Because there is no signed tenant guaranteeing revenue, the credit decision connects sponsor strength, equity, site control, construction execution, local market demand, valuation and the construction-loan exit.
No single equity percentage or preleasing rule applies to every deal. Your location, building type, borrower, collateral, current lender policy and proposed structure determine the answer. The most persuasive package is specific about those variables and shows how the project survives slower leasing, higher costs and a weaker exit market.

How a lender underwrites a speculative project
Construction credit has two linked risks. First, the lender must be satisfied that the building will be delivered according to approved plans, on schedule and within a budget that includes all remaining costs. Second, it must believe the completed asset can attract tenants, generate enough net operating income (NOI) and be refinanced or sold so the construction loan is repaid.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe Office of the Comptroller of the Currency (OCC) says a budget without committed funds to complete the project is liberal underwriting, and it evaluates value in relation to the NOI the property is expected to produce. The OCC Commercial Real Estate Lending 2.0 handbook is a useful description of the evidence a bank will request. Federal supervisory guidance, however, is not a promise that any particular project qualifies.

Sponsor strength and execution capacity
The lender starts with the borrower because an unleased building depends heavily on the sponsor’s ability to make decisions, fund gaps and finish the work. Credit review normally covers personal or corporate creditworthiness, liquidity, contingent liabilities, existing debt and the proposed guarantors’ financial statements.
Relevant development experience
Explain completed industrial projects that resemble the proposed building in size, construction type, market and complexity. Identify your role, original budget, final cost, delivery date, leasing result and current performance. Experience in another property type can help, but do not assume it substitutes for industrial execution or local market knowledge. If the sponsor is new to development, show the qualifications of the contractor, development manager, leasing team and consultants and define who has authority over cost and schedule decisions.
Liquidity and secondary support
Underwriters look for cash or readily available assets to fund the required equity, approved contingencies and unexpected carrying costs. They may also examine guarantor support and secondary repayment resources if the project or the sponsor’s other assets encounter trouble. Present a schedule showing when each equity contribution is available, rather than describing net worth without timing.
Equity, LTV and LTC: how much cushion is required?
There is no universal sponsor-equity percentage for a speculative warehouse or industrial building in the cited supervisory guidance. Equity is a loss cushion and evidence that the sponsor remains economically committed. The OCC puts it this way: “Equity provides for both the borrower’s continued economic interest in the success of the property and cushion for cost overruns and leasing or sales shortfalls.”
Lenders commonly size a loan against both the property’s value and the total project cost:

| Measure | Meaning | How it affects a speculative deal |
|---|---|---|
| Loan-to-value (LTV) | Loan amount divided by the applicable collateral value | Tests whether the completed or as-is value provides sufficient collateral protection. |
| Loan-to-cost (LTC) | Loan amount divided by eligible project cost | Tests how much of land, hard costs, soft costs, interest and other approved costs the lender is funding. |
| Equity | The sponsor’s approved contribution to project costs and required reserves | Absorbs overruns and lease-up shortfalls before the lender bears the loss. |
The OCC says acceptable equity may include cash, marketable securities, land acquired with cash and certain upfront project costs. The lender will specify which items receive credit, the amount required, the source and the timing. Land value created by appreciation is not automatically the same as cash equity; ask whether the lender credits current appraised value, original basis or another amount and whether additional cash must be deposited before draws.
Published limits are not a market promise
The federal interagency real estate lending guidelines list an 80% supervisory LTV limit for commercial, multifamily and other nonresidential construction. The guidelines also state that “The loan-to-value ratio is only one of several pertinent credit factors to be considered when underwriting a real estate loan.” This is a supervisory ceiling for covered insured depository institutions’ policies, not an entitlement or a typical offer.
As one lender-specific example, Axos Bank publishes maximums of up to 60% LTV and up to 65% LTC for eligible property types on its Commercial Real Estate Specialty Bridge and Construction Lending page, accessed in 2026. Those figures vary by eligible property type and risk and can change; they are not a survey of industrial construction loans. Compare the actual lender’s definitions and sizing constraints rather than using either figure as a target.
Site control, entitlements and physical feasibility
A strong borrower cannot rescue a site that cannot legally or economically support the proposed building. Provide the purchase contract or evidence of ownership, title information and a site plan that ties the building footprint, parking, truck circulation, loading, detention and utility connections together.
Questions the lender will test
- Does zoning permit the proposed industrial use, height, floor-area ratio, loading configuration and operating characteristics?
- Which entitlements, building permits, variances, utility approvals or environmental clearances remain, and what conditions could delay them?
- Are access, easements, dimensions, geotechnical conditions, flood exposure, contamination, wetlands or unusual foundation requirements reflected in the budget?
- Can utilities, roads, stormwater facilities and fire protection be delivered on the construction schedule?
- Do development fees, off-site improvements and tenant-ready work appear in the cost plan?
Document the status of each approval as a deal fact. Do not assume a lender uses a uniform entitlement timeline or closing condition; the term sheet and credit approval control.

Construction plans, budget and completion protections
The construction package should let an independent reviewer understand exactly what will be built and what it will cost. Include plans and specifications, a detailed schedule of values, contractor bids or a guaranteed maximum price when available, a milestone schedule, insurance, permits, consultant reports and the contractor’s financial and performance history.
What makes a budget credible
- Separate land, site work, shell, tenant improvements, soft costs, permits, financing costs, taxes, insurance, marketing and leasing commissions.
- Show a contingency appropriate to the design and site risks, with rules for releasing or reallocating it.
- Include interest carry and operating shortfalls during construction and lease-up where the lender requires them.
- Identify committed sources for every cost, including the sponsor’s equity and any approved subordinate financing.
- Reconcile the budget to the plans, contractor contract and draw schedule; unexplained allowances invite a negative review.
The OCC warns that inaccurate or optimistic budgets create overruns and additional funding needs, and that higher construction costs do not automatically create higher property value. Ask the lender how inspections, title updates, retainage, change orders, draw approvals, interest reserves and cost overruns will be handled. These are negotiated loan terms, not universal rules.
Local market demand and competing supply
A national industrial trend cannot prove that an unleased building will succeed in one submarket. The lender’s feasibility analysis normally examines current and projected supply and demand, vacancy, construction starts, absorption, effective rents, concessions, comparable properties and the physical characteristics of competing space. Your market study should use a dated, location-specific source and explain how its definitions match the proposed building.
Make the building’s market position concrete
Describe clear height, column spacing, loading doors, trailer and car parking, power, sprinklers, access to highways, labor availability, zoning flexibility, building depth and expansion options. Then compare those features with available and planned competing properties. Explain the tenant segments you expect to target, their typical space requirements and why the location works for them. If the evidence does not establish a current vacancy, rent or absorption figure for your submarket, do not substitute a national number.
Include new construction that could deliver before or during your lease-up. A lender will ask whether competing space can offer lower rents, larger concessions or faster occupancy and whether your building can remain competitive if the market softens.

Preleasing and the reality of lease-up
Preleasing reduces uncertainty but does not eliminate it. The OCC says banks typically assess whether proposed preleases are bona fide and whether deposits are meaningful. A lender may verify tenant financial capacity, lease economics, termination rights, free-rent periods, tenant-improvement obligations, delivery conditions and whether the lease is enforceable.
Federal guidance supports policies that set preleasing thresholds, but it does not establish one percentage for every speculative industrial project. Some lenders may accept a fully speculative case with strong market evidence and sponsor support; others may require signed leases, letters of intent, a guaranty or additional equity. Ask the lender to state its requirement in writing and define what counts as committed rent.
Build a staged lease-up case
Model the period from certificate of occupancy to first occupancy, then phase additional absorption using evidence from comparable buildings. Include downtime between tenants, free rent, tenant improvements, leasing commissions, operating-expense reimbursements and realistic renewal assumptions. Show a downside case in which leasing is slower or rents are lower, rather than presenting a single stabilized year as if it were certain.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Pro forma, NOI, appraisal and sensitivity analysis
The pro forma is the bridge between market evidence and repayment. The OCC identifies credible pro formas as a key feasibility determinant and expects income and expense assumptions to be grounded in similar properties and current conditions. Reconcile asking rents to effective rents after concessions, and explain every material operating expense, reserve and management assumption.

Value the right scenario
State whether the appraisal addresses as-is land value, value upon completion, stabilized value or another basis. Explain the occupancy, rent, expense and capitalization-rate assumptions supporting expected NOI. A lender will compare the value supported by NOI with total project cost and the requested loan; a high cost does not become collateral value merely because it was spent.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access

Stress the variables that can break repayment
- Slower absorption or a delayed certificate of occupancy.
- Lower effective rents, larger concessions or higher tenant-improvement costs.
- Construction-cost escalation, change orders and an exhausted contingency.
- Higher property taxes, insurance, utilities or maintenance expenses.
- Higher interest rates, a shorter interest-reserve period or an extension fee.
- A higher exit capitalization rate or lower sale price at maturity.
Show the resulting NOI, debt-service capacity, value and equity requirement in each case. If a stress case requires a sponsor contribution, state its source and timing. Sensitivity analysis is useful only when the assumptions are transparent enough for the lender to challenge.
Repayment, takeout and the construction-loan exit
A construction loan needs a credible repayment path before closing. Common paths are a refinance after lease-up, a sale to an investor or a committed permanent-loan takeout. Explain the expected maturity, lease-up period, stabilization definition and the evidence that will be required for the next lender or buyer.
The interagency guidelines say lending policies should address takeout commitments for development and construction projects. That does not mean every lender requires the same commitment, amount or form. Confirm whether a binding takeout, minimum occupancy, debt-yield test, appraisal update, interest-rate hedge or extension reserve will be required. Also identify what happens if the building is complete but not leased when the initial term expires.
What to put in the lender package
Organize the submission so the credit officer can trace each dollar from source to use and each repayment assumption to evidence.
- Executive summary: state the site, building size and use, total cost, requested loan, proposed equity, schedule, current entitlements, leasing plan and exit.
- Sponsor file: provide ownership structure, resumes, relevant projects, financial statements, liquidity evidence, existing obligations and guarantor information.
- Site and legal file: include purchase or ownership documents, title, survey, zoning confirmation, environmental and geotechnical reports, easements and entitlement status.
- Construction file: submit plans, specifications, contractor information, bids or contract, schedule, contingency, insurance, permits and a draw budget.
- Market and leasing file: provide the dated submarket study, comparable properties, supply pipeline, tenant targets, broker strategy, signed leases or letters of intent and proposed lease economics.
- Financial file: include sources and uses, monthly draw and interest-reserve schedules, lease-up pro forma, stabilized NOI, appraisal assumptions and downside sensitivities.
- Exit file: describe refinance or sale assumptions, likely takeout criteria, maturity and extension options and the sponsor’s plan if absorption misses the base case.
Questions to compare lenders and term sheets
Do not compare offers on headline interest rate alone. Ask every prospective lender the same questions and record the definitions behind each answer.
| Comparison point | Questions to ask |
|---|---|
| Eligibility | What geography, industrial uses, building sizes and construction types are eligible? |
| Leverage | What are the maximum LTV and LTC, how are value and eligible cost calculated, and which constraint controls sizing? |
| Equity | When must equity be funded, can land or prior costs receive credit, and what liquidity must remain after closing? |
| Leasing and guarantees | Is preleasing required, what makes a lease bona fide, and what completion, carry or repayment guarantees apply? |
| Construction administration | What are the term, extension provisions, inspection process, retainage, draw timing and change-order controls? |
| Reserves and overruns | How are interest reserves, contingencies, cost overruns and operating deficits funded? |
| Exit | Is a takeout commitment required, and what occupancy, NOI, appraisal or debt-service tests apply at maturity? |
These questions expose differences in risk allocation that a nominal leverage figure hides. A lower advance rate may still be workable if the lender funds approved costs predictably; a higher advance can create a cash crisis if equity timing, reserves or overruns are unclear.
Common reasons speculative industrial requests fail
- Uncommitted completion money: the sources do not cover the full budget, contingency and financing carry.
- Unsupported market story: the package cites broad industrial growth but does not analyze the actual submarket, competing deliveries or building specifications.
- Overstated equity: appreciated land is presented as cash without explaining the lender’s credit treatment.
- Optimistic lease-up: the pro forma omits downtime, concessions, tenant improvements or commissions.
- Weak exit: the plan assumes a refinance or sale without showing the occupancy, NOI, value and timing needed to achieve it.
- Unresolved site risk: zoning, access, utilities, environmental conditions or off-site work remain uncertain but are absent from the schedule and budget.
- Inconsistent documents: plans, contractor pricing, sources and uses, appraisal assumptions and the leasing model do not match.
Fix these issues before submitting a request. A lender can price a disclosed risk; it cannot underwrite a budget or repayment plan that changes from document to document.
The practical standard for approval
A speculative industrial building becomes financeable when the lender can see a funded path from today’s site to a completed, competitive asset and then to repayment. That means a capable sponsor with verifiable liquidity, a ready site, a realistic construction contract and contingency, local demand evidence, defensible lease-up assumptions, a pro forma that survives stress and an exit whose requirements are explicit. Supervisory limits and one lender’s published program can frame the discussion, but the credit decision remains specific to the project and its risks.
