Before paying a construction-material supplier, verify six things in order: the exact material required, the supplier’s ability to provide it, the complete delivered cost, the compliance evidence for your market, the written commercial terms, and the process for checking and remedying problems at delivery. Unit price is only one part of the decision; a cheap order that arrives late, damaged, undocumented or unsuitable can cost more than a higher-priced order that performs as specified.
The six checks to complete before you commit
- Specification: Write down the product type, grade, dimensions, finish, performance class, quantity and tolerances.
- Supplier capability: Check relevant experience, references, capacity, stock position and a named contact.
- Comparable delivered quotes: Compare the same specification, taxes, freight, unloading and other charges—not just the unit price.
- Compliance evidence: Confirm which declarations, test reports, conformity marks, instructions and traceability records apply in your country and to this product.
- Written terms: Record price, payment, delivery, inspection, warranty, cancellation and remedies in an order or contract.
- Receipt controls: Decide who will inspect the load, what counts as acceptance, how quickly defects must be reported and whether the remedy is replacement, correction or refund.
Rules differ by material, project, country and funding source. Treat the checklist below as a purchasing framework, then confirm product-specific requirements with your designer, engineer, building-control authority or local legal adviser.

1. Define exactly what the project needs
Turn the design into a purchase specification
An enquiry that says “concrete blocks,” “roof insulation” or “structural steel” leaves room for substitutions that may not perform as intended. State the manufacturer and product reference when the design requires one, or describe the objective characteristics when equivalent products are acceptable. Include:
- material and product type;
- grade, strength, density, fire or thermal performance and other applicable classes;
- dimensions, thickness, profile, finish, colour and tolerances;
- quantity, units of measure, packaging and any required batch or lot separation;
- the standard, project specification or performance requirement to be met;
- required accessories, fixings, installation instructions and storage limits.
Ask the design professional or contract administrator to confirm which characteristics are safety-critical. The source material does not establish one universal standard for every construction product, so do not assume that a certificate for one grade covers another grade or application.

Resolve approvals and substitutions before dispatch
Check whether the project documents require an approved source, named standard, test, certificate or traceability record. If a supplier proposes an alternative, require a written description of every difference and obtain approval from the person who controls the design or contract before the material ships. “Equivalent” should mean equivalent against the stated performance requirement, not merely similar in appearance or price.
Confirm quantity and measurement
Reconcile the bill of quantities, drawings and site measurements. Clarify whether quantities include cutting waste, laps, breakage or spare units, and whether the supplier sells by piece, square metre, linear metre, tonne, pallet or another unit. Record the conversion used in the quotation so that a seemingly lower unit price cannot conceal a smaller package or different measurement basis.

Look for relevant experience, not a generic profile
Ask for examples of supplying the same or comparable material in the quantities and delivery conditions your project needs. Obtain references or other evidence of track record, and verify that the named business is the contracting entity that will invoice you and stand behind the warranty. Identify one accountable contact for technical questions, order changes and delivery problems.
Check capacity, stock and lead time
Ask whether the quoted quantity is physically in stock, allocated to your order or dependent on a manufacturer’s future production run. Request the normal lead time, the promised delivery window, minimum order or batch requirements and the consequence of a short shipment. For a programme-critical item, ask what contingency exists if a vehicle, production batch or import is delayed. These questions are due diligence rather than a universal legal test, but they expose schedule risk before money is committed.
Use safety evidence proportionately
For site-related work or higher-risk procurement, you may ask for evidence of safety management or a third-party assessment. The UK Health and Safety Executive (HSE) cautions that schemes are optional and do not replace project-specific checks. Its published statement is explicit: “For construction work, assessment against a scheme (whether under Safety Schemes in Procurement or otherwise) is not proof that an organisation can properly manage the risks presented by the work on site.” Assess the supplier’s actual capability for your site, access arrangements, lifting operations and handling hazards.
Check business resilience where delay is costly
Consider whether the supplier has more than one source, a realistic replacement process and a way to communicate a delay promptly. You do not need a complex audit for every purchase; match the depth of checking to the value, safety significance and programme impact of the material.
3. Compare complete, like-for-like quotations
Request written quotations from more than one supplier for the identical specification and quantity. Queensland Government supplier guidance recommends obtaining quotes to understand both price and quality. Use a comparison sheet so that omitted charges cannot make one offer appear cheaper.

Evaluate the cost of failure as well as the invoice total. In US federal procurement, the Federal Acquisition Regulation (FAR) 9.103(c) warns: “The award of a contract to a supplier based on lowest evaluated price alone can be false economy if there is subsequent default, late deliveries, or other unsatisfactory performance resulting in additional contractual or administrative costs.” That is a rule and principle for US federal acquisition, not a binding rule for a private buyer, but it explains why capability, quality and schedule belong in the comparison.
Calculate delivered cost
For each offer, add the material, taxes, transport, unloading, storage, inspection and foreseeable waste or handling costs. If a delay would require extra labour, equipment hire or temporary protection, record that exposure beside the quote. Do not invent a probability or savings percentage; use the project’s actual consequences when deciding whether a higher-priced offer is justified.
Clarify quote validity and price movement
Record the date the quote expires and whether the supplier can change the price after acceptance because of raw-material, currency or freight movements. A price that is “subject to confirmation” is not comparable with a firm price unless the adjustment mechanism and notice period are written down.
4. Verify compliance documents for the product and market
Match every document to the offered product
Ask which legal and project documents apply, then check that the paperwork identifies the same manufacturer, product reference, grade and batch you are buying. Depending on the product and jurisdiction, you may need a declaration of performance or conformity, test evidence, installation instructions, safety information, traceability records or a conformity mark. A generic brochure or an expired certificate is not proof that the delivered batch meets the requirement.
European Union example
Under the EU Construction Products Regulation, products within its scope have performance-documentation and conformity obligations. Importers and distributors have checking duties and should not supply a product they have reason to believe is nonconforming. The regulation also requires transport and storage conditions not to undermine the declared performance. Confirm whether your product is covered and which current documents are required; do not assume that every construction item follows the same route.
Great Britain example
Great Britain has separate construction-products guidance, including rules concerning marking and importer responsibilities. A CE or UK marking, or a declaration, is not automatically required for every product or location. Check the current requirement for the specific product, route to market and project date rather than treating a mark as a universal quality guarantee.
Public-project and funding rules
US Buy American requirements can apply to specified public building or public-work contracts, with domestic-content conditions varying by material and delivery year. They are not a general rule for private purchasing. Similarly, UK Cabinet Office Procurement Policy Note 018, updated 24 April 2025, addresses payment performance for specified major public contracts under the Procurement Act 2023; its thresholds and scope should not be generalized to an ordinary private material order.

Ask for records before payment where practical
Make the required documents a condition of dispatch or payment when the project depends on them. Keep the quote, order confirmation, certificate, test report, delivery note and batch information together so that the installed material can be traced later.
5. Put the deal in a written order or contract
A phone call or informal message is difficult to enforce when the specification, delivery date or remedy is disputed. Queensland Government supplier guidance identifies the following subjects for a written supplier contract; adapt them to the size and risk of your purchase.
| Term | Details to write down |
|---|---|
| Scope and specification | Product reference, performance, quantity, approved substitutions, documents and packaging. |
| Price and payment | Currency, taxes, freight, deposits, milestones, due dates, retention and price-adjustment rules. |
| Ordering and changes | Who may place an order, confirmation deadline, cancellation rights and written change procedure. |
| Delivery | Address, date or window, access restrictions, unloading responsibility, notification of delay and risk transfer. |
| Quality and acceptance | Inspection method, evidence required, acceptance point, notice period and treatment of concealed defects. |
| Warranty and guarantee | Duration, exclusions, backing party, claim method, response time and whether replacement, repair or refund is available. |
| Records | Delivery notes, batch numbers, certificates, photographs and communications to retain. |
Define who bears transport and unloading risk
State whether the supplier or buyer arranges the vehicle, unloading equipment, traffic control and protection from weather. Identify when risk passes and what happens if the vehicle cannot access the site. If the supplier must book a timed slot, include the notice period and waiting-time charges.
Make remedies operational
“Defective goods will be dealt with promptly” is too vague. Specify the contact method, evidence to provide, response time, replacement or collection deadline and who pays extra freight. Preserve any rights that cannot lawfully be excluded in your jurisdiction, and have a professional review high-value or safety-critical contracts.
6. Plan delivery, storage and site access
Give the supplier usable access information
Provide delivery hours, vehicle restrictions, turning space, gate width, gradients, overhead lines, booking rules and the location where materials will be placed. Confirm whether the driver is expected to unload or whether your team supplies a forklift, crane, banksman or other equipment. A delivery date is not useful if the vehicle cannot safely reach the unloading point.
Protect the material after arrival
Agree packaging, weather protection, stacking limits and any temperature, moisture or security controls. For products covered by EU construction-product rules, transport and storage must not compromise declared performance. Apply the same practical discipline to other materials: store them off the ground where required, keep batch labels visible and prevent mixing of incompatible products.
Record delay, damage and shortage immediately
Use the delivery note to record the date, vehicle, quantity received, visible damage, missing packages, wet or distorted packaging and missing documents. Photograph exceptions before moving the load. Have the driver or carrier acknowledge the notation where possible, while also sending the formal notice required by the contract.

7. Inspect and accept the delivery in a controlled sequence
- Prepare the order file: Keep the purchase order, approved quotation, drawings, specification and expected quantity available at the unloading point.
- Check identity: Compare labels, product references, grade, dimensions, manufacturer and batch information with the order.
- Count and measure: Reconcile pallets, bundles, coils, bags or individual units against the ordered quantity and stated unit of measure.
- Inspect visible condition: Look for cracks, corrosion, contamination, water damage, broken packaging, distortion and tampering before signing an unrestricted receipt.
- Check documents: Confirm that the required declarations, test evidence, instructions and traceability records accompany the correct product.
- Record exceptions: Write shortages, damage or uncertainty on the delivery record, take photographs and notify the named contact within the contractual notice period.
- Quarantine doubtful material: Separate nonconforming or unidentified items so they are not installed accidentally while the supplier or designer decides the disposition.
- Confirm acceptance: Sign only for what was actually received, and distinguish a quantity receipt from technical acceptance when conformity cannot be established at the tailgate.
FAR Part 46 provides a US government-acquisition example of using inspection, acceptance, warranties and contract quality requirements. Private buyers should adapt the principle to their contract and local law rather than copying a federal clause without review.

8. Handle defects, substitutions and disputes
Separate shortage, visible damage and hidden nonconformity
A missing pallet can be identified at delivery; a strength or performance failure may require testing or professional assessment later. Use different notice and evidence routes for each. Do not install material that is visibly wrong or lacks a required document simply to keep the programme moving without written approval from the responsible project professional.
Follow a written escalation path
- Notify the supplier using the contract’s method and deadline.
- Identify the order, batch, quantity affected and exact nonconformity.
- Attach photographs, delivery records, test results or other objective evidence.
- State the requested remedy—replacement, collection, correction, credit or refund—and the date by which it is needed.
- Escalate to the commercial manager or contract signatory if the named contact does not respond.
- Preserve the material and records until responsibility and disposition are agreed.
Keep installation, labour and consequential-cost records if a failure affects the programme. Whether those costs are recoverable depends on the contract and applicable law; do not promise recovery merely because the supplier caused a delay.
9. Use a decision scorecard when suppliers remain close
When two or more offers meet the technical requirement, score them on the same evidence rather than relying on impressions. Weight the categories according to project risk.
| Category | Questions to score | Evidence |
|---|---|---|
| Specification match | Does the offer meet every required characteristic without an unapproved substitution? | Quotation, datasheet, declaration, test report. |
| Capability | Has the supplier delivered comparable products and quantities successfully? | References, track record, named staff, capacity statement. |
| Total delivered cost | Are taxes, freight, unloading, storage and likely failure costs included? | Itemised quote and assumptions. |
| Schedule certainty | Is stock allocated and is the delivery window realistic for site access? | Stock confirmation, lead time, contingency plan. |
| Commercial clarity | Are payment, escalation, cancellation and change terms unambiguous? | Draft order or contract. |
| Remedies | Can you obtain a timely replacement, credit or refund if the load fails? | Warranty, guarantee and defect procedure. |
Reject an offer that cannot demonstrate a safety-critical requirement, even if its score looks attractive on price. Conversely, do not pay for certifications or services that the project does not require; match diligence and contract complexity to the actual risk.
Common mistakes and the practical fix
- Choosing the lowest unit price: Recalculate total delivered cost and assess delay, rework and replacement exposure.
- Accepting a verbal “equivalent”: Require written technical details and approval before dispatch.
- Assuming a certificate covers every batch: Match the document to the manufacturer, product, grade and batch being delivered.
- Treating a safety scheme as proof of competence: Follow HSE’s warning and assess capability for the actual site risks.
- Leaving unloading assumptions unstated: Write down vehicle, access, equipment, booking and waiting-time responsibilities.
- Signing a clean delivery note despite damage: Record exceptions, photograph them and notify the supplier immediately.
- Installing before checking documents: Hold unidentified or nonconforming material until the responsible professional approves its use.
- Using public-procurement rules as universal law: Confirm whether your project is covered before relying on US federal, EU, Great Britain or UK public-contract requirements.
Jurisdiction and standards checks
Because the material type and country are not specified, no single marking, certificate, payment rule or domestic-content requirement can be stated as universal. Ask the project professional or authority:
- Which product standard and performance classes apply?
- Which conformity, declaration, testing and traceability documents are mandatory?
- Who may approve a substitute?
- Does the funding source impose domestic-content, prompt-payment or approved-supplier conditions?
- Which notice periods, warranty rights and remedies apply under local law?
ISO lists ISO 22058:2022, Construction procurement—Guidance on strategy and tactics, as guidance for public, private or community organizations. The listing supports its scope and publication details; the full standard should be obtained and reviewed if you decide to use it.
Print-ready pause-before-paying checklist
- Specification: Product, grade, dimensions, performance, quantity, standard and approved-substitution rule are written.
- Supplier: Relevant track record, capacity, stock or lead time, contact and proportionate safety evidence are checked.
- Quote: At least two comparable offers show delivered totals, taxes, charges, validity and price-change rules.
- Documents: Required declarations, tests, marks, instructions and batch records are identified and matched to the product.
- Contract: Payment, ordering, cancellation, delivery, unloading, inspection, warranty and remedies are written.
- Receipt: Site access, storage, counting, condition checks, exception notices and quarantine arrangements are ready.
- Approval: The responsible designer, engineer, building-control authority or contract administrator has approved any substitution that affects compliance or performance.
Only release payment when the written order, required evidence and delivery process align with the project’s actual requirements. If any of those three is unclear, pause and resolve it before the supplier dispatches.
