Inspect amenities as shared assets with continuing operating and replacement costs—not as free extras.
Condo terminology, disclosure rights, reserve rules, and document names differ by jurisdiction. Treat the building’s own records and local law as controlling, and use the checklist below to identify questions for the association, seller, lawyer, or qualified condo-document reviewer.

Start with the total cost of ownership
A low monthly fee does not necessarily mean a low-cost building. Calculate the predictable annual cost of owning the unit by adding the association charge, separately billed utilities, parking or storage charges, insurance costs that owners pay individually, and any recurring amenity or service fees. Keep one-time assessments and likely fee increases in a separate risk category rather than averaging them into today’s payment.

Association fees commonly fund shared building operations, services, maintenance, and contributions to reserves. Depending on the declaration and budget, they may pay for cleaning, management, landscaping, elevators, building systems, common-area utilities, insurance for common property, and repairs. A fee may exclude some utilities, parking, storage, concierge services, or in-unit maintenance.

- Ask whether fees are monthly, quarterly, or annual and whether payment dates or late charges apply.
- Review the history of increases and the reasons given for each change.
Understand each unit’s share
The declaration or equivalent governing document normally sets how common expenses are allocated. Ontario Condominium Authority guidance, for example, explains that the percentage can vary by unit size. Other jurisdictions may use a different formula. Do not assume two units with similar floor areas have identical obligations: parking, limited common elements, commercial portions, or separate phases can change the calculation.
Owners can owe costs for common elements they rarely or never use. The Ontario authority puts the point plainly: “Owners must pay for the common elements, regardless of whether you use them or not.” Rules may still limit access, guests, booking, pets, hours, or commercial use.
Read the financial statements for stress signals
Budgets show what the board expects to spend; financial statements show what actually happened. Read both together. Look for recurring operating deficits, unusually optimistic income assumptions, unpaid owner accounts, vendor liabilities, credit balances, reserve transfers that were budgeted but not made, and debt or lines of credit.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteQuestions to put to the association
- Has the board approved a fee increase for the next period?
- Are any owners seriously behind on payments, and is collection action underway?
- Does the association have loans, credit facilities, deferred vendor invoices, or payment plans?
- Have insurance premiums, deductibles, utilities, or service contracts risen materially?
- Have extra charges, special levies, or borrowing been approved, proposed, or discussed?
Consumer Affairs Victoria’s apartment-buyer checklist prompts buyers to ask about annual fees, special levies, debts, financial statements, maintenance funds, borrowing, liabilities, insurance, proposed works, contracts affecting common property, and legal claims. That checklist was last updated in 2021, so confirm the current procedure and terminology in your location.
How to tell whether reserves are adequate
A reserve balance has meaning only when compared with the building’s obligations. A reserve study estimates when major common components may need repair or replacement, the expected cost, the amount already saved, and the contributions needed over time. Request the complete study, not only a cover-page balance.

Check the study’s assumptions
- Component inventory: Confirm that the study lists the roofs, structure, plumbing, electrical systems, waterproofing, windows, doors, elevators, mechanical equipment, paving, and other assets the association must maintain.
- Remaining useful life: Compare projected replacement dates with the age and visible condition of each component.
- Cost estimates: Check the inflation assumptions, inspection date, location, scope, and whether estimates include design, permits, access, temporary protection, and contingencies.
- Funding schedule: Identify the recommended annual contribution and compare it with the budget’s actual reserve transfer.
- Updates: Ask when the study was prepared, whether construction or engineering findings have changed it, and whether the board has adopted an updated plan.
There is no official universal reserve percentage or account balance that proves a condominium is healthy. A newer, smaller building can require less cash today than an older building with an expensive façade, elevators, garage, or aging roof. Judge the balance against component timing, condition, cost, and the contribution schedule.
Use component-level questions
| Study item | What to verify |
|---|---|
| Roof and waterproofing | Last replacement, expected remaining life, leak history, and whether membrane or drainage work is funded. |
| Structure and exterior | Inspection findings, concrete or façade repairs, balconies, painting, and access costs. |
| Elevators and mechanical systems | Modernization plans, service contracts, outages, and major equipment replacement timing. |
| Plumbing and electrical | Material type, failure history, code-driven upgrades, and whole-building replacement assumptions. |
| Windows and exterior doors | Association-versus-owner responsibility, performance problems, and replacement sequencing. |
| Garage, paving, and site work | Drainage, waterproofing, resurfacing, structural repairs, and funding responsibility. |
Recognize an old or missing study as a risk signal
Hawaii’s state buyer pamphlet warns that an old or absent reserve study can indicate that major repairs are approaching without funds set aside, potentially producing special assessments. It also notes that newly built condominiums may not yet have accumulated large reserves. Neither point is a verdict by itself: ask how the association is planning and funding the work.

Associations can raise regular fees and, where permitted by their governing documents and local law, impose a one-time special assessment. Ontario guidance describes special assessments as a possible response to an operating shortfall, unforeseen repairs, or a court loss. Other jurisdictions use different names and approval rules.
Trace every project from discussion to payment
- Read recent board and annual-meeting minutes for leaks, engineering reports, safety concerns, bids, and owner complaints.
- Match each approved or discussed project to the reserve study and current reserve balance.
- Check whether a contract has been signed, a permit obtained, or an assessment notice issued.
- Ask how cost overruns, change orders, deductibles, and temporary relocation would be funded.
- Review loans for principal, interest rate, maturity, security, and the fee or assessment stream used for repayment.
Unfunded work can become a fee increase, special assessment, loan, or combination of all three. A building with a larger reserve account can still be exposed if a major project is imminent and the study’s estimate is understated.
Evaluate amenities as shared financial obligations
List the amenities that matter to you—such as a pool, gym, garage, elevator, lobby, roof terrace, recreation room, or guest suite—and verify their practical and financial terms.

For each amenity, confirm
- Whether it is common property, a limited common element, or controlled by another phase or entity.
- Who may use it, including tenants, guests, commercial occupants, and residents of other buildings.
- Booking, time, age, noise, pet, safety, and guest restrictions.
- Additional user charges, key or access fees, and whether fees can change.
- Cleaning, staffing, utilities, insurance, inspection, and repair responsibilities.
- Planned replacement, modernization, closure, or major maintenance.
A pool can require mechanical servicing and resurfacing; a garage can require waterproofing, ventilation, or structural work; elevators can demand modernization; and a gym or lobby can need equipment and finish replacement. These obligations affect both operating budgets and reserves even if you will not use the facility.

Jurisdiction-specific examples
For an Ontario resale, the Condominium Authority recommends obtaining a status certificate. It can include the corporation’s budget, reserve-fund information, and legal issues. The declaration, bylaws, and rules help establish fee allocation, responsibility boundaries, governance, and permitted use. Ontario deadlines, contents, and fees are local requirements and should be confirmed for the specific transaction.
Florida’s Department of Business and Professional Regulation describes a reserve study as a planning tool covering association-maintained components, the existing reserve position, and funding needed for anticipated expenses. For eligible Florida buildings, statutory structural-integrity reserve-study rules identify eight categories: roof; structural systems; fireproofing and fire-protection systems; plumbing; electrical systems; waterproofing and exterior painting; windows and exterior doors; and other qualifying components affecting structural integrity. Florida deadlines and coverage can change and do not apply automatically elsewhere.
Hawaii’s buyer pamphlet, dated February 2017, recommends reviewing the budget, reserve study, audit history, governing documents, and recent board minutes. Use it as general guidance rather than current legal advice. Local counsel can confirm what you are entitled to receive and how to interpret it.

Inspect the building and test the records against reality
Walk common areas with an inspector or knowledgeable contractor when possible. Look for recurring leaks, stained ceilings, cracked concrete, corrosion, failed sealants, ponding water, peeling coatings, damaged garage surfaces, elevator outages, and poorly maintained mechanical rooms. Compare visible conditions with the reserve study and meeting minutes. A clean lobby does not disprove a hidden waterproofing or structural problem.
Review insurance adequacy separately from reserve funding. Confirm the policy period, insured property, deductibles, exclusions, liability limits, and open claims. A large deductible or excluded type of damage can shift a major cost to owners even when reserves appear sound.
Compare two buildings without being misled by headline fees
| Comparison axis | Evidence to compare |
|---|---|
| Total predictable annual cost | Association fees plus separate utilities, parking, storage, insurance, and recurring amenity charges. |
| Fee coverage and allocation | Included services, exclusions, declaration formula, and responsibility boundaries. |
| Reserve position | Study date, component lives, projected costs, current balance, and recommended contribution schedule. |
| Future obligations | Approved or anticipated projects, assessments, debt, litigation, and deferred maintenance. |
| Amenities | Access rules, user charges, condition, replacement plans, and operating burden. |
| Risk transparency | Insurance, claims, visible condition, complete minutes, and willingness to provide records. |
Raw monthly fees or reserve balances are not reliable rankings. A higher fee may reflect realistic funding for an older building; a lower fee may reflect deferred work or an underfunded plan.
A practical review sequence before you commit
- Request the disclosure certificate or local equivalent and the full records package.
- Build a one-page annual cost worksheet, separating recurring charges from one-time risks.
- Read the declaration and rules to understand allocations, use restrictions, and maintenance boundaries.
- Review budgets and statements for deficits, arrears, debt, reserve transfers, and insurance changes.
- Read minutes for projects, complaints, engineering findings, assessments, and litigation.
- Mark every reserve-study project due during your expected ownership period.
- Ask the manager or board for written answers to unresolved items and retain the responses.
- Have a local real-estate lawyer or qualified condo-document specialist review complex records when the exposure is material.
Red flags that require a written explanation
- No current reserve study, or a study that predates major renovations, damage, or engineering findings.
- Reserve contributions below the study’s recommended schedule without a documented plan.
- Repeated operating deficits, rising arrears, unpaid vendors, or unexplained credit balances.
- Projects repeatedly appearing in minutes without bids, funding, permits, or completion dates.
- Large loans, pending assessments, active litigation, or insurance claims not reflected in the fee discussion.
- Visible deterioration that the study or budget does not mention.
- Unclear responsibility for windows, balconies, plumbing lines, parking structures, or amenity equipment.
- Incomplete minutes or reluctance to provide governing and financial records.
When records conflict, pause the transaction until the discrepancy is resolved. The objective is not to find a building with no future repairs; every building needs maintenance. The objective is to determine whether known obligations are identified, funded, governed, and affordable for you.
