What permissions should AI agents have in construction software?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AI agents in construction software should use a separate, identifiable account with the smallest set of permissions needed for a defined task. Start read-only, limit access by project resource, tool and operation, require independent human approval for consequential changes, and set an expiry or review point. Enforce these rules in the software or an authorization layer—not in the agent’s prompt.

Why construction teams need a distinct permission model

An AI agent can search records, summarize reports, create drafts, update fields or call external tools at machine speed. A normal employee role is usually too broad for that behavior: it may combine access to many projects, administrative settings and write functions that the agent does not need.

NIST’s 2025 Cybersecurity Framework Profile for Artificial Intelligence says, “AI systems should be treated separately from other types of entities within a network and require their own set of permissions and authorization policies.” The profile also calls for least privilege. In a construction environment, a mistaken or manipulated action could alter a project record, expose information from another job, trigger a workflow or communicate an unapproved commitment. Those are practical reasons to separate an agent’s identity and authority from a person’s broad login. The exact controls and labels differ by platform and tenant, so treat the model below as a policy design rather than a promise that every product exposes each setting.

The permission principles to apply

1. Give every agent its own principal

Create an identifiable service account, application identity or agent principal instead of allowing the model to operate through an untraceable shared human login. Record the human who requested or delegated the task when the platform supports that relationship. A separate principal lets administrators disable one agent without disabling a user, and it makes audit records distinguishable.

NIST’s February 2026 NCCoE concept paper treats binding agent authority to a human identity, delegated “on behalf of” authority and agent provenance as implementation questions organizations must resolve. It is a concept paper, not a finished authorization standard. See https://www.nccoe.nist.gov/sites/default/files/2026-02/accelerating-the-adoption-of-software-and-ai-agent-identity-and-authorization-concept-paper.pdf.

2. Limit access to the task and its resources

Define the job before assigning permissions: for example, “prepare a weekly status summary for Project A” or “draft updates to the equipment log for a named project.” Scope the grant to the relevant project, folder, document set, cost code or other resource. A project-wide or company-wide grant should require a written reason.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OWASP’s AI Agent Security Cheat Sheet states: “Grant agents the minimum tools required for their specific task.” Its guidance also recommends per-tool scopes, such as read versus write, and resource-specific limits. Review it at https://cheatsheetseries.owasp.org/cheatsheets/AI_Agent_Security_Cheat_Sheet.html?trk=article-ssr-frontend-pulse_x-social-details_comments-action_comment-text.

3. Make read-only the starting state

Search, retrieval, summarization and status reporting normally need read access only. Start with the smallest set of records and tools that can answer the question. If the agent cannot complete the task, expand one scope at a time and document why.

Do not treat “the agent can see the project” as a single permission. Separate access to drawings, contracts, daily reports, schedules, safety records, cost data and personnel information where the platform permits. Sensitive datasets may need an additional policy even when they belong to the same project.

4. Separate proposed changes from committed changes

When an agent must modify information, grant only the particular operation and resource required. Prefer a draft, proposed-change or staging workflow that a person can inspect before publication. For instance, an agent might prepare a corrected description or a draft daily-log entry without being allowed to publish the final record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write access should be operation-specific. “Edit project” is broader than “append a draft note to the equipment log.” Avoid granting deletion, bulk replacement, permission changes or configuration access merely because the agent needs to update one field.

5. Put independent approval in front of high-impact actions

Require an explicit authorization check outside the agent’s own reasoning before a sensitive, administrative or externally visible operation. The approval should identify the exact action, affected resource, acting agent and approving person, and should expire if the proposed change is not used within the allowed window.

OWASP identifies high-impact action abuse as a risk and recommends explicit tool authorization for sensitive operations. Applying that principle to construction means using approval gates for actions such as publishing a consequential project-record change, sending an external commitment, changing access for other users or performing a bulk update. These examples are implementation recommendations, not a construction-specific rule quoted from OWASP.

6. Make authority temporary and reviewable

Use time-bounded grants for a discrete assignment whenever the platform or identity layer supports them. At the end of a reporting period, project phase or automation run, remove access that is no longer needed. Recheck permissions when the task owner changes, a project closes or the agent’s workflow expands.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OWASP’s DevSecOps guidance describes “least agency” as giving an agent only the autonomy, tools and access its task requires, for only as long as it needs them. The guidance is available at https://owasp.github.io/DevSecOpsGuideline/2-Process/2-2-Develop/2-2-5-AI-Agent-and-MCP-Security/.

7. Log action, authority and intent

An audit record should answer five questions: which agent acted, under whose authority, which tool and resource it used, what authorization decision allowed the call, and what changed. Preserve the request or intent that led to the action where policy and privacy obligations allow. Protect logs from alteration and retain enough context to reconstruct a disputed change.

NIST’s 2026 concept paper explicitly raises action and intent logging, tamper-resistant records and accountability as design questions. It does not prescribe one logging format, so define retention, access and review rules in your own governance documentation.

How to implement least privilege step by step

  1. Describe the job and its boundary. Write the task in operational terms: the project or portfolio, record types, allowed tools, expected output, owner and end date. If you cannot state the boundary, do not issue the grant yet.
  2. Create the agent identity. Use a dedicated principal and keep its credentials in the platform’s supported secret or identity system. Record the delegating human or team. Never embed a staff member’s password or reuse a generic shared account.
  3. Map each tool call to a permission. List search, read, create-draft, update, publish, delete, export and administrative operations separately. Map every operation to the project resources it can touch.
  4. Issue read-only access first. Test the complete read workflow with no write capability. Confirm that results exclude projects, documents and fields outside the assignment.
  5. Add the narrowest write capability. If a write is necessary, enable one operation on one resource type. Prefer draft or approval states. Do not bundle unrelated delete, sharing or configuration privileges.
  6. Build the approval gate. Place the authorization check in the platform, API gateway or policy engine so the model cannot bypass it by changing its instructions. Require a human or independent control for high-impact operations.
  7. Set expiry and revocation. Give the grant an end time or review date. Document who can revoke it and test revocation before production use.
  8. Test negative cases. Try an out-of-scope project, an unapproved operation, an expired token and a malformed or bulk request. The expected result is a denied call with a useful audit event.
  9. Review evidence. Inspect logs for identity, delegated authority, tool, resource, approval and resulting change. Remove permissions that were not used or are no longer justified.

Handling “on behalf of” delegation

Delegation should preserve two identities: the agent that performed the call and the human or organization that authorized the task. A log that records only the human obscures automation; a log that records only the agent cannot show who accepted responsibility.

Define the delegation’s scope in writing. Specify whether the agent may act only on one person’s records, on a project team’s queue or on a service account’s workload. State whether the agent may ask for approval, submit a proposed change or execute an already approved action. Do not allow an agent to delegate its own authority to another agent unless that chain is explicitly modeled and logged.

When the platform cannot represent delegated authority, use an authorization layer that can attach the task owner, approval decision and expiry to each call. Treat the limitation as a control gap to document, not as a reason to use a shared human login.

What platform and identity controls to verify

When evaluating a construction system or connected IAM layer, ask for evidence of these capabilities:

  • Separate, identifiable agent or service principals, with delegated-human attribution.
  • Permission granularity by project, resource, tool and operation.
  • Distinct read, draft, publish, delete and administrative scopes.
  • Approval or step-up authorization for sensitive and externally visible actions.
  • Expiry, revocation, periodic review and emergency disablement.

Use current product documentation and your tenant’s configuration to verify each item. NIST’s Cybersecurity Framework Profile is a 2025 draft, and the NCCoE paper is dated February 2026; neither should be read as a certification checklist. One example of general platform security documentation is the October 16, 2025 Autodesk Construction Cloud Security Whitepaper, which describes role-based access based on least privilege, management approval for access and support for two-factor authentication: https://construction.autodesk.com/resources/autodesk-construction-cloud/acc-security-whitepaper. That document describes the platform’s general controls; it does not establish that a particular AI-agent permission feature is available or that every organization should configure agents identically.

Common failure modes and fixes

The agent uses a project manager’s login

Why it fails: actions are difficult to attribute, and the agent inherits unrelated access. Fix: create a dedicated principal and record delegated authority.

A single “project editor” role unlocks too much

Why it fails: the agent may publish, delete or alter settings when it only needs to append a draft. Fix: split operations and resources, or enforce a policy layer that narrows the role at call time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Approval exists only in the prompt

Why it fails: instructions can be ignored, overridden or manipulated. Fix: enforce approval in the API, workflow or authorization service and deny the tool call until approval is present.

Permissions remain after the job ends

Why it fails: dormant credentials become standing access. Fix: require expiry, owner review and a tested revocation path.

Logs show a change but not the decision

Why it fails: investigators cannot tell which agent, human authority or policy allowed it. Fix: log principal, delegator, task, tool, resource, approval, timestamp and result, and protect the record against tampering.

A concise governance checklist

  • Is the agent separately identified from every human user?
  • Can each call be tied to a delegating person or accountable team?
  • Are project, resource, tool and operation scopes explicit?
  • Does the agent begin read-only?
  • Are draft, publish, delete, sharing and administrative actions separated?
  • Are consequential actions blocked until an independent approval is recorded?
  • Do grants expire, get reviewed and support immediate revocation?
  • Do logs capture authority, intent, action, resource, approval and outcome?
  • Have out-of-scope, expired and bulk requests been tested and shown to fail?

The safest default is narrow, temporary and observable authority. Expand it only when a documented workflow proves the need, and keep the enforcement point outside the model itself.
