First establish whether the steel slag is a cementitious binder constituent, a steel-slag aggregate, or a different product sold as slag cement. Then preserve the batch and site records, notify the project engineer and supplier, and arrange testing that matches the material and symptom. Do not add water or an accelerator, accept the work, conceal cracks, or remove concrete solely on the basis of a visual observation.
Start by identifying what “steel-slag cement” means on this project
The phrase can describe materially different products. The investigation is likely to go wrong if a test intended for aggregate is applied to a cement binder, or if a delayed-set problem is treated as proof of expansive aggregate.

Steel slag used in the cementitious binder
In a composite binder, steelmaking slag is blended with cement or other cementitious material. The relevant questions include the steelmaking route and slag type, the replacement percentage, cement type, fineness, admixtures, water additions, and the governing specification. A prolonged initial set can affect pumping, finishing, placement sequencing and demoulding, but a slow set does not by itself demonstrate that the material will expand later.
Steel slag used as aggregate
Steel-slag aggregate is a different investigation. Free calcium oxide (CaO) and magnesium oxide (MgO) can hydrate after placement and contribute to volume increase. Aggregate processing, aging, moisture exposure, particle size and the intended application all affect the risk. ASTM D8378/D8378M-21 addresses potential expansion of steel slag in applications that limit aggregate expansion; it is not a general acceptance rule for every cementitious mixture.

Another product called “slag cement”
Some products use the word slag for materials that are not steelmaking slag. Read the submittal, product data, certificate and batch ticket rather than relying on a job-site nickname. Record the supplier, source, product designation, lot, replacement or dosage percentage, and whether the material entered the binder or aggregate portion of the mix.
Delayed setting and later expansion are separate symptoms
What delayed setting tells you
Delayed setting is observed in fresh material: the paste or concrete remains workable longer than specified, resists finishing, or does not reach the expected initial or final set. Published work on cement–steel-slag composite binders reports that prolonged initial setting can be important to placement, pumping and demoulding. That finding establishes a plausible early-age mechanism, not the cause of a particular shipment. Water added on site, admixture compatibility, temperature, cement chemistry, batching errors and curing conditions may also affect set.
What expansion tells you
Expansion is observed later, in hardened material, as movement, cracking, joint closure, distortion, pop-outs or loss of dimensional stability. Free CaO and MgO are plausible hydration-related contributors, but their presence alone does not prove that they caused the field damage. Mineralogy, particle characteristics, processing, exposure and the complete mixture determine how much expansion can occur and when.

A batch can show one symptom without the other. Treat the timing, location and progression of the distress as evidence to be documented, not as a shortcut to a chemical conclusion.
What to do immediately on site
- Identify the material and its role. Pull the approved submittal, mix design, revisions, delivery tickets, certificates and test reports. Write down the steelmaking route or slag type if stated, source, supplier, lot, binder replacement percentage or aggregate fraction, cement type, admixtures and governing specification.
- Preserve the batch history. Keep batching records, actual water and admixture additions, truck or mixer numbers, discharge times, placement and finishing times, curing method, temperature, weather and any interruptions. Do not overwrite a revised mix design; retain each version.
- Document the condition. Photograph affected areas with dates and locations. Record slump or workability observations, the time of initial and final set if measured, finishing difficulty, strength results, crack widths, pop-outs, movement and whether the condition is progressing.
- Notify the responsible project engineer and supplier promptly. Give them the records and photographs, identify the affected placements, and request a written direction on hold points, sampling and disposition.
- Quarantine decisions, not evidence. Preserve representative material and do not discard unused product, wash out suspected samples or remove concrete before the engineer establishes a sampling plan.
- Do not self-correct the mix. Do not add water, accelerator or another corrective admixture, and do not accept, cover, repair or demolish affected work solely from this article. Those actions require project-specific engineering evidence.
How to investigate delayed setting in fresh material
Collect a time-and-temperature record
For each load, compare batching time, arrival, discharge, finishing and the measured set behavior. Note concrete temperature and ambient conditions at those times. A delay affecting only hot-weather or cold-weather placements suggests a different line of inquiry from a delay that follows one slag lot across otherwise similar conditions.

Check what actually entered the mixture
Compare the approved proportions with the batch ticket and plant records. Verify cement and slag quantities, water, admixture identity and dosage, and any water added after batching. A material substitution or dosage error can mimic a raw-material problem.
Ask the laboratory to select a specification-based test
The available evidence does not establish one universally appropriate setting-time test for every product described as steel-slag cement. The project specification, material identity and intended use should determine the laboratory program. Depending on those requirements, the engineer may request setting-time measurements, temperature or calorimetry data, compressive-strength testing at specified ages, chemical characterization, or comparison with an approved control mixture. The test must be selected to answer the actual question: when does the material set, how does it gain strength, and does it meet the contract criterion?

Decide whether work can proceed
Only the project engineer can decide whether placement, finishing, stripping or loading can continue. A longer set may be manageable if the specified performance is achieved and the construction sequence is adjusted, but that is a project decision supported by measured results, not by appearance alone.
How to investigate hardened expansion or cracking
Map the distress before sampling
Prepare a plan showing crack locations, orientations, widths, lengths, pop-outs, joint movement, elevation changes and affected dates. Photograph reference points and repeat measurements so progression can be distinguished from a one-time observation. Record moisture exposure, drainage, wetting and drying, freeze-thaw exposure, restraint and adjacent materials.
Use representative samples
The engineer and laboratory should determine where and how to sample. Samples may need to represent sound and distressed areas, different placements or different delivery lots. Sampling only the most damaged spot can misidentify the mechanism; sampling only intact concrete can miss it.

Match the examination to the question
- Chemical evaluation: can characterize constituents and identify evidence relevant to free CaO, MgO or other reactions, but a detected constituent is not automatically the cause of movement.
- Petrographic examination: can examine aggregate particles, paste, cracks, reaction products and the location of distress within the concrete.
- Strength and physical testing: can establish whether the concrete meets specified strength or dimensional-performance requirements.
- Expansion evaluation: should use a method recognized by the project specification for the material and application, with results interpreted within that method’s limits.
Repair, acceptance, monitoring and removal are disposition decisions. They should follow the engineer’s interpretation of representative results, contractual criteria and safety requirements.

ASTM D8378/D8378M-21 is titled “Standard Test Method for Potential Expansion of Steel Slag from Hydration Reactions by Autoclave.” ASTM describes it as an aggressive test that can detect both calcium and magnesium expansion potentials and says it is typically completed within 24 hours. It is aimed at potential expansion from hydration-susceptible components in steel slag, particularly where aggregate expansion is limited.
The standard’s limitation is as important as its speed: ASTM states that test results have not been correlated with field performance, and values obtained do not necessarily indicate expansion that may occur in service conditions. An autoclave result therefore cannot be read as a direct prediction of movement in this structure.
| Investigation need | Material examined | What the result can address | Critical boundary |
|---|---|---|---|
| Potential hydration expansion | Raw or processed steel slag, especially for aggregate applications | Expansion potential under the aggressive autoclave conditions of ASTM D8378/D8378M-21 | ASTM says the result is not correlated with field performance and does not necessarily predict service expansion |
| Delayed setting | Fresh binder, mortar or concrete | Set behavior and, where specified, related strength development | No single universal test is established for every steel-slag product; use the project specification and material identity |
| Existing cracking or movement | Hardened concrete and representative constituent samples | Evidence from chemical, petrographic, strength or physical examination | Sampling and test selection must be designed for the actual distress and exposure |
For steel-slag aggregate, ask the laboratory whether ASTM D8378/D8378M-21 or another method specified for the application is appropriate. Interpret accelerated results with the project criteria; do not convert an autoclave expansion value into an expected field movement without an established correlation.
How to interpret the published figures without creating a false limit
A 2017 study by Wang, Wang and Zhuang in Construction and Building Materials reported different soundness outcomes among five slag samples and tested concrete conditions. The sample containing 4.96% free CaO showed poor soundness and soundness-related failure under those study conditions. Samples within 2.09% free CaO were reported as having satisfactory soundness under the same study’s conditions.

| Figure | What was reported | How to use it |
|---|---|---|
| 4.96% free CaO | Poor soundness and soundness-related failure in the study’s tested sample and concrete conditions | A study result, not a universal acceptance limit for all steel slag, cement or concrete |
| 2.09% free CaO | Satisfactory soundness reported for the study’s samples within that level under its conditions | Evidence from that study, not a guaranteed safe threshold for another source or mixture |
| 24 hours | Typical completion time ASTM gives for D8378/D8378M-21 | A test-duration description, not a field-aging period or a setting-time requirement |
No broadly applicable field failure rate, universal safe oxide threshold or universal aging period is established here for steel-slag cement. Historical FHWA pavement guidance discusses processing, aging, moisture exposure and representative expansion testing for steel-slag aggregate. That archived guidance is application-specific; its aging durations and thresholds should not be treated as cement-binder specifications.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why expansion risk varies from one slag source to another
- Mineralogy: the forms and amounts of reactive phases influence hydration behavior.
- Free CaO and MgO: hydration of these oxides can create volume increase, but oxide presence alone does not establish causation.
- Particle characteristics: size, surface area and internal structure affect reaction rate and water access.
- Processing and aging: handling, moisture exposure and time before use can change the material’s stability, especially for aggregate applications.
- Mixture conditions: replacement level, cement chemistry, water availability, restraint, curing, temperature and exposure affect both setting and later movement.
Because these variables interact, do not apply one oxide percentage, one storage period or one accelerated-test value to every source.
Disposition choices should follow evidence
Hold and investigate
Use a hold point when identity, records or representative test results are incomplete, or when distress is progressing. A hold protects the investigation; it is not a finding that the material is defective.
Continue with controlled monitoring
If measured performance meets the specification and the engineer accepts the risk, the project may use monitoring points, crack maps, strength checks or dimensional measurements. The monitoring frequency and trigger values must be written into the project direction.

Questions that commonly arise
Does delayed setting prove that steel slag will cause expansion?
No. Delayed setting is a fresh-material behavior; later expansion is a hardened-material distress. They can have different mechanisms and must be investigated separately.
Can I use ASTM D8378 to measure setting time?
No. ASTM D8378/D8378M-21 is an autoclave method for potential expansion from hydration reactions in steel slag. It does not measure setting time.
Is 2.09% free CaO a universally safe limit?
No. That value was reported as satisfactory within a particular 2017 study’s samples and conditions. It is not a general specification for every slag source or mixture.
Should an autoclave failure automatically require demolition?
No. The method is aggressive, and ASTM cautions that its results are not correlated with field performance. The project engineer must interpret the result with the material identity, specification, representative sampling and observed condition.
Who decides whether affected concrete is accepted?
The responsible project engineer, using the governing specification and appropriate laboratory evidence, decides whether to accept, monitor, repair or remove the work. The supplier should be included in the technical review, but site personnel should not make an irreversible disposition from a symptom alone.
