long-term UV performance are concerns Individual sections can be lifted, repaired, or removed without specialized equipment Caltrans 2026 estimate: $53/yd²

These are treatment-specific public-works estimates, not guaranteed residential bids. Delivery distance, excavation, aggregate depth, labor, taxes, equipment, and local permits can change the installed price substantially.

Why gravel is the default temporary driveway

It combines permeability and reversibility

Loose gravel is described by GOV.UK as the simplest type of construction and as cheap, readily available, and straightforward to maintain. Angular crushed rock over a geosynthetic fabric creates a working surface while retaining open voids for infiltration. Caltrans defines this treatment as loose, evenly graded crushed or quarried rock placed on geosynthetic fabric. The fabric separates the aggregate from soil, suppresses plant rooting, and helps preserve the aggregate’s drainage function.

Build the base before spreading stone

A gravel surface cannot compensate for a soft, wet subgrade. A practical sequence is:

  1. Strip organic material and shape the route so water does not collect in wheel paths.
  2. Identify soft spots, buried utilities, ponding areas, and locations where runoff could leave the property or reach surface water.
  3. Repair weak areas and compact the subgrade. The required design depends on local soil, climate, slope, and traffic; there is no single residential thickness that fits every site.
  4. Lay geotextile fabric with adequate overlaps so vehicle loads cannot push aggregate into the soil. Turn or secure edges where practical.
  5. Place angular crushed aggregate in controlled lifts and compact each lift before adding the next.
  6. Finish the entrance and edges so tires do not carry stone onto a public road. GOV.UK notes that a strip of block paving or asphalt at the entrance can reduce gravel loss and spread.

Use a grading and compaction plan suited to the actual soil and vehicle loading rather than copying a generic depth from another property. Caltrans characterizes gravel mulch as low-tech, inexpensive, easy to repair, and minimally maintained, but those advantages depend on a stable base and controlled water.

Where gravel struggles

  • Steep slopes: Loose stone can migrate downhill and is specifically described as unsuitable on steeply sloping drives without additional design measures.
  • Repeated turning: Steering and braking concentrate loads, producing waves or bare patches faster than straight-line traffic.
  • Uncontrolled entrances: Vehicles can push aggregate into the street; a hard entrance strip or well-defined edge limits that loss.
  • Wet subgrades: Fabric helps separation, but it does not replace drainage, undercutting, or treatment of a saturated weak spot.

When asphalt millings make more sense

What millings are

Asphalt millings, also called recycled asphalt pavement or RAP, are fine particles of bitumen and inorganic material produced by mechanically grinding asphalt pavement. A University of California Agriculture and Natural Resources summary reports approximately 5–7% asphalt binder. The material is not the same as new hot-mix asphalt: its behavior depends on particle grading, binder condition, moisture, placement, and compaction.

Advantages over loose gravel

Properly placed and compacted millings can produce a darker, visually more pavement-like surface with less loose stone at the tire contact point. The University of Wisconsin Recycled Materials Resource Center describes RAP as nonplastic, free-draining, and not frost-susceptible in the applications it discusses. The Texas Transportation Institute/NCHRP profile rates recycled asphalt millings low for relative installation, life-cycle, maintenance, and repair cost, with moderate effective longevity. Those ratings are comparative profiles, not a guarantee for a particular driveway.

Compaction and drainage are non-negotiable

Millings can dislodge when they are not compacted properly. Plan for suitable compaction equipment, a shaped and stable subgrade, and a drainage layer or drainage treatment appropriate to the site. Spread the material in manageable lifts and compact each lift according to the supplier’s or designer’s method. The finished surface should shed or infiltrate water without directing concentrated flow toward neighboring land, foundations, or a watercourse.

Do not interpret the term free-draining as blanket permission to place RAP anywhere. The University of California summary cautions that loose, unbound millings may not be appropriate in jurisdictions or locations where runoff to surface water is possible. Check local stormwater, environmental, and access requirements before delivery, particularly on sloping sites or near ditches, streams, wetlands, and storm drains. If the authority requires a bound or otherwise controlled vehicle-use surface, an unbound temporary layer may fail that requirement even if it performs well under tires.

Trade-offs

  • Material variability: Milling gradation and binder content depend on the source pavement and processing.
  • Equipment dependency: A roller or equivalent compaction capability is important; hand tamping is unlikely to produce the same result over a full driveway.
  • Runoff liability: The placement must comply with local rules, not just the material’s laboratory or profile description.
  • Removal effort: Once compacted, RAP behaves more like a hard layer than loose stone, so restoration normally requires mechanical excavation and haulage planning.

Where rubber mats fit—and where they do not

Strengths of sectional mats

Caltrans describes recycled-rubber mats as tire rubber bonded with resin. Their weight usually keeps them in place without staking, and sections can be installed or repaired without specialized equipment. Flexible sections are easier to repair after an impact than rigid pieces. Those characteristics make mats useful for a short construction access route, a crossing over a vulnerable surface, a temporary path to a gate, or a location where you must remove only the affected section.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why a whole driveway is usually uneconomic

Caltrans gives a 2026 estimate of $53/yd² and notes that installation can be slow and labor-intensive. Area multiplies the number of sections and joints, so a broad driveway quickly becomes expensive compared with aggregate. Wind or mowing can displace mats; joints can separate and allow vegetation; dirty surfaces can support weeds; snow-removal equipment can damage the material; and long-term ultraviolet degradation is not established in the cited guidance.

Before choosing mats, draw the joint layout and inspect likely displacement points. Keep mowing equipment and plow blades away from exposed edges, seal or otherwise manage joints where the installation method allows, and plan how a damaged section will be lifted. Mats protect a localized route well, but they are rarely the economical default for an entire vehicle court.

Drainage, slope, and runoff: the decision that prevents most failures

Start with water, not the surface finish. A temporary drive still changes grades, concentrates tire loads, and can redirect runoff. Map where water currently flows, where it will flow during intense rain, and whether discharge could reach a public road, neighboring property, ditch, stream, wetland, or storm drain. Local authorities may regulate unbound RAP or require controls regardless of whether the material is described as permeable or free-draining.

Gravel generally offers the most forgiving infiltration behavior, provided the subgrade can accept water and the route is not steep enough to wash the aggregate away. Millings can drain through their voids in suitable applications but need firm compaction and explicit runoff review. Mats require careful edge and joint management because the installation should not be treated as a substitute for a designed drainage route.

On any slope, use grading, edge restraint, and runoff interception appropriate to the site. A short hard strip at a gravel entrance can reduce migration. For larger or steeper projects, have a contractor or civil designer verify grades and discharge before placing material.

Area-related cost risk Haulage and aggregate volume dominate larger jobs Local source, haulage, grading, and rolling determine the quote Labor and the number of sections and joints increase rapidly with area

Ask contractors to separate excavation, subgrade repair, fabric, aggregate or millings, delivery, compaction, drainage work, entrance treatment, and removal. This makes a low material quote comparable with a complete temporary-access price. Confirm whether the estimate is a one-time installation, includes return visits, and includes restoration when the temporary route is no longer needed.

Choose by scenario

Lowest cost with maximum permeability

Select compacted crushed gravel over geotextile fabric, assuming the route is reasonably flat and the soil and drainage can be prepared. Budget for entrance control and occasional reshaping.

Firmer appearance and repeated vehicle use

Consider asphalt millings when a darker, less visibly loose surface is valuable and you can supply proper compaction and runoff controls. Verify local acceptance before ordering.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Short crossing or protected access strip

Use rubber mats when the route is limited in length, the underlying surface must be protected, or sections need to be lifted independently. Their cost and joint maintenance make them unattractive for a full driveway in most cases.

Steep or drainage-sensitive site

Do not choose by material alone. Have grades, edge restraint, discharge, and any environmental or stormwater requirements checked first. A nominally permeable treatment can still fail if water carries it downslope or if regulations restrict unbound material.

Maintenance and removal checklist

  • Inspect after the first major rain and after delivery vehicles or heavy equipment use.
  • For gravel, restore wheel ruts, remove migrated stone from pavement, and keep the entrance strip and edges defined.
  • For millings, look for loose pockets or edge breakup that indicate inadequate compaction or drainage problems; repair the cause before adding more material.
  • For mats, inspect displacement, separated joints, weed growth, impact damage, and damage from mowing or snow equipment.
  • Record where fabric, aggregate, millings, and mats were placed so removal does not damage utilities or permanent paving.
  • When the temporary route is no longer needed, schedule excavation, loading, haulage, soil replacement, and final grading rather than assuming the material will disappear with traffic.

The practical hierarchy is straightforward: gravel is the broadest low-cost temporary solution; millings are a conditional upgrade for a firmer surface; mats are a targeted tool for short, sectional access. Match the surface to water, slope, traffic, equipment, and the end-of-project restoration plan before ordering material.
