How do I spot warning signs of structural instability in a building? Look for visible sagging, leaning or bulging, new or worsening cracks, missing supports, damaged structural members, separation at connections, and unusual shifting sounds. If you see serious or rapidly changing distress, leave or stay out, keep others away, and contact local authorities or a qualified structural professional. A visual check cannot establish that a building is safe.
What to do first if a building looks unstable
Do not go inside to investigate, climb onto the roof, or approach a potentially falling area to get a closer look. If you are inside and notice significant distress, leave if you can do so safely. From outside, keep people clear and follow local emergency instructions. The U.S. Environmental Protection Agency advises people returning to flood-affected homes to assume a building is unsafe when listed warning signs are present and not to enter until a qualified professional verifies it; the Centers for Disease Control and Prevention likewise says not to enter an earthquake-damaged building until local authorities say it is safe.

- After an earthquake: Inspect only from a safe position. The CDC identifies foundation cracks and missing support beams as examples of structural damage that may require relocation; leave if you hear shifting or unusual noises. CDC: Safety Guidelines: After an Earthquake.
- After heavy snow or a snow event: A combination of roof distress signs warrants evacuation and contact with a local building authority or qualified design professional. Do not climb onto the roof to inspect it. FEMA Snow Load Safety Guidance.
- If another immediate hazard is present: Prioritize emergency services and local authority directions in the event of fire, suspected gas leak, floodwater, or downed wires. If you suspect a gas leak, the CDC warns against using switches or ignition sources.
Warning signs to notice from a safe position
Describe what you can see without entering or touching damaged areas. A single sign does not reveal the cause or prove that a building is unsafe, but deformation, fresh damage, movement, or failed supports—especially in combination—deserve prompt attention.

Roof, ceiling, and floors
- A roof line or roof area that visibly sags, or roof members that appear bowed.
- A sagging ceiling, ceiling components falling out, or floors that appear to have shifted or dipped.
- Severe roof leaks or water visibly collecting where a low-slope roof should drain.
FEMA lists sagging roof members and ceilings, bowed truss chords or webs, roof leaks, and water accumulation at nondrainage locations as warnings of possible snow-load overstress. That guidance concerns snow loading specifically; it is not a general test for every roof problem.

Walls, supports, and alignment
- A wall that bows, bulges, or appears to lean; or a story that looks noticeably out of plumb.
- A missing support column or other visibly absent support.
- A building that appears shifted relative to its foundation, or walls that look racked or severely distorted.
- A basement wall, crawl space, or pier that appears to be leaning.
EPA names walls that are not straight, missing support columns, and leaning basement walls, crawl spaces, or piers in its flood-return guidance. FEMA post-disaster materials also describe significant leaning, severely damaged primary structural members, racked walls, and a residence offset from its foundation as serious conditions. See EPA: Coming Home and FEMA P-2055: Post-disaster Building Safety Evaluation Guidance.
Cracks and damaged materials
Pay attention to new or worsening cracks in exterior walls, foundations, concrete, masonry, or structural members, especially when they appear alongside leaning, sagging, separation, or other movement. Other damage worth reporting includes concrete or masonry cracking or spalling, exposed or damaged reinforcement, damaged steel connections, and split or fractured wood members or connections. FEMA’s post-earthquake repair guidance discusses these as examples of structural damage: FEMA P-2335: Guidelines for Post-Earthquake Repair and Retrofit of Buildings (April 2025).

A crack’s appearance alone cannot establish its cause or severity. The sources cited here do not establish a universal crack-width rule for deciding whether a building is safe.

- Visible separation between attached parts of a building, or movement at a connection.
- Fresh damage or a changed position after an earthquake, flood, impact, or other event.
- Shifting, cracking, or other unusual sounds associated with visible distress.
After an earthquake, the CDC treats shifting or unusual noises as a reason to leave because they could indicate that a building is about to fall. Connections matter because loads travel through connected roof, wall, floor, and foundation assemblies; the U.S. Department of Energy’s Building America Solution Center explains that a failed connection can contribute to progressive failure if other members cannot carry the load. See DOE Building America Solution Center: Continuous Load Path Provided with Connections from the Roof through the Wall to the Foundation.

Why one clue cannot certify a building as safe
Structural condition depends on the building’s type, how loads are carried, the connections between parts, the history of damage, and the pattern and movement of the damage. Some serious problems are not clear from a casual view; a photograph, level reading, phone app, or one crack cannot certify safety. Professional post-disaster evaluations can involve mapped damage, inspection procedures, labeled photographs, analysis, and monitoring or repair plans. FEMA’s guidance for post-disaster building safety evaluations describes this professional context: FEMA P-2055.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to report what you see and get help
- Stay clear. Do not enter, climb, touch damaged structural elements, or put yourself beneath a visibly distressed roof, wall, or other area.
- Contact the appropriate local help. For immediate danger, follow local emergency instructions and contact emergency services or the relevant local authority. For a building assessment, seek a qualified structural professional familiar with the building type and the apparent hazard.
- Give a concise, factual description. Report where the damage is, what appears new or changed, when you noticed the change, and any recent event such as an earthquake, flooding, or heavy snow. Share photographs only if they were taken from a safe position.
- Wait for an authorized assessment. Follow directions from local authorities and the qualified professional about staying away, relocation, re-entry, or further inspection. Do not rely on your own visual check to clear the building.
When choosing a professional, ask about relevant local licensure or registration, experience with the building type and apparent hazard, the written scope of work, whether the assessment is visual or requires further investigation, timing, and coordination with the local authority. Requirements vary by jurisdiction; New York City, for example, publishes its own guidance for structurally compromised buildings at NYC Department of Buildings: Structurally Compromised Buildings.
