Alert the site supervisor, withdraw from the immediate area if there is instability, water, a suspicious object, fumes or any other danger, and call local emergency services if anyone is injured, trapped or in immediate danger.
The correct reporting route and any legal duties depend on the country, state or region, and local authority. A possible shelter may also be a confined space, an unstable excavation, a historic or archaeological feature, or a place containing unexploded ordnance. The visible entrance does not prove that it is structurally sound or safe to enter.

Immediate actions in the first minutes
- Stop ground-disturbing work. Halt excavation, drilling, piling, vehicle movements and other activity that could load, undermine or vibrate the area. Tell the site supervisor and warn workers, visitors and members of the public nearby.
- Keep people away. Establish a temporary no-go area from a safe position. Do not approach the opening to measure it, look inside, retrieve tools or move debris.
- Withdraw when conditions look dangerous. Leave the vicinity if the ground, walls or nearby structures appear unstable, if water is entering, if there is a smell or other sign of a hazardous atmosphere, or if an object could be ammunition. Do not send a colleague in to inspect or rescue someone.
- Call emergency services for an immediate emergency. Use the local emergency number for injury, entrapment, fire, collapse, suspected explosive danger or any situation requiring urgent assistance.
- Choose the appropriate reporting path. A suspected munition or unexploded ordnance goes to law enforcement or emergency services. A possible historic or archaeological feature goes to the relevant local heritage or planning authority. When the classification is uncertain, describe it as a possible shelter or unknown underground structure and ask the responding authority to route the report.
- Do not restart work on assumption. Before any excavation or entry-related activity resumes, a competent construction-safety professional must assess the ground, structure, services and confined-space hazards. A structural engineer may also be needed.
These are general first-response measures, not a substitute for local law, emergency procedures or an on-site competent assessment.
Why an apparently intact shelter is still hazardous
An uncovered shelter is an unknown excavation and potentially a confined space. Its roof may be undermined by the excavation, its walls may have lost support, and adjacent soil or buildings may be carrying loads that were not present when it was built. Water can weaken masonry and conceal voids. A route that looks open may narrow, collapse or contain an unprotected drop.

Atmospheric conditions cannot be judged from appearance. A closed or poorly ventilated underground space may contain oxygen-deficient air, toxic fumes or flammable gas. Work around it can also disturb contaminated soil, services or buried objects. A ladder, torch, gas detector or hard hat does not turn an unassessed space into a safe workplace; deciding whether testing, ventilation, shoring or entry is permissible requires a site-specific plan by competent people.
Decide which hazard path applies
| What has been observed | Immediate response | Report to | Boundary |
|---|---|---|---|
| Possible ammunition, shell, bomb, grenade or other suspicious object | Do not approach, touch, move, uncover or photograph it from close range. Withdraw and keep others away. | Law enforcement or emergency services, who can arrange qualified explosives-disposal assessment. | Do not set your own evacuation distance. Responders establish an exclusion area for the specific object and site. |
| Possible historic shelter, tunnel or archaeological remains without an apparent explosive object | Stop work, protect the location from disturbance and preserve what is exposed. | The local heritage, archaeology or planning authority, according to local procedure. | Do not enter, clean, remove artefacts or alter the feature while awaiting instructions. |
| Unclear discovery, instability, water, fumes or other immediate danger | Stop work, withdraw to a safe location and keep people clear. | Emergency services for immediate danger; then the site’s competent safety lead and the relevant authority. | Treat the structure as unsafe until qualified personnel identify the hazards. |
The two reporting paths can overlap. A historic site may contain wartime ordnance, and an object that looks harmless may still be dangerous. Describe exactly what was seen without declaring that it is a bunker, safe, contaminated or historic.
If a munition or unexploded ordnance may be present
Do not disturb the object or the material around it. Excavating farther, striking it with a tool, driving a machine nearby or attempting to carry it away can change the risk. Move people away using a route that does not bring them closer, stop ignition sources when this can be done without approaching the object, and follow the site’s emergency procedure.

Call law enforcement or emergency services and state that construction work has exposed a possible munition or unexploded ordnance. Give the site address, a safe access point for responders, what activity was taking place, whether anyone is injured, and whether there are buildings, roads, utilities or members of the public nearby. Do not improvise a stand-off distance. The safe area depends on the object, its condition, the surrounding ground and the site layout; official responders must establish it.
The U.S. Department of Defense 3Rs Explosives Safety Education Program explains why identification must be left to specialists: Only explosives safety experts, such as Explosive Ordnance Disposal or, in some cases, law enforcement Bomb Squad personnel can identify the subtle differences between munitions that pose and explosive hazard and those that do not.
That principle applies even when an object appears corroded, empty or familiar.
If the discovery may be historic or archaeological
Stop work in the immediate area and preserve the exposed feature. Do not remove bricks, timber, containers, fittings, documents or other objects, and do not enlarge the opening to make it easier to view. Keep machinery, spoil heaps and stored materials from loading the feature or covering evidence.

Contact the local heritage, archaeology or planning authority and report what was found, where it was found and how construction exposed it. Follow that authority’s instructions about protection, recording, inspection and any consent needed before work changes. Processes differ by jurisdiction. For example, Oxfordshire County Council’s archaeological planning guidance describes a local process for reporting suspected archaeology and waiting for authority advice; it is not a universal rule for other regions.

If there is any possibility of ordnance, treat that as an emergency-safety issue first. Heritage reporting does not replace explosives-disposal advice.
Control the site while help is arranged
The supervisor should account for workers and prevent well-meaning people from entering the area. Use the site’s existing barriers, signs and access controls from a safe position; do not approach the opening merely to install equipment. Keep plant, vehicles, cranes, materials and spoil away from the excavation where their loads or vibration could affect stability. Protect the public if the site borders a footpath, road or occupied building, using the site’s emergency arrangements and instructions from responders.

Record the time of discovery, the activity under way, who was present, visible dimensions from a safe location, water or ground movement, unusual smells, sounds, markings and any suspected object. Take photographs only from a safe distance and only if doing so does not delay emergency action or bring anyone closer. Preserve relevant plans, permits, utility information and machine-location records for the competent assessor and authorities.

A competent person should inspect the excavation and the surrounding work area under the applicable excavation and confined-space rules. The assessment should address:

- Underground services and voids: the location of utilities, connected tunnels, drains, wells and unrecorded cavities. Existing service plans must be checked and verified using the legally required process before further disturbance.
- Atmospheric and confined-space hazards: whether the space meets the local definition of a confined space, what hazards could be present, and what written precautions, permits, supervision and rescue arrangements would be required for any later work. The UK Health and Safety Executive’s confined-spaces guidance stresses risk assessment and precautions before work; U.S. construction sites may fall under OSHA’s 1926 Subpart AA requirements.
- Safe access and egress: whether workers can remain outside the space and complete the project another way. No one should enter until a competent plan establishes safe access, continuous control and a suitable emergency response.
- Water, contamination and environmental conditions: inflow, flooding, unstable wet ground, contaminated soil, fumes or other conditions that can change rapidly.
- Permits and authority conditions: excavation controls, confined-space permits, heritage consents, utility requirements, emergency-service instructions and any restrictions imposed by the owner or regulator.
OSHA’s excavation inspection procedures emphasize competent-person qualifications and identifying underground installations. UK HSE excavation guidance covers undermining structures and services, safe access and egress, hazardous fumes and competent-person inspections. These references illustrate the issues to evaluate; the law governing a particular site depends on its location.

What not to do
- Do not climb into the shelter, send a worker or rescuer inside, or conduct an informal inspection.
- Do not enter to ventilate, pump, shore, test the air, recover property or clear debris before qualified personnel approve a method.
- Do not touch, move, open, strike, wash or expose a suspected munition.
- Do not rely on a visible entrance, old photographs, a previous owner’s description or a lack of smell as proof of safety.
- Do not publish the location publicly if doing so could attract trespassers or interfere with an emergency response.
- Do not resume excavation because the opening has been barricaded. Physical protection and a competent assessment are separate requirements.
How to report the discovery clearly
A concise report helps the right authority respond. State:
- the exact site address, access route and a contact who can meet responders from a safe location;
- the date and time of discovery and the construction activity that exposed it;
- what is visible: opening, walls, roof, steps, water, movement, fumes, markings or objects;
- whether anyone is injured, trapped, missing or at immediate risk;
- what work, vehicles and utilities are operating nearby and what has already been stopped;
- which people have been kept clear and whether the public could approach; and
- the name of the site supervisor and the competent safety professional who will coordinate the next assessment.
Avoid speculative labels. “Possible underground shelter with a suspected metal object” is more useful and safer than “safe World War II bunker” or “definitely unexploded bomb.”
Country and locality determine the legal process
There is no single international reporting form, exclusion distance or permit that applies to every construction discovery. In the United States, OSHA excavation and confined-space requirements, state or local building rules and emergency-service procedures may apply. In the United Kingdom, HSE guidance, local planning or heritage requirements and the site’s own arrangements may govern. Other countries have their own excavation, explosives, heritage and confined-space authorities.
Use the emergency number and regulator named in the site’s project plan, contract documents or local law. If the project crosses a boundary or the owner is unsure which authority has jurisdiction, emergency services can direct an urgent hazard report, while the local planning or heritage office can direct a non-emergency historic-discovery report.
When construction can restart
Restart only after the responsible site process and relevant authorities allow it, and after competent personnel have documented controls for the excavation, nearby structures, services, atmosphere, access, rescue and any heritage or explosives restrictions. The approved method may require redesigning the excavation, preserving the shelter, specialist removal, monitoring or abandoning that part of the work. Until that decision is recorded, the safest and legally defensible position is to keep the area isolated and leave the unknown structure undisturbed.
