Road construction signs tell you what hazard or restriction is ahead; detour signs tell you to leave the normal route and follow a marked alternative. In the United States, the baseline meanings come from the Federal Highway Administration’s 2023 Manual on Uniform Traffic Control Devices (MUTCD), while state and local agencies apply those standards to specific projects. A work warning is not automatically a closure, and a detour arrow is not permission to choose an unmarked shortcut.
The two signs drivers most often confuse
Temporary traffic-control signs answer different questions. A ROAD (STREET) WORK sign warns that construction-related obstructions or restrictions are ahead. A DETOUR sign warns that traffic will be routed over a different roadway or route. You may see both on the same trip: the first gives advance notice, and the second tells you that the normal path will be diverted.

| Sign | MUTCD designation | What it communicates | What the driver should do |
|---|---|---|---|
| ROAD (STREET) WORK | W20-1 | General warning of work-related obstructions or restrictions ahead | Slow down, expect changing conditions, and look for the next instruction or route decision |
| DETOUR | W20-2 | A different roadway or route will be used ahead | Prepare to follow the temporary route and its directional signs |
| Temporary route or destination sign | Temporary guide signing | Shows how to travel within the work zone and toward a destination | Follow each successive sign until the route returns you to the original roadway or reaches the stated destination |
| Road-closure notice | Application varies by agency | Access on the affected road is restricted or the road is closed under the posted conditions | Do not proceed past the restriction unless an authorized official specifically permits access |
The W20-1 and W20-2 meanings are federal guidance. The exact wording, supplementary plaques, barricades, and access rules at a project can vary by state, county, city, or road authority.
What the ROAD (STREET) WORK sign means
It is an advance warning, not a route instruction
The MUTCD’s Section 6H.03 describes W20-1 as a general warning of obstructions or restrictions. It should be placed in advance of the work space or any detour on the road where the work is taking place. In practical terms, the sign tells you to expect a work zone, but it does not by itself say that the road is closed or that you must turn.

After seeing the sign, reduce speed to the posted work-zone limit, increase following distance, and scan for lane shifts, flaggers, narrowed lanes, equipment entrances, temporary signals, and a later detour or closure instruction. The distance or “ahead” legend matters: it tells you when the condition is expected, not how long the project will last.
Why the same warning can lead to different actions
One project may leave all lanes open with workers beside the shoulder. Another may close a lane, shift traffic onto the opposite carriageway, or close the road farther ahead. The general warning sign covers those possibilities; the signs that follow provide the specific instruction. Do not infer a full closure merely from a ROAD WORK sign.
What the DETOUR sign means
W20-2 announces a different route
Section 6H.04 of the MUTCD says the DETOUR sign should be used in advance of a road-user detour over a different roadway or route. It is an advance notice that your normal path will not continue as usual. The sign may appear before a closure, before a blocked intersection, or before a temporary diversion around active work.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThe first detour sign is only the beginning
A DETOUR sign usually does not contain every turn you need. Temporary route signs and destination signs should carry you through the affected area. Look for arrows, street or highway names, destination names, and additional signs at every decision point. If the next sign is not immediately visible, slow down and check the intersection rather than guessing.

The federal MUTCD states that each detour shall be adequately marked with standard temporary route signs and destination signs. That means a complete detour is a sequence, not a single arrow at the point where the road first changes.
Closure notice versus detour sign
A closure notice and a detour sign perform different jobs:
- Closure notice: identifies a restriction or closure on the affected road. It answers whether the normal route is available under the posted conditions.
- Detour sign: directs road users onto an alternative route, through that route, and back toward the original roadway or a stated destination.
A closure can exist without a visible DETOUR sign at the exact barricade, especially where advance signs have already directed traffic away. Conversely, a DETOUR sign can appear before the physical closure so drivers have time to move into the correct lane or choose the marked alternative.
Can you drive past a ROAD CLOSED sign?
Treat a road-closed notice, barricade, or official restriction as a prohibition on ordinary through travel. Do not move a barricade, drive around it, or assume that a gap means access is allowed. A generic detour sign does not establish local access for residents, deliveries, emergency vehicles, or businesses. If an official flagger or law-enforcement officer gives a direction that differs from a static sign, follow the authorized on-site direction and proceed only as instructed.

How to follow a construction detour from start to finish
- Read the entire first notice. Identify whether it says road work, lane restriction, closure, detour, or a destination. Check the arrow and any distance or “ahead” wording.
- Position your vehicle early. If a lane must merge or turn, move over when it is safe and legal. Avoid a last-second turn at the barricade.
- Take the marked entry route. Use the turn, ramp, or side road shown by the temporary sign. Do not substitute a familiar shortcut unless the official signs direct you there.
- Follow every temporary route sign. At each junction, look for the next arrow, route marker, street name, or destination sign. A detour is not complete when you make the first turn.
- Confirm that the destination remains the same. Temporary signs may point toward a town, highway, facility, or local street rather than repeat the word “detour.” Follow the named destination when it matches your trip.
- Continue until the route rejoins the original roadway. California’s 2026 MUTCD expressly describes signing a detour so road users can traverse the entire route and return to the original roadway. Other jurisdictions use their own current manuals and project plans, but the same practical check is useful: look for the sign that ends the temporary routing.
- Reassess if a sign is missing or contradictory. Slow down, avoid an improvised turn, and use the responsible transportation agency’s current closure information or contact channel for that road.
How to read the small details on a work-zone notice
Distance and “ahead” legends
A plaque such as “1 MILE AHEAD” or “500 FEET” gives advance distance to the condition. It is not a promise that the work occupies exactly that length of road. “AHEAD” tells you the condition is in front of you; it does not specify whether you will encounter a lane shift, a flagger, or a closure first.
Arrows and route markers
An arrow indicates the movement expected at that point. A straight arrow, turn arrow, or curved arrow should be read together with the sign’s position and the roadway layout. Temporary route markers and destination signs may use a route number, street name, or place name. Match the sign to your intended destination before entering the turn.
Supplemental restrictions
Additional plaques can limit the instruction by vehicle type, time, direction, or access condition. Read the primary sign and every supplemental plaque as one message. A notice that applies to trucks, bicycles, pedestrians, local traffic, or a particular time period should not be generalized to every road user.

The federal MUTCD supplies national traffic-control standards, but states and local agencies publish manuals, standard drawings, and project-specific plans. California’s 2026 MUTCD identifies itself as the FHWA 2023 MUTCD as amended for California. That is a concrete example of how a state can adopt the federal baseline while adding state-specific requirements.

Consequently, the shape, color, supplemental wording, placement, and access exceptions on a particular project can depend on the agency responsible for the road. A federal meaning such as “DETOUR warns of a different route” remains useful, but it does not answer every local question—for example, whether residents may enter from one end, whether a business remains accessible, or when a nighttime closure begins.
Use the agency responsible for the road
For a road-specific question, check the current closure and work-zone information published by the transportation department, county, city, toll-road authority, or other agency that controls that road. Caltrans, for example, maintains temporary traffic-control resources and identifies the California MUTCD as its traffic-control reference. The responsible agency can provide details that a generic sign definition cannot, including reopening times, local-access rules, and alternate routes for oversized vehicles.

A flagger or officer gives an immediate instruction
Follow the direction of an authorized flagger or law-enforcement officer controlling traffic at the scene. Proceed only when signaled, maintain a low speed, and be prepared to stop again. Do not use a navigation app or a previous sign to override an on-site traffic controller.
The detour arrow points somewhere unexpected
Stop making assumptions at the next safe location, not in the travel lane. Re-read the sign, check whether the arrow applies to a turn lane or frontage road, and look for the next temporary destination sign. If the route still cannot be determined, contact the road authority rather than driving through a closed segment.

A barricade blocks the marked route
Do not move or bypass the barricade. A project may have changed phases, or a secondary restriction may apply. Turn around only where legal and safe, then seek the agency’s current instructions. A missing or displaced sign is a work-zone hazard; report it through the responsible agency’s established channel when you can do so safely.
Navigation apps and detours
Electronic navigation can help plan around a disruption, but it is not the traffic-control authority. The official signs at the work zone establish the route drivers must follow, and commercial map data may not reflect a newly installed closure, a short-duration flagging operation, or a changed project phase. Keep the app’s directions subordinate to posted signs and on-site personnel.
For a planned trip, use an agency’s current closure information to check whether the work is active, then allow extra time for the marked route. If the app proposes a turn that conflicts with a temporary sign, follow the sign and reassess after you are clear of the work zone.

| Treating ROAD WORK as proof of a full closure | The sign is a general warning and may precede an open lane, a shift, or a later detour | Continue cautiously and read the next instruction |
| Turning at the first DETOUR arrow and then stopping navigation | The first sign may only mark the entry to a multi-turn route | Follow temporary route and destination signs through the entire diversion |
| Driving around a barricade because the road looks clear | Hidden equipment, unsafe pavement, or a restricted work area may lie beyond it | Obey the closure and use the marked alternative |
| Assuming a familiar side street is an approved shortcut | Local access, weight limits, one-way rules, or additional closures may apply | Use only the route shown by official temporary signs unless an official provides different instructions |

A quick decision guide for drivers
- You see ROAD (STREET) WORK: slow down and expect a restriction; look for the next sign.
- You see DETOUR: prepare to leave the normal route and follow temporary arrows and destinations.
- You see ROAD CLOSED or a barricade: do not proceed through it unless an authorized official specifically permits access.
- You lose the detour: stop at a safe location, retrace only where legal, and seek current agency instructions.
- Your app disagrees with the signs: obey the posted work-zone signs and on-site traffic control.
- You need local access: verify the project’s access rules with the responsible road agency; do not infer permission from a generic detour notice.
What the official manuals establish
The FHWA MUTCD 11th Edition, published in 2023, establishes the federal descriptions used above: W20-1 is the advance ROAD (STREET) WORK warning, W20-2 is the advance DETOUR warning, and temporary detours are to be marked with standard route and destination signs. California’s 2026 MUTCD provides a current state example that calls for signing the detour so drivers can travel the full route and return to the original roadway.
Those manuals explain sign purpose and traffic-control practice; they are not live notices for a particular project. Active conditions can change as crews move barriers, open a lane, or shift the detour. For the immediate status of one road, the controlling transportation agency’s current information and the signs at the site are the sources that matter.
