What to Check in a Condo Developer’s Track Record Before You Buy

A practical guide to checking a condo developer’s history, verifying defect and enforcement records, and assessing a specific building before purchase.

Before buying a condo, check the developer’s record across several completed projects—not just a show flat or one glowing testimonial. Verify the legal identities of the developer and builder, look for recurring defects and how they were fixed, review regulator and court records, and examine the specific building’s condition and financial records. The exact registries, protections, and deadlines depend on where the property is located, so use the local authorities and have a property lawyer explain the rules before you sign.

Start by identifying the companies behind the project

A familiar brand name is not enough to establish that two companies share the same ownership or track record. A condo may involve a parent group, a project-specific company, a developer, a construction contractor, and a long-term building manager. Their responsibilities and histories can differ.

As an Amazon Associate I earn from qualifying purchases.

  1. Copy the legal names from the offering documents. Record the developer, project company or sponsor, builder or contractor, and any named parent entities or directors. Use the formal names, not just the project’s marketing brand.
  2. Verify each entity in official records. Search the company registry and the relevant housing or construction regulator for the jurisdiction. Confirm corporate relationships through official records rather than inferring them from similar names or logos.
  3. Search the regulator’s records. Look for required licences and project approvals, as well as published enforcement, safety findings, disciplinary actions, suspensions, or restrictions on sales.
  4. Search courts and tribunals. Use company names and project addresses. Establish whether a record is an allegation, an unresolved case, a settlement, or a final finding; those statuses are not interchangeable.

Because the title does not specify a country, there is no single regulator or public database that applies to every purchase. Find the official housing or construction regulator, company registry, court or tribunal records, land and planning authority, and consumer-protection agency for the property’s location. Public records may not capture every complaint or private dispute.

Keep a note of the name searched, the official source, the date you checked it, and what the record actually says. This helps prevent confusing companies with similar names and makes it easier for a lawyer to review your findings. Search the builder separately from the developer: a developer’s marketing team, the construction contractor, and the company responsible for long-term building management are distinct roles. One company’s record should not be treated as another’s unless official records verify the connection.

Compare completed projects for patterns, not a single success

Build separate project lists for the developer and the builder. For each completed development, record what can be verified about location, completion or occupancy status, delivery timing, official quality information, reported defect types, formal claims, and rectification outcomes. A developer may not have directly built the project, so the contractor’s record is material too.

Use the same comparison criteria for each company or project:

  • Workmanship: What do official quality assessments and independent inspections indicate? Do similar problems recur across projects?
  • Defect severity and scale: Distinguish minor finishing issues from major defects that affect safety, structural integrity, water ingress, or liveability. Put counts in context: project size, age, inspection coverage, and reporting practices affect comparisons.
  • Delivery: Check whether timing claims can be verified against actual completion or occupancy records. Do not rely on marketing dates alone.
  • Response and repair: Look for how promptly and fully problems were addressed, whether repairs held up, and whether unresolved claims remain.
  • Formal findings: Note the authority, date, status, and subject of any regulatory or court record. A complaint or claim is not automatically proof of wrongdoing.
  • Transparency and safeguards: Assess how clearly the developer discloses obligations, approvals, completion protections, warranties, and remedies.

Raw complaint totals can mislead. A larger or older building has had more time and more residents to report issues; projects also differ in the number of units inspected and how problems are recorded. Repeated defect patterns and the quality of the response are more useful than an unadjusted count.

When you find an apparent problem, follow it through rather than stopping at the headline. Was it a resident report, a formal claim, a regulator’s finding, or a court decision? Is it still under review, resolved by settlement, or the subject of a final decision? Is there evidence that the developer or builder fixed it, how long did that take, and were the repairs complete? Record these distinctions for every project so you are comparing like with like.

Look for both consistency and exceptions. One well-regarded project is encouraging, but it does not establish how the group handled other developments. Conversely, a single complaint or unresolved allegation does not prove a company has a poor record. The more useful picture comes from repeated outcomes across several completed projects, alongside the company’s response and the quality of the available evidence.

Use official quality information carefully

Official quality portals can offer a useful screening signal, but their coverage and methodology matter. Singapore’s Building and Construction Authority (BCA), for example, directs prospective condo buyers to its “Before owning a Condo: What to know” guidance and Quality Housing Portal. The portal provides developer, builder, and project lookups.

In Singapore, firm bands are based on project CONQUAS performance over the previous six years and valid major-defect feedback. CONQUAS uses sampling within a project, so a band does not mean that every unit was assessed or that a particular unit will be defect-free. BCA explains that Band 1 indicates an exemplary track record and Band 6 the poorest; read the project-level information and methodology rather than treating the scale as a universal pass/fail rule. The six-year period is part of this portal’s banding method, not a general statistic about developer quality. See the Quality Housing Portal and CONQUAS methodology.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Singapore’s URA and BCA described additional measures in a circular dated 22 May 2026. These include public disclosure of developer CONQUAS performance, enhanced inspections for developers with poor or no track records, and—in specified circumstances—possible disqualification from certain residential government land sales or suspension of sales privileges. The stated assessment factors include the number and severity of attributable non-compliances or major defects relative to project scale, time to rectify, impact on buyers including safety and liveability, relevant circumstances, and the parties’ control. These measures are specific to Singapore and should not be assumed to apply elsewhere. Read the URA/BCA circular on measures to deter errant developer behaviour.

Use any local score, band, inspection result, or public enforcement notice in the same careful way: establish what it measures, which projects and years it covers, and whether it is about the developer, builder, or one project. A portal entry can narrow your questions; it cannot tell you that every unit is sound or replace review of the particular building and contract.

For a resale condo, investigate the building and association

A developer’s company-wide record cannot tell you the current condition or finances of a particular occupied building. Request the local equivalent of the owners corporation or condominium association records, including:

Consumer Affairs Victoria’s apartment checklist raises association records, structural issues, repairs, and the option of an independent building inspection; its advice is specific to Victoria, Australia. Connecticut’s Department of Consumer Protection advises buyers to obtain bylaws or rules, the budget, and recent meeting minutes, and to speak with association leaders and residents. These are useful examples of due-diligence records, not rules for other jurisdictions: see the Victorian apartment-buying checklist and Connecticut Condo Buyer Checklist.

For an existing building, consider an independent inspection of the unit or building. An inspection can help identify condition issues; it does not establish the developer’s entire corporate history. Ask residents and association representatives specific questions about recurring leaks, façade or window problems, lift outages, noise, water ingress, repair delays, unresolved warranty claims, special assessments, and whether management communicates and follows through. Treat personal accounts as leads to verify against records, not as proof by themselves.

Use those conversations to identify records to request. If someone mentions repeated leaks, for example, ask whether meeting minutes, repair records, defect claims, or planned maintenance documents describe the issue and its status. Ask whether a reported problem affects one unit or common property, whether it has been repaired, and whether any claim or legal proceeding remains open. Residents’ first-hand accounts can point you toward a pattern, but they do not substitute for documentation or an inspection.

For a resale purchase, therefore, assess two related but different things: the record of the companies that delivered the development, and the present condition, finances, and management of the building you would join. A sound developer history cannot establish that the association has sufficient funds for future work; a well-maintained building does not by itself prove the developer’s history across other projects.

For a new or off-plan condo, check the documents and protections

Before committing to a project that is not complete, obtain the formal offering plan or prospectus, sale agreement, approved plans and specifications, completion timetable, escrow or buyer-fund protections, warranties, and defect-liability terms. Confirm the legal identity of the developer and project company, and check whether the project and developer hold the licences and approvals required locally.

Compare what sales materials promise with the approved plans and contract. Pay particular attention to what happens if delivery is late or the completed unit differs in size, facilities, or quality, and identify the remedy and deadline for raising a claim. A New York Attorney General guide advises construction-stage buyers to understand how the offering plan governs the sponsor’s construction obligations; that is New York-specific guidance, not a universal contract rule. See “Before You Buy a Co-op or Condo”.

Singapore’s Urban Redevelopment Authority publishes a home-buyer guide for private uncompleted housing, including the local standard sale and purchase agreement. Its guidance describes a one-year defects liability period after key collection. That period is a Singapore-specific example; do not assume the same duration, rights, or procedure in another jurisdiction. A local property lawyer can explain the applicable notice periods, warranties, remedies, and limits of public records before you sign.

Do not rely on a verbal assurance if a detail matters to your decision. Check the relevant plan, specification, or contract term and ask your lawyer what happens if the promised feature, timing, size, or quality is not delivered. Confirm how buyer funds are protected and what the documents say about defects, notice, and remedies. The exact protections and deadlines are jurisdiction-specific, so the Singapore and New York examples above should guide the questions you ask—not be treated as rights that apply to every buyer.

Make the comparison decision-ready

If you are choosing between developers or projects, use one worksheet and apply the same criteria to each. Do not turn a favourable rating, a low complaint count, or a polished sales presentation into a guarantee.

Check What to record Why it matters
Entity identity Legal names and verified links among developer, project company, builder, and parent entities Prevents attributing one company’s history to another without evidence
Completed-project outcomes Project status, verifiable delivery timing, official quality data, recurring defects, and repair outcomes Reveals patterns across more than one development
Defect context Type, severity, recurrence, project size and age, and inspection coverage Makes comparisons more meaningful than raw totals
Enforcement and disputes Authority or court, date, status, finding or allegation, and any published outcome Separates substantiated findings from unresolved claims
Contract and safeguards Approvals, disclosures, completion protections, warranties, notice deadlines, and remedies Shows what protection you actually have for this purchase
Specific building condition Association finances and minutes, repairs, claims, insurance, inspection findings, and planned levies Captures risks a developer-wide history cannot establish

For a high-stakes purchase, take the documents and your comparison notes to a local condo or property lawyer before signing. Ask the lawyer to identify the governing rules, deadlines, and remedies for this specific property and contract. If you are looking for a general checklist, official buyer resources such as Connecticut’s “Condo Buyer Checklist” or Singapore URA’s home-buyer guide are examples, but local law and the property’s actual documents control.

Frequently Asked Questions

How do I check a condo developer’s track record before I buy?

Start with the developer’s full legal name and the builder’s name, then verify each in the official company registry and relevant housing or construction regulator records for the property’s jurisdiction. Build a list of several completed projects and compare workmanship, delivery, major defects, formal findings, and how problems were rectified. Review the specific building’s records as well, and have a local property lawyer explain the applicable protections before signing.

How can I find out whether a condo developer has a history of defects or delays?

Search official quality or enforcement information where available, court and tribunal records using company names and project addresses, and records or reports for multiple completed projects. Check whether a case is only an allegation, unresolved, settled, or a final finding. Compare delivery timing and defect patterns in context: project age and scale, inspection coverage, and reporting practices affect what the records show.

What records should I check before buying a new or resale condo?

For a new or off-plan condo, review the offering plan or prospectus, sale agreement, approved plans and specifications, completion timetable, buyer-fund protections, warranties, and defect-liability terms. For a resale condo, request association or owners corporation records such as bylaws, budget and financial statements, minutes, fees and special levies, maintenance plans, insurance, warranties, defect claims, and legal proceedings. The required documents and rights vary by jurisdiction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I check whether a developer fixed problems in past projects?

Look beyond the complaint or finding itself. Review available rectification outcomes, project or association records, and the status of formal claims or proceedings; ask residents and association representatives about repair delays and unresolved warranty claims, then verify what they say against records. A resident account can identify what to investigate, but it is not proof by itself.

Does a good quality rating mean my condo will be defect-free?

No. The scope and method behind a quality rating matter. For example, Singapore’s CONQUAS uses sampling within a project, so its firm band does not mean every unit was assessed or guarantee a particular unit is defect-free. Read project-level information and methodology, and investigate the specific building or unit separately.

The Bottom Line

Check several completed projects, verify which companies were actually responsible, and look for repeated defects and credible evidence of how they were resolved. Then review the particular building’s condition or the off-plan contract and protections. Use official records as signals rather than guarantees, and ask a local condo or property lawyer to explain the deadlines and remedies that apply before you sign.
