Before you place an order, identify the exact material and specification, assign its eight-digit ITC (HS) tariff item, verify the current import policy and origin-based duty, check whether a BIS Quality Control Order (QCO) applies, and map any commodity-specific agency procedure. Construction materials do not share one import rule: cement, steel, gypsum products, chemicals, tiles, hardware and machinery can fall under different classifications, standards, licences and documents.
The checklist below is a pre-order control, not a determination for a particular consignment. The final licence, duty, exemption, conformity route and document set depend on the product, specification, origin, shipment and current notifications.

1. Define the material precisely before asking for a landed price
A marketing label such as “construction chemical” or “steel product” is not enough for customs or conformity work. Start a product file for each distinct item and obtain the supplier’s technical and commercial information in writing.

- Commercial description and intended construction use.
- Full material composition, including relevant chemical ingredients, coatings, additives or recycled content.
- Technical datasheet, drawings, dimensions, grade, strength, thickness, density or other performance characteristics that define the product.
- Applicable manufacturer specification and any referenced international or Indian standard.
- Brand, model or part number where the item is machinery, hardware or a proprietary formulation.
- Country of origin and country of shipment. These can differ and may affect preferential duty or trade-remedy checks.
- Packaging, unit of sale and quantity, including whether goods are supplied as a kit or as separate components.
Use the same description, grade, model and quantity on the quotation, purchase order, commercial invoice, packing list and Bill of Entry. A mismatch can trigger classification questions or a request for supporting evidence. Do not classify solely from a brand or marketing name; classification follows the goods’ objective characteristics and use.

2. Establish the ITC (HS) code and import policy
Classification is the gate to the rest of the analysis. The Directorate General of Foreign Trade (DGFT) explains that an importer uses the ITC (HS) classification to determine whether an import licence is required. The ITC (HS) code is an eight-digit trade classification, so a broad heading such as “cement” or “machinery” is not a reliable answer.
How to verify the tariff item
- Describe the product using composition, physical form, function and technical data rather than the supplier’s shorthand.
- Search the likely tariff head and description in the ICEGATE Trade Guide on Imports. Check competing headings when the product could be treated as a material, a prepared mixture, a component or a machine.
- Confirm the final eight-digit item against the current ITC (HS) policy, restrictions and notifications. Record the wording and date of the entry you relied on.
- Ask a customs broker or classification specialist to review an ambiguous item before you issue a purchase order, particularly where a small change in composition or intended use could move the goods to another heading.
DGFT’s General Notes Regarding Import Policy 2025 also make clear that imported goods remain subject to domestic laws, acts, rules, orders, regulations, technical specifications, environmental norms and safety norms applicable to domestically produced goods. “Free” in an import-policy column therefore does not mean exempt from standards, labelling, environmental controls or other domestic requirements.
What to record in the classification decision
- Final ITC (HS) code and the description that matches the physical product.
- Whether the item is free, restricted, prohibited or subject to a conditional requirement under the current policy.
- Any licence, authorisation, registration or declaration identified for that item.
- The technical evidence used: datasheet, composition, drawings, photographs and intended-use statement.
- The person and date of the classification review, so a later change in the tariff or product specification can be detected.
3. Check BIS certification and Quality Control Orders
The Bureau of Indian Standards (BIS) says its certification scheme is basically voluntary in nature. The important exception is a product covered by a government Quality Control Order (QCO): the order can make a prescribed Indian Standard and conformity mark compulsory. For such goods, BIS states that they can be imported into India only with the Standard Mark under a valid BIS licence or Certificate of Conformity, subject to the order’s terms.
Use the product-level, not category-level, test
Review the current BIS products under compulsory certification page and the relevant Scheme I table. The BIS compulsory-certification page shows an update date of September 24, 2026; treat that as a page-update date, not as a guarantee that every listed entry or effective date is unchanged today.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
The Scheme I material lists several cement varieties, including ordinary Portland cement, Portland Pozzolana cement, Portland Slag cement and white Portland cement. BIS materials also identify steel and steel products and gypsum-based building materials in relevant certification material. These examples are prompts to inspect the exact product and Indian Standard; they do not mean that every cement, steel or gypsum item is covered in the same way.
Questions to answer for a QCO-covered product
- Which exact Indian Standard and product description in the QCO match the goods?
- Has the order been amended, and what is its effective date for imports?
- Must the overseas manufacturer hold a BIS licence under the Foreign Manufacturers Certification Scheme, or is another conformity route specified?
- What Standard Mark, test report, labelling or packaging requirements apply?
- Is there a documented exemption for the quantity, end use, export-oriented operation, sample, or other circumstance in your shipment?
Do not accept a supplier’s statement that a product is “BIS approved” without checking the licence or conformity evidence against the manufacturer, factory, product scope, Indian Standard and model or grade. If a QCO applies and the required conformity route is not available, resolve that issue before payment and production; a later customs explanation does not replace a mandatory certification condition.
Construction machinery may have a separate route
For construction, earthmoving and mining machinery, consult the BIS Scheme X certification information as well as any product-specific order. A machine’s presence on a certification list does not by itself establish that your exact model is covered, so match the model, function and standard to the live order.

4. Screen for chemical and other commodity-specific controls
Admixtures, sealants, adhesives, waterproofing compounds and other chemical-based products can engage controls that are separate from a general construction-material review. Check the Department of Chemicals and Petrochemicals’ Chemicals Quality Control Orders page for the product, applicable standard and enforcement date. The chemical name, concentration, formulation and intended use can change the result.

Then use the ICEGATE Compliance Information Portal to identify commodity-wise procedures, participating regulatory agencies, required documents and agency contacts. Other materials may involve environmental, safety, packaging, plant, electrical or sectoral requirements depending on their composition, use and tariff item. Do not infer an approval—or an exemption—from a broad category name alone; confirm the control attached to the final ITC (HS) item.
5. Calculate duty and clearance exposure with the actual origin
Do not quote a landed cost from a generic product description. In the ICEGATE Trade Guide on Imports, search the final customs tariff head or description and enter the country of origin. The tool is intended to show applicable duties and compulsory-compliance information and can help identify preferential-duty treatment or anti-dumping and other trade-remedy checks.
Build a dated cost record
- Save the tariff item, origin selected, search date and relevant notification references.
- Separate the customs duty components and taxes shown for that item instead of treating one headline percentage as the whole import cost.
- Check whether a trade remedy, exemption, preference or additional condition depends on origin, manufacturer, certificate or end use.
- Recheck the result immediately before shipment and again if the order, origin, formulation, quantity or port changes.
Rates, notifications, origin treatment and trade remedies can change. A dated query is therefore evidence of the assumption used for the purchase decision, not a permanent promise of the amount payable at clearance.

- Bill of Entry.
Keep the classification evidence, BIS licence or conformity certificate where required, exemption document, chemical or agency paperwork, origin evidence and any test or technical documents with the shipment file. Confirm current filing requirements with the customs broker and the official portal for the selected port; a document accepted for one commodity or notification may not satisfy another.
Pre-shipment document check
- Compare invoice, packing list, transport document and purchase order for identical descriptions, grades, models, quantities and country of origin.
- Check that the declared value, units and package marks match the physical shipment.
- Attach the documents needed for the tariff item’s BIS, chemical or other agency process before filing.
- Give the broker the classification rationale and the dated duty/compliance lookup, not just a product brochure.
- Resolve any discrepancy with the supplier before dispatch rather than asking customs to correct an avoidable inconsistency.
7. Compare materials or suppliers on compliance, not just price
When two products appear interchangeable, compare the attributes that determine whether they can be imported and used lawfully in India. The following matrix keeps the comparison tied to the actual item.
| Comparison point | What to verify | Why it affects the decision |
|---|---|---|
| Technical specification and intended use | Composition, grade, dimensions, performance data and application | These facts drive classification and the applicable Indian Standard. |
| ITC (HS) classification | Final eight-digit tariff item and current policy status | A different item can change licence, duty and agency procedures. |
| Origin | Country where the goods originate, not merely the dispatch country | Origin can affect preference, anti-dumping or other trade-remedy treatment. |
| BIS/QCO position | Exact order, Indian Standard, effective date, licence or conformity certificate and exemption | A QCO-covered product needs the prescribed conformity route before import. |
| Supplier evidence | Licence scope, factory and model details, test or technical documents | Evidence must match the goods being ordered, not a similar product. |
| Duty and taxes | Dated ICEGATE result for the final item and origin | Rates and notifications can change before shipment. |
| Agency procedure | Commodity-wise documents, contacts and approvals in the Compliance Information Portal | Missing agency paperwork can prevent a clearance even when the tariff is correct. |
No product ranking is possible without named specifications, origins and supplier evidence. The compliant option is the one whose documentation and conformity status match the exact goods you will import.
8. Common pre-order failure modes and how to correct them
Using a broad category as the tariff code
Symptom: the quotation contains only “cement,” “steel,” “adhesive” or “machine.” Correction: obtain the technical data and classify the physical product at the eight-digit level before costing or booking freight.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access
- Quick dry time with reduced smearing and marking
Assuming voluntary BIS certification means no action is needed
Symptom: a supplier cites the general voluntary nature of BIS certification. Correction: check the exact product against current QCOs, amendments and effective dates. Voluntary certification is not a defence where a QCO makes conformity compulsory.
Relying on an old certificate or a certificate for another model
Symptom: the supplier provides a logo, expired document or certificate naming a different factory, grade or model. Correction: reconcile the evidence with the manufacturer, factory, product scope and Indian Standard, and obtain the current licence or conformity route specified by the order.
Pricing duty without origin
Symptom: the landed-cost sheet uses one rate for all suppliers. Correction: rerun the ICEGATE lookup with each actual origin and preserve the dated results and notification assumptions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDiscovering agency paperwork after dispatch
Symptom: the shipment is ready while chemical, conformity or other regulatory documents are still being requested. Correction: use the Compliance Information Portal during supplier selection and make the required evidence a purchase-order condition.
9. A practical release gate for the purchase order
Release the order only when the file contains a precise product description and datasheet; a documented ITC (HS) classification and policy result; an origin-specific duty and trade-remedy check; a product-level BIS/QCO decision; any chemical or other agency documents; and a shipment document list agreed with the broker. If any one of those decisions is unresolved, treat the order as a compliance hold rather than assuming it can be fixed after arrival.
Recheck live QCO amendments, customs notifications and portal results immediately before committing the shipment. This is especially important when the supplier changes formulation, factory, model, origin or packaging, because those changes can alter the classification or the evidence required.
