What Recycled-Content Certification Means for UK Plastic Packaging

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recycled-content certification is documented proof that recycled plastic can be traced through the supply chain and that the percentage claimed in finished packaging is supported by production and transaction records. It is evidence within a defined scheme and scope, not a universal environmental seal and not automatic proof that HM Revenue & Customs (HMRC) will accept a Plastic Packaging Tax (PPT) claim.

For PPT, a packaging component containing at least 30% recycled plastic is not chargeable when the business can evidence the claim. The evidence route differs for mechanically and chemically recycled plastic, and the rules change on 1 April 2027.

What certification proves—and what it does not

A certificate normally confirms that an auditor has checked defined sites, products, materials, records and chain-of-custody controls against a scheme’s rules. It should allow a reviewer to follow recycled plastic from the recovered-waste input, through processing and sale, into the packaging output for which the claim is made.

That is narrower than a general statement that packaging is “sustainable”. A certificate may cover one site, product family, material stream or evaluation period. It may also use a particular calculation or chain-of-custody model. A certificate for one product family should not be assumed to cover every packaging component bought by a construction business.

Certification also does not replace the legal test for PPT. HMRC does not regulate certification schemes or certification bodies. Schemes and bodies that issue certificates for PPT evidence must meet HMRC’s stated minimum requirements, and the business still has to demonstrate that its own packaging and records satisfy the tax rules.

The UK Plastic Packaging Tax test

The 30% threshold

HMRC’s current guidance, accessed on 13 October 2026, says a plastic packaging component is not chargeable for PPT when it contains at least 30% recycled plastic. Plastic is treated as virgin unless the business has evidence that recycled material was used. The 30% figure is a tax threshold for PPT; it is not a universal threshold for every voluntary environmental claim or customer specification.

What counts as recycled plastic

HMRC defines recycled plastic as plastic waste reprocessed by a chemical or mechanical manufacturing process for use in the same or another purpose. Organic recycling is excluded. The evidence therefore needs to show both the waste origin and the manufacturing process that turned it into material used in the packaging.

Packaging components should be assessed separately where their material composition differs. Keep the calculation tied to the specific component, product code or product family covered by the supplier evidence. Do not apply a certificate for a film liner to a different bag, container or protective component without confirming that the certificate’s scope includes it.

Mechanical and chemical recycling follow different evidence routes

Route How the material is produced How recycled content is evidenced Position as of 13 October 2026
Mechanical recycling Plastic is cleaned, ground and melted to make pellets or film, which can be used alone or blended with virgin plastic. Chain-of-custody records linking recovered plastic input to output, plus calculations and supporting production and purchasing records. HMRC was consulting on whether certification should become mandatory. That proposal was not an enacted requirement in the material reviewed.
Chemical recycling with mass balance Plastic waste is processed so its chemical structure changes; recycled and virgin feedstocks may then be mixed. A certified mass-balance chain, batch attribution declarations, supplier checks, site records and valid certificates for relevant supply-chain businesses. From 1 April 2027, mass balance is the route a business must use if it wants to count chemically recycled plastic that is mixed with virgin material for PPT.
Voluntary traceability certification Depends on the scheme and the material route covered. Scheme-specific audit, traceability and recycled-content calculation. Useful supporting evidence only if its scope and controls meet the applicable HMRC requirements; a scheme name alone does not establish PPT eligibility.

Why paperwork matters more than a laboratory percentage test

HMRC’s consultation on mechanically recycled plastic says there is no test available that verifies recycled plastic content in a material. Consequently, verification depends on chain-of-custody evidence showing where recycled plastic came from and how it was included in the output. This does not mean laboratory analysis is never useful for another purpose; it means a test result by itself cannot replace the documentary trail needed for a recycled-content tax claim.

A defensible file connects the supplier’s input records to a defined output batch or production period. It should show quantities received, quantities processed, losses or conversion factors where relevant, quantities sold, and the packaging products to which the claim is attributed. Purchase orders, delivery notes, production logs, bills of materials, batch records, invoices and certificates should use consistent material and product identifiers.

Mechanical recycling: what to document now

Current legal position

Mechanically recycled plastic can be used in packaging alone or blended with virgin plastic. As of 13 October 2026, HMRC had consulted on a possible mandatory certification requirement because of concerns about erroneous or fraudulent claims, uncertainty about sufficient documentation and difficulties for importers with complex supply chains. The consultation, updated 19 May 2026, was a proposal for views, not proof that mandatory certification had been enacted.

Pre-consumer and post-consumer inputs

For the rules currently described in HMRC guidance, post-consumer plastic is material generated by an end user after it can no longer be used for its intended purpose. Pre-consumer plastic is recovered waste from a manufacturing process. Reintroduced scrap or regrind that would normally be reused to prevent waste, after only minimal processing such as shredding or grinding, is excluded from the pre-consumer definition.

HMRC states that reprocessed pre-consumer waste can count for PPT before 1 April 2027. From 1 April 2027, only reprocessed post-consumer waste will be accepted for PPT under the announced change. Confirm the latest legislation and guidance at the time of each return, especially for packaging made from factory scrap.

A practical mechanical-recycling file

  • Identify whether each recycled input is pre-consumer or post-consumer under HMRC’s definitions.
  • Obtain supplier evidence describing the waste source, recycling process, material grade and quantity.
  • Map the input to the output packaging component or product family, including any blend with virgin resin.
  • Retain production and stock records that reconcile input, output and losses for the period used in the claim.
  • Check whether a voluntary certificate covers the actual supplier site, converter site, products, material and dates.
  • Record the calculation supporting the recycled percentage for each packaging component.

Chemically recycled plastic and the mass-balance route

When mass balance applies

Mass balance is relevant when chemically recycled and virgin material are mixed and the recycled origin cannot be physically distinguished in the final output. HMRC describes the method as attributing a proportion of chemically recycled plastic in the mixture to packaging outputs. It applies only where chemical recycling changes the plastic waste’s chemical structure; it cannot be used to account for mechanically recycled plastic.

The method is optional as an accounting choice before the new route begins. From 1 April 2027, a business that wants to count chemically recycled plastic through mass balance for PPT must use the qualifying certified route. If it does not use that route, the chemically recycled plastic is treated as virgin for PPT purposes.

Certification must cover the relevant chain

HMRC’s preparation guidance says all businesses in the relevant chain—from the chemical recycler through the packaging converter—must be certified to process, receive, supply or store material for the attributed chemically recycled plastic. Businesses may use different qualifying schemes; every party does not have to register under one common scheme.

The sender must give the recipient a valid certificate from an accredited certification body and a completed attribution declaration identifying the material, the parties and the amount transferred. The recipient must check both documents. If any relevant business is uncertified, or an attribution declaration is missing or invalid, that attributed content cannot be used through the PPT mass-balance route.

Operational controls HMRC specifies

  • Use a three-month accounting period for site-level mass-balance calculations.
  • Keep the site balance non-negative; attributed outputs cannot exceed the eligible inputs and permitted adjustments.
  • Use fuel-excluded attribution where the rules require it.
  • Apply site-specific conversion factors when conversion factors are calculated.
  • Keep the relevant certificates, declarations, supplier checks and site records for six years.
  • For a business importing finished packaging only, certification of the importer itself is not required when it does not process the material; it must nevertheless verify certified supply-chain evidence and retain supplier documentation.

What a certification scheme may cover

RecyClass’s Recycled Plastics Traceability Audit Scheme, version 2.3 dated 17 December 2024, illustrates the level of detail a traceability scheme can contain. It covers traceability of recycled plastics within a process and calculation of recycled-content shares for a product or product family. Traceability through process steps across the chain of custody must be verified.

Under that scheme, the recycled-content calculation is:

Recycled input mass ÷ product mass × 100 = recycled-content percentage

Pre-consumer and post-consumer shares are reported separately. Verification uses production records for the preceding 12 months, and only products produced during that evaluation period can be certified. These are scheme rules, not a blanket statement that every certificate issued under the scheme automatically satisfies HMRC for every PPT claim. Check that the version remains current and that the certified sites, products and material route match the packaging being declared.

How to assess a certificate before relying on it

  1. Define the claim. State whether you need evidence for PPT, a customer specification, a voluntary environmental claim or several purposes. The required scope may differ.
  2. Identify the packaging component. Use the product code, drawing, specification or bill of materials, and separate components with different compositions.
  3. Identify the recycling route. Decide whether the input is mechanically recycled, chemically recycled, or being attributed through chemical mass balance.
  4. Check the certificate holder and sites. Confirm the legal entity, manufacturing and storage locations, covered activities and certificate validity dates.
  5. Check products and materials. Ensure the certificate names the relevant product or product family, polymer or material stream, and chain-of-custody steps.
  6. Check the calculation method. Confirm how recycled input, output mass, blends, losses, conversion factors and pre-consumer or post-consumer shares are treated.
  7. Check transaction evidence. For chemical mass balance, obtain the valid certificate and attribution declaration for each transfer and verify the supplier’s status.
  8. Reconcile your records. Match certificates and declarations to purchase records, batch or production records, quantities used and the recycled percentage claimed.
  9. Retain the file. Keep records for the period required by the applicable rule; the HMRC mass-balance preparation guidance specifies six years for relevant businesses.

Common mistakes and how to correct them

Treating a logo as tax approval

A scheme logo or certificate title does not prove that HMRC will accept the claim. Read the scheme scope and compare its controls with HMRC’s minimum requirements for the specific PPT route.

Counting the wrong waste stream

Factory scrap, regrind and post-consumer waste are not interchangeable categories. Document the origin and processing level, and apply the 1 April 2027 change that excludes reprocessed pre-consumer waste from PPT.

Using mechanical evidence for chemical mass balance

Mass balance is a route for chemically recycled plastic whose chemical structure has changed. It cannot be used to account for mechanically recycled plastic. Select evidence that matches the actual process.

Accepting an incomplete attribution declaration

An incomplete or invalid declaration breaks the mass-balance chain for the attributed amount. Stop the claim for that quantity until the supplier provides valid documentation and the receiving business completes its checks.

Applying one certificate to every purchase

Certificates are bounded by sites, products, materials and dates. Track those boundaries in your supplier register and obtain updated evidence when a site, product family, process or certificate period changes.

What construction businesses should do before a PPT return

Start with the packaging you manufacture, import or place into the UK market and identify which components contain plastic. Ask each relevant supplier for the recycled-content percentage, recycling route, waste classification, covered site and certificate or supporting records. For imported finished packaging, obtain the supplier’s certified chain evidence rather than assuming your own importer status creates the certification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a component-level evidence register with product identifiers, supplier and site, certificate number and validity, recycled percentage, pre-consumer or post-consumer split, process route, purchase and production periods, and the location of retained records. Escalate gaps before submitting a return: professional tax or packaging-compliance advice can help interpret a complex chain, but it cannot substitute for valid certificates, attribution declarations or underlying records.

Finally, recheck the position immediately before relying on it. HMRC’s mass-balance guidance was published on 28 August 2026 and said more detailed guidance would follow in early 2027. The mechanical-certification material was a consultation updated 19 May 2026, and the RecyClass document is dated December 2024. Legislation, guidance and scheme eligibility can change.
