What to Include in a Home Renovation Scope of Work and Contract

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A good renovation contract turns an estimate and verbal promises into a shared written record. It should identify the parties and property, describe the exact work and materials, state the price and payment stages, set expectations for timing and changes, and explain who handles permits, insurance, cleanup, and closeout. Attach the estimate, plans, specifications, and every approved change so there is one reliable record of the agreement.

Contract rules differ by state and locality. Before signing, verify licensing, deposit limits, cancellation requirements, permits, inspections, and any lien-notice or waiver rules that apply where the property is located. The Federal Trade Commission’s consumer guidance recommends obtaining multiple written estimates, checking licensing and insurance, avoiding full payment up front, and withholding final payment until the work is complete and you are satisfied: FTC home-improvement guidance.

Start with a written, project-specific agreement

Do not rely on a contractor’s estimate, text messages, or a conversation alone. The signed contract should say exactly which estimate, drawing, specification, allowance sheet, or schedule is part of the deal. Number the attachments and identify their dates so an old revision cannot be confused with the version you approved.

  • Homeowner: full legal name, mailing address, telephone number, and email.
  • Contractor: legal business name, business address, telephone number, email, and the responsible contact person.
  • License: the contractor’s license number when your jurisdiction requires one, with the issuing authority identified.
  • Project: the complete property address and a short description, such as kitchen renovation, bathroom addition, or exterior repair.
  • Contract documents: the estimate, drawings, specifications, finish schedules, allowance list, and later written change approvals incorporated into the agreement.

Have every owner and the contractor sign and date the same final version. Initial pages if your local practice calls for it, and keep a complete copy with all attachments.

Define the scope of work in concrete terms

The scope is the part of the contract that prevents “I thought that was included” disputes. Describe the work by room, area, system, and finish rather than using broad phrases such as “renovate entire house” or “install quality materials.” If a task is not included, say so explicitly.

List each area and task

For every room or exterior area, state the demolition, preparation, installation, testing, and finishing work promised. A kitchen scope might identify cabinet removal, wall protection, plumbing changes, electrical work, cabinet installation, countertop templating and installation, backsplash, painting, appliance connections, and final cleanup. A bathroom scope might distinguish waterproofing, tile substrate preparation, fixtures, ventilation, trim, and testing. Use quantities, dimensions, locations, and finish levels where they are known.

Name materials, models, and allowances

Record the material, brand or model when selected, size, color, grade, and required accessories. If the final selection is not known, use an allowance: state the dollar amount, unit, whether tax and delivery are included, and how a higher- or lower-cost selection changes the contract price. Identify who measures, orders, receives, stores, and installs each item.

Separate contractor-supplied and owner-supplied items

Make a line-by-line list of items supplied by the contractor and items supplied by the homeowner. State whether the contractor’s price includes delivery, handling, installation, protection, disposal of packaging, and correction of defects for owner-supplied products. If the contractor will not warrant an owner-supplied item, put that limitation in writing before work starts.

Write exclusions and assumptions

Exclusions are as important as inclusions. Identify work outside the price, such as structural repairs discovered after demolition, asbestos or mold treatment, utility-company charges, landscaping restoration, engineering, or work in rooms not listed. State assumptions that affect the estimate, including reasonable access, existing conditions, available parking, or the homeowner’s timely selections. An exclusion should not be used to contradict a task that the scope otherwise promises.

Attach the documents that make the scope measurable

Attach plans, elevations, finish schedules, product schedules, and the contractor’s itemized estimate. Mark superseded documents as obsolete rather than deleting them from your records. The written scope should carry forward all promises about labor and material costs; an attachment that is mentioned but not delivered is not a useful definition of the work.

State the price and compare estimates on more than the bottom line

Ask for several written estimates. The FTC says an estimate should describe the work, materials, completion date, and price, and advises asking for an explanation when prices differ substantially rather than automatically choosing the lowest bid. Compare what each contractor actually included.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison point What to check What to record in your file
Tasks Demolition, preparation, installation, testing, finishing, and cleanup for each area The estimate line items and any exclusions
Materials Specified products, quantities, allowances, delivery, taxes, and installation responsibility Product schedules, allowance amounts, and supplier responsibility
Assumptions Existing conditions, access, owner selections, and work that may become extra Written answers to each assumption
Schedule Estimated start and completion dates and how delays are communicated The date basis and any stated schedule conditions
Payment Deposit, stage payments, accepted payment methods, and final-payment conditions The payment schedule tied to described deliverables
Contractor identity Legal business name, license information where required, and insurance proof Copies of license verification and insurance documents

Ask the contractor to explain a large price difference in writing. A lower total may omit preparation, permit-related work, disposal, finish materials, or a realistic allowance. Conversely, a higher total may include items another estimate leaves to the homeowner. Do not compare totals until the inclusions and exclusions are aligned.

Set a realistic schedule and a communication rule

Include an estimated start date and estimated completion date. Because construction conditions can change, also state how the contractor will notify you about delays, revised sequencing, unavailable materials, weather, or concealed conditions. Identify the approved communication channels and the person authorized to make schedule decisions.

A schedule clause is more useful when it connects time to identifiable work: demolition complete, rough installations complete, cabinets installed, or final inspection requested. Do not convert an estimate into a guaranteed deadline unless the contractor has agreed to that obligation and the contract explains the consequences of an approved change or delay. Keep written records of revised dates and the reason for each change.

Build a payment schedule that follows completed work

Use payments tied to clearly described stages or deliverables, not unexplained calendar dates. The contract should state the amount or calculation for the deposit, each progress payment, approved changes, and the final payment, along with accepted payment methods and where invoices are sent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Do not pay the entire contract price before work is performed. Some states limit down payments, so check the state or local consumer-protection authority for the rule that applies to your project.
  • Define what evidence supports a progress invoice, such as completion of the listed stage and delivery of the specified materials.
  • Require written approval for extra work before it is performed, except for an emergency process you have expressly agreed to.
  • Follow the FTC’s advice to make final payment only after the work is complete and you are satisfied with the result: consumer.ftc.gov/articles/how-avoid-home-improvement-scam.

If the contractor offers financing, treat the financing documents as a separate agreement. Compare the loan amount, interest rate, fees, payment schedule, security interest, cancellation terms, and consequences of late payment. Never sign blank documents or accept pressure to sign immediately. Review the financing agreement and the construction contract together so a promised credit, allowance, or change is reflected in both where appropriate.

Use a written change-order process

Renovations often change after demolition or after an owner selects a different finish. A practical change-order clause should require a written description before the changed work proceeds. It should state:

  1. The original scope being changed and the new work, material, or omission.
  2. The added credit or price, or the agreed pricing method if the final amount cannot yet be known.
  3. The effect on the completion date, milestones, and payment schedule.
  4. Any revised allowance, warranty responsibility, or owner-supplied item.
  5. The signatures or other written approvals required from the homeowner and contractor.

This is a useful contract process to discuss and tailor; it is not a universal legal requirement stated by the FTC. For emergency conditions, agree in advance on a spending or notification procedure and require photographs, time records, and receipts when practical. Keep each approved change numbered and attached to the contract.

Verify the contractor before signing

Check the contractor’s license through the relevant state or county government rather than relying only on the contractor’s statement. Ask for proof of insurance and confirm what the policy covers, its effective dates, and who to contact for verification. The FTC recommends considering only licensed and insured contractors and obtaining multiple written estimates.

Use the legal business name from the license and insurance documents in the contract. If subcontractors will perform material portions of the work, ask how they are selected, who supervises them, and how their work is documented. Local rules may require additional notices or records concerning subcontractors; verify those requirements with the appropriate authority before signing.

Address permits, inspections, warranty, access, and closeout

Permits and inspections

Write down who will apply for permits, pay fees, schedule inspections, provide inspection results, and correct failed work, but confirm the allocation against your municipality’s rules. Permit requirements depend on the property location and the type and value of work. The federal consumer guidance does not establish a nationwide permit list or assign responsibility for every project.

Warranty and workmanship terms

If the parties negotiate a workmanship warranty or manufacturer warranty, state what it covers, how long it lasts, the notice method, exclusions, and who handles a claim. Do not assume there is one standard warranty period. Include the manufacturer’s warranty documents when they are part of the agreement and distinguish them from the contractor’s workmanship promise.

Access, protection, and cleanup

State working hours, access routes, parking or storage arrangements, protection for occupied areas, dust control, security, utility shutdown notices, and daily or final cleanup. Identify where debris goes and whether disposal is included. These details prevent disagreements when the home remains occupied during construction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Completion and acceptance

Define how the parties identify incomplete or defective work, create a punch list, schedule corrections, and confirm substantial completion or final completion. State what documents are delivered at closeout, such as inspection results, product manuals, receipts, warranties, and final approvals. Tie the final payment to the completion condition you actually negotiated.

Check whether a cancellation notice applies

Ask about cancellation rights before signing. The FTC says a contract should include a written statement of the right to cancel within three business days when it was signed at the homeowner’s home or away from the seller’s permanent place of business, subject to applicable rules. This is not an unconditional cancellation right for every renovation contract. The location and circumstances of signing, the state, the type of transaction, and exceptions can matter. Obtain the required notice and instructions for your jurisdiction, and follow the contract’s stated delivery method and deadline.

Keep a complete project record

Create one project file—paper, digital, or both—for the signed contract and every document that changes or proves it:

  • All estimates, plans, specifications, allowances, and revisions.
  • License verification, insurance proof, permits, inspection records, and subcontractor documents you receive.
  • Invoices, receipts, payment confirmations, financing papers, and approved change orders.
  • Emails, texts, photographs, meeting notes, delivery records, and messages about delays or defects.
  • Punch lists, completion confirmations, warranty documents, manuals, and closeout records.

After a phone conversation, send a written recap and ask the contractor to correct any misunderstanding. If a dispute develops, the FTC recommends first trying to resolve it with the contractor, then following phone conversations with a letter sent by certified mail with return receipt requested. Keep the letter, receipt, response, and all supporting documents. State attorneys general and local consumer-protection offices may be possible sources of help.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to resolve locally before you sign

National consumer guidance cannot answer every contract question. Confirm the following with your state, county, or city authority, and obtain professional advice for a significant or disputed project:

  • Is the contractor required to hold a particular license for this work, and how can you verify it?
  • Is there a maximum deposit or another payment restriction?
  • Which permits and inspections apply, and who must obtain and close them?
  • Are there required cancellation forms or delivery methods for this signing situation?
  • What lien notices, lien waivers, subcontractor-payment records, or retainage rules apply?
  • Does the project type or value require special disclosures, insurance, or contract language?

These answers can change by jurisdiction, project type, contract value, and the place and manner of signing. Do not copy a clause from another state and assume it controls your renovation.

Final signing checklist

  1. Read the contract and every attachment together; remove blanks and conflicting versions.
  2. Confirm the parties, property address, legal business name, license information where required, and contact details.
  3. Match every room, task, material, allowance, owner-supplied item, and exclusion to the estimate or specifications.
  4. Confirm the total price, taxes or delivery treatment where stated, payment stages, deposit rules, and final-payment condition.
  5. Check estimated start and completion dates and the written process for delays and approved changes.
  6. Record who handles permits, inspections, cleanup, access, protection, warranties, and closeout documents.
  7. Verify license and insurance information independently and retain the evidence.
  8. Obtain any applicable cancellation notice before signing and calendar the deadline.
  9. Sign and date the complete agreement, give each party an identical copy, and store the project record securely.
