Windows Errors? Fix Them Before They Spread

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteDo not approve a higher cement bill merely because a market headline says prices have risen. First establish whether your contract permits an adjustment, how much cement is still required, and whether the supplier’s revised figure compares like with like. Then test competing delivered quotes and ask the project’s designer or engineer which cost controls are safe. A market increase by itself does not determine your legal entitlement, your contractor’s entitlement, or the actual effect on your budget.
Start by confirming what has actually changed
Cement prices are local, time-sensitive and specification-dependent. An index or news report can show a trend without proving the price applicable to your project, delivery location, grade, quantity or contract.

| United Kingdom, Department for Business and Trade, September 2026 commentary | Cement prices decreased 0.8% from August 2025 to August 2026. The all-work construction-material price index increased 6.4% over the same period. | Different construction inputs can move in opposite directions; this is not a quote for an individual project. |
| United Kingdom, GB production | Production fell 4.8%, from 7.3 million tonnes in 2024 to 6.9 million tonnes in 2025. | A production statistic does not establish your local availability, freight cost or supplier margin. |
| Malaysia, Department of Statistics, March 2026 | Year-on-year cement unit-price-index changes ranged from 0.5% to 5.9% across reported regions. The average Ordinary Portland cement price was RM25.55 per 50 kg bag, up 0.8% from February 2026. | Regional and month-to-month differences matter; the average is not a project-specific delivered price. |
UK statistical series can also be revised. The December 2025 publication said construction-material indices had resumed after a pause and were revised back to July 2020; use the latest tables when an index is part of a calculation. These examples establish variation, not a forecast for your country.

Read the contract before discussing a new price
Collect the controlling documents
Put the signed agreement, accepted estimate, bill of quantities, drawings, specifications, addenda, baseline supplier quotation, payment schedule and every approved change order in one file. Mark the cement type, grade, strength class, packaging, quantity, delivery point and any allowance for waste. Check whether the quoted amount was fixed, provisional, measured by actual quantity or subject to an adjustment formula.
Distinguish fixed-price and adjustable terms
A fixed-price clause may leave the contractor responsible for ordinary cost movements, subject to its exact wording and local law. An adjustable clause may cover only named materials, a defined index, a threshold and a stated period. Some contracts require written notice within a deadline, proof of purchase, an architect’s certification or an owner’s approval before payment. A supplier’s request that omits those requirements is not a completed contractual claim.
Check the calculation mechanics

Do not treat a government program in another jurisdiction as a general rule. India’s Ministry of Road Transport and Highways announced a limited mechanism for specified national-highway EPC and HAM projects. It changed the cement and other specified WPI reference period and allowed more frequent adjustment-payment release for the stated program. The government announcement said: “These measures will be applicable for a period of three months, from 1st April till 30th June 2026, or until further review based on the global economic situation.” That measure applied only to the named projects and period, not to ordinary private building contracts.

Demand an itemized explanation of the increase
Ask the contractor or supplier to respond in writing. A useful request asks for evidence rather than a percentage headline:
- State the original cement unit price, quotation date, validity period and commercial terms.
- State the proposed unit price, quotation date and expiry date.
- Show the quantity already delivered, the quantity still required and the measurement basis.
- Attach a dated supplier quotation, invoice or other contemporaneous evidence for the revised figure.
- Separate cement, freight, unloading, storage, taxes, waste allowance and any other changed input.
- Identify the exact contract clause, index, reference month, threshold, formula, notice and approval supporting the request.
- Explain whether the request includes a duplicated increase already covered by a delivery or tax adjustment.
Ask for equivalent technical specifications. A lower price for a different cement type, strength class, packaging or delivery condition is not a valid comparison until the responsible designer confirms compliance.
Calculate your remaining exposure instead of applying a headline percentage
Use the quantity still to be purchased
Calculate the direct change as:
remaining quantity × documented change in unit price

Add separately supported changes in freight, unloading or tax. Then show the result against the project’s total budget and the uncommitted contingency. Do not apply a cement percentage to the entire project unless the contract’s cost breakdown expressly supports that treatment.

Illustrative calculation
Suppose, for illustration only, that 15 tonnes remain and the documented unit increase is 20 currency units per tonne. The direct exposure is 300 currency units before any separately evidenced freight or tax change. If 5 tonnes have already been delivered at the original price, those tonnes are not re-priced unless the contract clearly allows it. Record quantities by delivery ticket, not by an unsupported estimate.
Test the timing and cash effect
Map when the remaining cement will be ordered, delivered and paid. A quote expiring in three days creates a different decision from a price valid for 30 days. Compare the proposed increase with available contingency, upcoming invoices and the cost of delaying work. A small unit change can still create a cash-flow problem if a large purchase lot is due immediately; a larger unit change may be manageable when little cement remains.
Compare suppliers on a delivered, equivalent basis
Obtain more than one current local quote where practical. Give each supplier the same specification, quantity, delivery address and required date. Record the terms in a common table:
Recommended Free Tools
| Comparison item | What to record | Why it matters |
|---|---|---|
| Specification and grade | Type, strength class, applicable standard and packaging | A cheaper non-equivalent product cannot be substituted automatically. |
| Quantity and unit | Tonnes, bags or other stated unit; minimum lot | Unit prices may change with volume or a minimum order. |
| Price date and validity | Quote date, expiry and conditions for renewal | A nominally low quote may expire before approval. |
| Delivery basis | Delivered or collection; destination and delivery date | An ex-works price can become higher after transport. |
| Freight and unloading | Included charges, waiting time, pumping or handling fees | Hidden logistics costs can erase a unit-price saving. |
| Taxes and other charges | Tax treatment, environmental charges and surcharges | Compare totals on the same tax basis. |
| Availability | Confirmed stock, allocation and lead time | A low price is not useful if it misses the pour date. |
| Payment terms | Deposit, credit period and payment milestones | Financing and cash-flow effects may outweigh a small saving. |
| Cancellation or return terms | Fees, unopened-bag returns and cancellation deadlines | Ordering early carries a risk if the program changes. |
Ask suppliers to identify whether the quote is for ordinary Portland cement, blended cement or another specified product. Have the contractor confirm that storage conditions, shelf life and batch certification meet the project requirements.

Look for savings that do not compromise the structure
Control waste and ordering
- Reconcile take-offs with pour records, delivery tickets and unused stock.
- Protect bags or bulk cement from moisture and contamination; damaged material becomes an avoidable cost.
- Order the smallest practical lot that meets lead-time and price requirements instead of accumulating excess stock.
- Coordinate deliveries with batching, placement and inspection so material does not sit on site or incur repeated handling.
Review sequencing and procurement timing
The contractor and designer can examine whether non-structural work, formwork, reinforcement or site preparation can be sequenced to postpone a purchase without extending the critical path. Conversely, locking a documented quote before expiry may be sensible when storage, cash flow and contract authority permit it. Record the effect on milestones, preliminaries and exposure to other price changes; a saving that causes a delay can cost more elsewhere.
Ask about compliant alternatives
Where local standards permit, the designer or engineer may assess an alternative cement type, supplementary cementitious material, approved mix design or different supply form. That assessment must consider specified strength, durability, setting time, heat of hydration, exposure class, testing, certification, curing and availability. Neither the owner nor the contractor should change cement specification, water-cement ratio or mix proportions by informal agreement. Obtain a written design approval and revise drawings, specifications, inspection requirements and the bill of quantities before ordering.
Negotiate the adjustment and record the decision
Possible commercial outcomes
Once the evidence is complete, the parties can agree a documented outcome: retain the original price under a fixed-price clause; adjust only the eligible quantity; share an evidenced increase under an escalation clause; accept a lower equivalent delivered quote; defer a purchase with an agreed validity extension; or approve a compliant alternative. The choice should follow the contract and verified cost, not a round-number percentage.
Put every accepted change in writing
A change order or amendment should state the cement specification, quantity, unit price, delivery and unloading terms, taxes, quote validity, delivery dates, payment milestone, storage responsibility and the clause or approval relied upon. State whether the adjustment replaces or supplements the original allowance and whether any future movement is excluded, capped or calculated by a named formula. Attach the supporting quote and revised quantity take-off. Do not authorize a verbal increase and attempt to reconstruct it at final account.

Protect the audit trail
Keep dated quotations, invoices, delivery tickets, index publications, notices, approvals, meeting minutes and payment records. If quantities change, issue a revised measurement rather than editing an old document. This evidence helps resolve a later disagreement over what was ordered, delivered, consumed or already paid.
What to do when the contractor will not substantiate the request
No documents or only a percentage demand
Reply that approval is pending the itemized quantity, price, terms and contractual basis. Continue undisputed payments under the contract, but do not sign a change order that lacks scope and calculation. Check notice deadlines so that requesting evidence does not accidentally waive a valid claim.
The quote expires before agreement
Ask the supplier for a written extension or a price-hold arrangement. If none is available, document the alternative quotes and the decision-maker’s approval before placing an order. Do not present an expired quote as proof of a current price.
The project is threatened with suspension
Review the contract’s notice, suspension, payment and termination provisions immediately. Ask for a recovery program showing the work affected, cement required, demobilization cost and restart time. Because rights differ by jurisdiction and contract wording, obtain advice from a local construction professional or lawyer before withholding payment, directing a substitute purchase or terminating the contractor.
When specialist advice is warranted
Use a quantity surveyor or construction cost professional when the remaining take-off, index formula, taxes or competing bids are difficult to reconcile. Ask the responsible designer or engineer to approve any material or mix change. Obtain local legal advice when the parties disagree about a fixed-price obligation, escalation entitlement, notice deadline, suspension, delay damages or payment withholding. The governing contract and jurisdiction—not a foreign index or a news article—control those rights.
