If you are told that your building’s cladding system is unsafe, contact the building owner, manager or landlord immediately, ask for the professional assessment and current fire-safety arrangements, and follow the building’s latest evacuation instructions. An unsafe-cladding finding does not, by itself, prove that every resident must leave; the responsible person’s risk assessment and any directions from the fire and rescue service determine what happens next.
This guide applies to buildings in England. Scotland, Wales, Northern Ireland and other countries have different regulators, reporting routes and funding rules.

What to do first
Take these steps in order. Keep communications factual and written where possible.
- Ask the owner or manager for building-specific facts. Find out whether the external wall has been assessed, what system or materials were identified, what the fire-risk assessment recommends, which interim measures are operating, what permanent work is required and when it is expected to start. England’s resident guidance says owners and managers should explain whether checks took place, the work needed, how it will be delivered and the expected timing. You can read that guidance at Cladding and other fire safety works – information for residents.
- Obtain and follow the current fire procedure. Confirm how residents will be alerted, whether the evacuation strategy has changed and where to assemble, if an assembly point is used. Remediation can alter routes, doors or alarms, so use the latest notice rather than an old handbook. Follow any direct instruction from firefighters or other emergency services.
- Report urgent safety problems. Tell the responsible person about missing or contradictory instructions, inaccessible exits, defective alarms, propped-open fire doors, access problems or a resident’s support need. The owner or manager should explain how urgent reports are handled outside office hours.
- Record what happens. Keep notices, letters, inspection summaries, photographs of posted information, emails and the dates of calls. Note who answered, what was promised and by when. A contemporaneous record helps if you later need advice, enforcement or a leaseholder remedy.
- Use emergency services for an emergency. If there is fire, smoke or immediate danger, call 999 and follow the fire and rescue service’s directions. Do not wait for a cladding investigation or attempt to inspect the façade yourself.
Do not drill, remove panels, apply coatings or arrange an informal repair. External-wall fire performance depends on the complete system, including cavities, fixings, insulation, cavity barriers, windows and interfaces. Altering one element can hide evidence or create a new hazard.

What an “unsafe cladding” finding actually establishes
The phrase is a warning that a building-specific assessment has identified a life-safety concern; it is not a specification for the repair. A competent fire-safety professional must consider the wall build-up, height and layout of the building, combustibility, cavity barriers, openings, fire strategy, evacuation arrangements and the condition of components.
Depending on that assessment, the proportionate response may include removal and replacement of some or all of the cladding, repairs to cavity barriers or compartmentation, changes to fire-stopping, or another engineered mitigation. England’s regulator guidance says building owners should act on the recommendations of an appropriate fire-safety assessment rather than choosing a remedy from the material label alone. The enforcement context is set out in Remediation enforcement: guidance for regulators (published 2 December 2024 and updated 4 June 2026).
Why a label cannot answer the evacuation question
Risk depends on the whole building and the controls in place. Two buildings with similar panels can require different actions because their construction, compartmentation, detection, access and evacuation strategies differ. Ask for the conclusion of the assessment and the reasoning behind the interim plan, not merely the product name.
Do residents have to leave?
Not automatically. The building’s responsible person must decide whether existing protection is adequate, whether temporary measures are required and whether anyone must relocate. Follow the written building procedure and any instruction from emergency services; do not substitute internet advice or a domestic alarm for that decision.
Interim measures while work is pending
Temporary arrangements are intended to reduce risk until permanent work is completed. The resident guide identifies measures that may be used in some circumstances, including temporary alarms, additional fire wardens and a changed evacuation arrangement. They are examples, not a universal checklist or a guarantee that any one measure is sufficient. Ask:

Some residents may need to leave temporarily during construction or because the building cannot be made acceptably safe with interim controls. Request the decision, timescale and support arrangements in writing. If you are told to evacuate, leave as directed; do not re-enter until authorised.
Who is responsible for fixing the building?
Responsibility is normally divided as follows, although the legal entity differs between developments.
| Party | Typical responsibility | What residents should expect |
|---|---|---|
| Owner or responsible entity | Arrange assessment, implement appropriate safety measures, commission and manage remediation, and communicate with residents. | A named contact, clear notices, access arrangements, programme milestones and an explanation of interim safety controls. |
| Landlord, freeholder, management company, right-to-manage company, housing association or council | May be the owner or the party managing common parts and the structure, depending on the tenure and contract. | Clarification of which organisation holds each duty and how complaints are escalated. |
| Fire-safety professionals and designers | Assess risk and recommend a suitable, proportionate response; design and verify the work. | Professional reports and a rationale for the chosen scope, subject to appropriate confidentiality and legal limits. |
| Contractors and building-control or regulatory bodies | Deliver, inspect or enforce work within their respective functions. | Information about access, disruptive activities, inspections and any required notices. |
| Residents and leaseholders | Follow current instructions, report hazards, permit reasonable access and seek advice when information or action is inadequate. | Routes to raise concerns and reasonable notice of visits or decanting, subject to emergencies. |
The owner leads building-level remediation. Residents should not diagnose the wall or specify a replacement product themselves.
If the owner is not telling you what is happening
Start with the owner, manager or people working on site, because they hold the building information and can correct an immediate communication failure. Make a specific written request covering the assessment date, findings, interim measures, evacuation instructions, proposed scope, programme, funding route and the person responsible for updates. Give a reasonable response deadline that reflects the risk and keep your record.
If the response is missing or work is stalled, use the current England government resident advice route. The guide Fire safety in flats in England: a guide for residents explains what residents can do when a building has fire-safety problems. Leaseholders can also seek independent guidance from LEASE. Depending on the building and defect, a remediation order may be available to require an owner to address major fire-safety problems such as cladding.

Regulatory jurisdiction depends on the building’s type, height and the issue being addressed. A local authority, fire and rescue authority or the Building Safety Regulator may have a role; one body will not necessarily handle every complaint. Ask the government advice service which route fits your building rather than sending the same report indiscriminately.
How a safe remediation programme should develop
A credible programme links the technical decision to resident protection and a deliverable construction plan.
- Evidence and assessment: specialists identify the wall build-up, test or inspect relevant components, review drawings and consider fire spread, compartmentation and evacuation.
- Risk-control decision: the owner records the recommended permanent solution and any interim measures, including who monitors them and how often they are reviewed.
- Design and approvals: the project team develops details for replacement, fire-stopping, interfaces and weathering, and obtains the approvals required for the building.
- Funding and procurement: the legally responsible party establishes the funding route, appoints competent designers and contractors and sets quality-assurance hold points.
- Resident planning: the team explains scaffolding, noise, dust, access restrictions, parking or balcony closures, inspections, security and any need for temporary relocation.
- Construction and verification: work is sequenced to preserve fire protection, protect occupied areas and verify concealed elements before they are closed up. Completion information should identify what was installed and how it was checked.
Ask for milestones rather than a single optimistic completion date: assessment accepted, design complete, funding approved, contractor appointed, enabling works, main installation, inspection and handover. A delay should come with its cause, revised date, interim-control review and a named decision-maker.

There is no universal answer. Protections and funding depend on facts such as whether you are a qualifying leaseholder, the building’s status, the relationship between owner and developer and the scheme or legal route that applies. Do not assume that every resident pays, that every project is free or that a particular grant is available.

The government’s Cladding remediation guidance describes England’s protections and routes. The Cladding Safety Scheme overview, updated 10 July 2026, says the scheme addresses life-safety fire risks associated with cladding on residential buildings in England. Applications are made through the Building Remediation Hub by the person or organisation legally responsible for the building’s external repairs, or its representative.

Residents can ask the owner whether an application has been submitted, which building and cladding scope it covers, whether further information has been requested and what milestone or timetable currently applies. Those questions do not determine eligibility; the scheme administrator and the legal guidance do.
Practical issues during construction
Access and resident safety
Agree how contractors will enter homes, how appointments are confirmed, how keys are controlled and how residents can report damage or a blocked route. Scaffolding, hoardings and temporary doors must not undermine the fire strategy. Ask who checks escape routes each day and how residents are warned about changes.
People who need additional support
Tell the owner about mobility, sensory, medical or communication needs early. The plan should explain alarm notification, assisted evacuation arrangements where applicable, accessible routes and how a temporary move would be supported. Share only information necessary for the safety arrangement and ask how it will be protected.

Quality and handover
Cladding replacement is more than changing visible panels. Interfaces around windows, balconies, roofs, cavities, fire-stopping and penetrations require controlled details and inspection. Request confirmation that the completed work has been inspected and that residents will receive updated fire instructions and contact information.
What not to rely on
- Do not buy a consumer smoke alarm as a substitute for the building plan. A temporary alarm system may be specified for the building, but the resident guide does not establish that an individual domestic alarm meets the building’s needs or addresses cladding risk.
- Do not install extinguishers, escape ladders, protective equipment or materials as a cladding solution. These products cannot correct defects in an external-wall system.
- Do not remove panels or seal cavities yourself. Unauthorised work can worsen fire spread, invalidate evidence and expose you to falls or other construction hazards.
- Do not ignore changing notices. Remediation can change routes and evacuation arrangements; use the latest verified instruction.
A concise resident checklist
- Named owner or manager and out-of-hours contact.
- Date and scope of the external-wall assessment.
- Written interim fire and evacuation arrangements.
- Recommended permanent scope and professional author.
- Programme milestones, access requirements and disruption controls.
- Funding or remediation-scheme route and current application status.
- Method for reporting urgent hazards and requesting support.
- Copies of notices, correspondence and dated follow-ups.
Unsafe cladding is a building-management and construction problem requiring competent assessment, controlled interim protection and properly verified remediation. Residents’ safest role is to obtain the building-specific facts, follow current instructions and use the appropriate England advice or enforcement route when the responsible parties do not act.
