If a nearby building is evacuated during construction, follow instructions issued for your own building or area by local authorities and on-scene officials. The evacuation alone does not automatically mean you should leave, and it does not mean you should stay: the right action depends on the hazard and official directions. Keep away from the site and emergency responders, and contact emergency services if there is immediate danger.
How to decide whether to evacuate or shelter
Check for instructions through local emergency alerts, communications from your building, and emergency personnel. Use official local public-safety channels for updates. A notice directed to the construction site or another building may not apply in the same way to yours.

Evacuation and sheltering in place can both be appropriate, depending on the incident. OSHA’s general emergency guidance says to comply promptly if authorities instruct you to evacuate or seek medical treatment; it also notes that some emergencies make remaining indoors the safer option. These are general preparedness resources, not a hazard assessment or site-specific order for neighboring residents.
- If told to evacuate: Leave promptly by a safe route away from the hazard. Do not delay to collect belongings.
- If told to shelter: Remain indoors and follow the directions given for your building or area.
- If no instruction is clear: Check official updates and contact the local authority responsible for the incident. If you face immediate danger or need urgent medical help, contact emergency services.
OSHA explains the need to follow incident instructions in its Emergency Preparedness and Response: Getting Started guidance and its Shelter-in-Place guidance.

What to do while the response is underway
- Stay out of any closed or evacuated site; do not approach to watch, film, or investigate.
- Keep streets, entrances, and emergency-vehicle routes clear so responders can reach the site.
- If you know of an immediate hazard or someone at risk, contact emergency services. Give the location and what you know, without entering the affected area to verify it.
- Continue checking official updates. Do not return to an evacuated area or building until an official source says it is safe; visible activity stopping or an unverified message is not an all-clear.
The local authority responsible for the incident—such as emergency management, fire, police, or a building authority—can provide instructions and updates. The process and alert channels vary by location; there is no universal evacuation boundary or re-entry rule for every construction incident.
Help people with additional needs follow instructions
If a child, older adult, disabled person, or someone who needs language assistance is with you, help them follow the same official directions and seek available assistance from building staff or responders. Evacuation routes and assistance options depend on the building and the incident, so do not assume a particular route is accessible or safe. OSHA’s Evacuation Elements guidance identifies assistance for people with disabilities and people who do not speak English as planning considerations.

Prepare before an emergency
When there is no active emergency, learn how your building communicates alerts and where to find local public-safety updates. For a shelter-in-place plan, OSHA lists examples of supplies including a battery-powered radio, flashlight, spare batteries, first-aid supplies, and water. These are preparedness items—not a reason to delay leaving when officials order an evacuation.
