What to Consider Before Remodeling or Relocating a Staircase

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Whether you should keep, rebuild or relocate a staircase depends first on feasibility, not appearance. Document the existing stair and surrounding structure, check your local land-use, permit and code requirements, compare workable layouts, then obtain comparable estimates from qualified local professionals. A move that appears to free floor area can instead trigger a new opening, structural reinforcement, egress changes, finish repairs and a larger permit package.

Portland and Oregon examples in this guide illustrate the questions to ask; they are jurisdiction-specific and are not universal U.S. requirements. Your authority having jurisdiction (AHJ) determines which rules apply to your property, project date and building type.

Begin with a feasibility sequence

Do not demolish the existing flight or order materials until these five checks are complete. Each step can change the preferred layout or the project scope.

  1. Record existing conditions. Measure the stair, opening, floor-to-floor height, landings, headroom, doors, walls and visible framing.
  2. Confirm land-use and permits. Ask the local building department whether the work is repair, replacement, alteration, relocation or a change to habitable space.
  3. Test complete stair geometry. Check rise, run, width, landings, handrails, guards, headroom and dimensional consistency as one system.
  4. Compare realistic alternatives. Evaluate retaining the stair, rebuilding in the same opening and relocating it against the same set of practical criteria.
  5. Get comparable local quotes. Give each bidder the same drawings, measurements and scope so totals can be compared rather than guessed from generic cost-per-step figures.

Document the existing staircase and surrounding space

Measure the stair itself

Record the floor-to-floor rise, number of risers, individual riser heights, tread depths, stair width, landing dimensions and the length of the flight. Measure headroom along the usable walking line, noting beams, ductwork, pipes, soffits or low ceilings. Photograph connections, stringers, posts, handrails, guards and the underside before finishes conceal them.

Map the opening and circulation

Draw the stair opening on both floors and mark adjacent rooms, doors, windows, closets, plumbing lines, mechanical equipment and likely traffic paths. Show every door swing; a relocated landing that collides with a door can erase the apparent space gain. Note whether the stair runs parallel or perpendicular to floor joists and where bearing walls or beams are located.

Prepare information a permit reviewer can use

Portland’s residential stair application guidance calls for dimensioned plans and stair details such as risers, stringers, treads, headroom, rails and foundations when applicable. Use that as a completeness check even if you live elsewhere, then confirm your AHJ’s exact submittal list. See Portland’s Stairs Residential Building Permits guidance.

Check land-use, permits and code before demolition

Ask the AHJ about the exact scope

Portland states that a permit is required to build, replace or change stairs at one- or two-family homes. Oregon’s Building Codes Division advises addressing local land-use requirements first and contacting local authorities early about permits. Those statements do not make every stair project in every jurisdiction permit-required in the same way; your city or county, adopted code edition and project description control. Start with Oregon’s residential building permit guidance and your local building department.

Expect drawings for more than the new flight

A relocation may require plans showing affected walls, doors, framing, sections, stair dimensions, guards, handrails and foundations where relevant. Moving a wall, cutting a new floor opening or changing an exit path can create separate structural or egress reviews. Request the complete checklist before paying for final drawings.

Use Portland dimensions only as a local example

Portland publishes examples for many new residential stairs: 36-inch minimum width, an 8-inch maximum standard riser, a 9-inch minimum tread depth excluding nosing, 6 feet 8 inches of minimum headroom, landing provisions and handrail rules. Exceptions exist, and the applicable rule can differ for existing buildings. These figures are not national defaults.

Check the geometry as one system

A stair can fail even when one measurement looks acceptable. Verify all of the following together:

  • Rise and run: Calculate the total floor-to-floor rise and divide it into equal risers and treads; do not design around a single “comfortable” step.
  • Width: Confirm required clear width after handrails, trim and projections are accounted for.
  • Headroom: Trace the required clearance over the entire walking path, including at landings.
  • Landings: Check landing size, direction changes and door interference at the top and bottom.
  • Handrails and guards: Identify where each is required and how posts and returns attach to framing.
  • Uniformity: Keep every riser and tread consistent; small variations are trip hazards.

The 2025 Oregon Structural Specialty Code, Section 1011.5.4, states that treads and risers must be uniform and that the difference between the largest and smallest riser height or tread depth in a flight may not exceed 3/8 inch (9.5 mm) under that code edition and jurisdiction. Confirm whether that code applies to your house; do not combine it automatically with Portland’s residential guidance.

Understand the difference between new and existing stairs

Existing stairs serving newly habitable space may be treated differently from a completely new stair. Portland’s Building Code Guide 96-12: Habitable Spaces describes an existing-stair context with examples including 30-inch minimum width, 6 feet 2 inches minimum headroom, 9-inch minimum tread run and a 9-inch maximum riser height. It separately discusses rebuilding in the same opening and cases where another compliant route may be relevant.

Do not merge those existing-stair figures with Portland’s new-stair figures into one standard. Ask the reviewer which provision applies when a basement, attic or other area becomes habitable.

Compare the three practical options

Option Potential advantages Questions and likely scope
Retain with limited repairs Least demolition and disruption; preserves the current opening and circulation. Can the stair, rails, guards, headroom and structure meet the requirements for the finished space? Are repairs limited to treads, finishes or handrails?
Rebuild in the same opening Allows corrected geometry and new components without moving the main location. Will the opening, landings, framing, walls and finishes need reconstruction? Does rebuilding trigger a different code treatment?
Relocate May improve room zoning, circulation, daylight or usable floor area. Where will the new opening, landings and exit path go? What walls, joists, beams, utilities, foundations, ceilings and finishes must change?

For each option, compare code and permit feasibility, usable floor area, circulation and door conflicts, headroom and comfort, structural alterations, egress, utility and finish impacts, disruption and the total local quote. A relocation is only a space improvement if the new route works on both floors without creating worse conflicts.

Assess structure and egress before choosing a location

Floor framing and openings

Cutting a new stair opening can interrupt joists and require headers, trimmers, posts or beam work. A moved stair may also remove support from a wall or require a new bearing point. Have the actual framing inspected and documented; a floor plan alone cannot establish load paths.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Walls, utilities and foundations

Trace plumbing, heating, electrical and ventilation before opening floors or walls. A stair near a foundation wall, crawlspace or basement may involve concrete work, moisture protection or footing questions. Oregon’s permit guidance identifies moving walls and work affecting egress among permit-related considerations, so include those items in the initial conversation rather than treating them as surprises.

Egress and emergency movement

Changing the stair can alter the path occupants use to leave the home. Verify the route from each served level, door clearances, landing locations and any required alternative exit. Do not assume that a visually open plan is an acceptable egress path.

Will moving the stairs make the room more usable?

Test the proposed layout at full scale on paper or with temporary tape. Place furniture at realistic sizes, swing doors through their full arcs and reserve circulation space at landings. Count the area consumed by the stair, not just the rectangle beneath it: include handrails, guards, wall thickness, headroom zones and the turning space at each end.

Ask whether the move improves a specific problem—blocked kitchen circulation, a dark entry, a divided living room or poor basement access. If it only shifts congestion to a landing or narrows a hallway, rebuilding in place may deliver more usable space with less structural work.

Compare scope, not a generic price per step

The reviewed permit and code sources do not establish defensible current homeowner price ranges for retaining, rebuilding or relocating a staircase. Costs vary with structure, finishes, access, region and required professionals. Obtain at least comparable local proposals and ask each contractor to state exclusions, allowances, schedule assumptions and who is responsible for revisions requested by the building department.

Confirm qualifications and responsibility

Use a locally licensed remodeling contractor and, when required, a qualified design or structural professional. Verify current credential rules, insurance and permit responsibility in your jurisdiction. In Portland, the city offers a free 15-minute appointment with a building-code or engineering reviewer, which can clarify requirements before design is finalized.

Can existing basement stairs stay when finishing the basement?

Sometimes, but finishing the basement can change the stair’s regulatory context. Determine whether the basement becomes habitable, whether the existing stair is the required route, and whether another compliant egress route is proposed. Portland’s habitable-space guide distinguishes existing stairs, rebuilding in the same opening and providing another compliant route in certain basement-conversion situations. Have the AHJ review the specific plan before enclosing walls or removing finishes.

Consider accessibility only when the project is covered

The U.S. Access Board’s Chapter 5: Stairways guide addresses covered facilities and alteration requirements. It notes that accessible vertical routes can be implicated in some alterations, subject to scoping and exceptions. ADA stair provisions do not automatically apply to every private home. Establish whether the property, occupancy and alteration are covered, and ask your AHJ what accessibility rules apply.

Build safety into the design and construction plan

The U.S. Consumer Product Safety Commission’s Guidelines for Stair Safety states: “Whether constructing new stairs or retrofitting existing ones, the assemblies and components should withstand the combined effects of loads applied by the users, including impact loads imparted by falling persons.” This older document is a general safety principle, not a current code rule; the PDF is available from GovInfo.

Before work starts, agree on temporary barriers, safe access between floors, dust control, protection for occupied rooms, inspection hold points and what happens if concealed framing differs from the drawings. Never leave an open shaft or incomplete stair accessible to household members without a secure temporary system.

Decision checklist

  • Have you measured floor-to-floor rise, risers, treads, width, landings and headroom?
  • Have you mapped door swings, walls, joist direction, beams, utilities and the proposed circulation path?
  • Has your AHJ confirmed land-use, permit, code edition and submittal requirements?
  • Has a qualified professional reviewed any new opening, moved wall, beam, foundation or egress change?
  • Did you test retain, same-opening rebuild and relocation layouts with realistic furniture and door swings?
  • Do comparable quotes list design, structural, permit, demolition, finish, utility and cleanup scope separately?
  • Have you confirmed whether an existing basement or attic stair serves newly habitable space?
  • Is the property or alteration subject to accessibility requirements beyond ordinary residential stair rules?

If any answer is “no,” the project is still in the feasibility stage. Complete those checks before demolition or committing to a staircase location.
