Environmental Review

How interagency coordination affects highway project costs and schedules

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Interagency coordination can shorten highway delivery by bringing permitting, environmental review, consultation, design and funding decisions into a deliberate process before conflicts become expensive. It clarifies who is responsible, exposes requirements while alternatives can still change, and gives agencies a shared schedule. The evidence does not establish a universal dollar saving or a fixed number of months saved: coordination is a management influence whose results depend on project complexity, agency capacity, legal requirements and public controversy.

What interagency coordination means on a highway project

Interagency coordination is the organized way a state transportation department, the Federal Highway Administration (FHWA), environmental and resource agencies, permitting authorities, local governments and other participants work through a project’s decisions. It can include informal early meetings, designated agency liaisons, memoranda of understanding, programmatic agreements, joint review procedures and, for eligible infrastructure, a formal coordinated project plan.

The objective is not to remove environmental or public-interest safeguards. It is to make the reviews occur with known responsibilities, usable information and fewer avoidable handoffs. Coordination is most valuable before a preferred alternative and detailed design become difficult to change.

Why timing changes the outcome

An agency that learns about a wetland issue, endangered-species consultation, historic-property requirement or permit condition during concept development can test alternatives and collect the right information. The same discovery after final design may require redesign, a supplemental analysis, a new public notice or a revised permit application. Early contact therefore improves application quality and lets permitting needs influence design rather than interrupt it.

What coordination cannot guarantee

Coordination does not override statutory deadlines, public participation, litigation, seasonal field requirements or an agency’s limited staff. A large, controversial project can still take years even when agencies cooperate well. It also does not automatically eliminate overlapping legal requirements; it seeks to handle similar work jointly or in a logical sequence.

Why some highway projects take so long

Project duration reflects several interacting factors: the scale and technical complexity of the work, the number of affected resources and communities, alternatives analysis, right-of-way acquisition, utility relocation, financing, procurement, design changes, public interest and legal challenges. Environmental review is one portion of that chain, but delays in review can propagate into design, contracting and construction.

In 2002, FHWA told the U.S. Government Accountability Office (GAO) that major federally funded projects with significant environmental impacts typically required 9 to 19 years to plan, obtain approval and construct. GAO reported that this group represented about 3 percent of federally funded projects, so the estimate is a dated professional judgment for a narrow subset, not a current average for highway construction generally. See GAO-02-1067T.

That qualification matters when a schedule slips. A long duration may reflect project size, controversy or mandatory analysis rather than poor coordination alone. The useful management question is whether agencies identified the foreseeable work, assigned it and tracked its risks against a credible baseline.

What the evidence says about schedule effects

Stakeholders value early partnerships

In GAO’s 2003 study, 90 percent of respondents said early partnerships and coordination were highly important to reducing project completion time. This is a perception finding: it shows broad agreement about the value of starting together, not a measured estimate of months saved. Nearly 60 percent also saw significant promise in interagency funding agreements that allow a state transportation department to support resource-agency review staffing. That mechanism addresses capacity; it is not a guarantee that a review will finish faster. The study is available in GAO-03-398.

Agreements are common, but outcomes are not uniformly measured

GAO’s survey of 18 states found that all 18 reported agreements with FHWA or other federal agencies intended to improve coordination or efficiency. Sixteen of those states provided examples of programmatic agreements. Such agreements can establish standard documents, consultation methods, review time frames and escalation routes for recurring categories of work. GAO also found that many federal and state environmental requirements were similar and that little duplication of effort occurred, while states described joint processes designed to make reviews more efficient. The findings appear in GAO-15-71.

Early-coordination provisions show encouraging but incomplete results

In GAO’s 2018 review, 43 of 52 surveyed state departments of transportation reported using an early-coordination provision. Twenty-seven of those 43 agencies said it had sped project delivery in their states. Resource agencies, however, had not analyzed the provision’s effect on permit or consultation review time frames. Consequently, the figures support a plausible process benefit and agency experience, but they do not establish a general causal reduction in duration. The report is GAO-18-536.

FAST-41 applies only to covered projects

FAST-41 provides a coordinated-plan mechanism for covered infrastructure projects. Within 60 days after a covered project is initiated, the lead federal agency works with cooperating and participating agencies to develop a coordinated project plan. In GAO interviews, 10 of 17 stakeholders said FAST-41 streamlining helped enhance coordination. That process should not be treated as a requirement or benefit for every highway project; eligibility and implementation depend on the statute and project circumstances. See GAO-20-19.

How coordination can influence project costs

Separate review and administrative costs from total project cost

Better coordination can reduce avoidable administrative work: repeated data requests, conflicting scopes, unnecessary redesign and staff time spent resolving unclear handoffs. It may also prevent a late environmental finding from forcing a design change after quantities, right-of-way plans or construction packaging have been set.

Those possible efficiencies are not the same as a demonstrated reduction in total construction or lifecycle cost. The cited GAO reports do not provide a general causal estimate in dollars, and stakeholder judgments that coordination is important cannot be converted into a standard percentage saving. Construction prices, land acquisition, materials, inflation, utility conflicts, contractor market conditions and changes in project scope can dominate the budget.

Where cost exposure usually appears

  • Early planning: inadequate environmental or permitting information can produce extra alternatives analysis, field work or redesign.
  • Design and right-of-way: a late agency condition can move an alignment, alter drainage, add mitigation or require new property.
  • Procurement and construction: an unresolved approval can delay advertisement or notice to proceed, causing remobilization, escalation and claims.
  • Long-term obligations: poorly coordinated mitigation, monitoring or permit conditions can create recurring operating costs.

Coordination helps manage these exposures by finding them while options remain open. It does not eliminate the underlying obligation or ensure that every avoided problem would otherwise have become a cost.

Coordination approaches compared

Agencies can combine several approaches. The right choice depends on whether the project is a one-off complex corridor, a recurring class of improvements or a covered major infrastructure project.

Approach Best timing What it clarifies Main limitation
Early interagency consultation Concept development and alternatives Likely permits, studies, data standards and concerns before application Informal commitments may not survive staff turnover unless recorded
Liaison or partnership arrangement Throughout planning and review Single points of contact, escalation and communication cadence Does not by itself align statutory decision authority
Programmatic agreement Recurring project types or predictable effects Standard scope, consultation steps, documents and time frames May not fit unusual impacts or controversial alternatives
Project-specific memorandum or agreement Complex project with multiple agencies Lead, cooperating and participating roles, deliverables and dispute procedures Requires negotiation and active maintenance
FAST-41 coordinated project plan After initiation of an eligible covered project Milestones and responsibilities across federal cooperating and participating agencies Available only to covered projects and must be managed as conditions change

Evaluate any approach on six questions: Does it start early enough to influence alternatives? Are roles explicit? Are reviews integrated rather than accidentally serialized? Is staff capacity sufficient? Is there a maintained baseline with risk analysis? And is the claimed benefit measured duration, an agency-reported process improvement or a perception?

A practical implementation sequence

  1. Map the decision and approval universe. List federal, state, tribal and local agencies; permits; consultations; funding decisions; right-of-way actions; utility interfaces; public-involvement requirements and likely litigation points. Identify which activities can run in parallel and which legally depend on another decision.
  2. Convene agencies before the preferred alternative is fixed. Share a plain-language project description, purpose and need, alternatives under consideration, preliminary footprint, known data and an issues log. Ask each agency to identify required analyses, decision points, data formats and seasonal constraints.
  3. Assign roles in writing. Name the lead agency, cooperating agencies and participating agencies. For every deliverable, record the owner, reviewer, decision maker, due date, acceptance criteria and escalation contact. Distinguish an agency that provides technical input from one that has legal approval authority.
  4. Choose the lightest formal instrument that will hold. Use a recurring programmatic agreement for repeatable work; use a project-specific agreement when impacts, stakeholders or interfaces are unique. Record how conflicts, changed conditions and missed milestones will be handled.
  5. Build one integrated schedule. Tie environmental studies, consultation, permit applications, public notices, design packages, right-of-way, procurement and construction decisions together. Show predecessor relationships, assumptions, review durations, float and the dates on which information must be complete.
  6. Resource the review. Compare the workload with each agency’s available staff and specialist skills. Where lawful and appropriate, consider funding agreements or other mechanisms that support review capacity, while preserving the reviewing agency’s independent decision responsibilities.
  7. Maintain a risk and issue register. Track probability, consequence, owner, trigger, mitigation and residual exposure for items such as new species information, contaminated soil, tribal consultation, permit conditions, public objections and litigation. Escalate issues before a missed milestone becomes a critical-path delay.
  8. Update the baseline through controlled changes. Record the original approved dates and assumptions. When scope, law, data or agency capacity changes, document the reason, effect on downstream activities and revised forecast instead of silently moving dates.
  9. Close the loop after delivery. Compare planned and actual review durations, number of information requests, redesign events, unresolved disputes and change orders. Capture which coordination practices should become standard for the next project.

Schedule discipline: the difference between a plan and a promise

A schedule is useful only when its dates have a defined basis. GAO’s review of environmental-review performance schedules found that the Permitting Council initially had not fully incorporated a baseline and risk analysis into those schedules. GAO later confirmed in 2021 that the practices had been incorporated. The lesson for highway sponsors is practical: preserve the approved baseline, state assumptions, quantify or describe uncertainty, and update forecasts as evidence improves. See GAO-20-19.

Use separate fields for agency review time, applicant response time, waiting for missing information, public-comment periods and pauses caused by litigation or changed scope. Combining all of them into one “environmental review” duration hides where management action is possible.

Common coordination failures and corrective actions

Agencies meet, but nobody owns the decision

Symptom: recurring meetings produce notes but no accepted deliverables. Correction: identify the decision authority, assign an accountable owner and define what constitutes a complete submission.

Consultation starts after design is effectively locked

Symptom: an agency raises a location or mitigation concern when redesign is costly. Correction: invite agencies during alternatives development and provide enough preliminary information for meaningful screening.

Parallel work is mistaken for legally interchangeable work

Symptom: a team assumes every permit or consultation can proceed simultaneously and later discovers a required predecessor. Correction: have counsel and each reviewing agency validate dependencies, then show them explicitly in the integrated schedule.

Capacity is treated as an administrative detail

Symptom: milestones are set without checking specialist availability, seasonal field windows or competing agency workload. Correction: confirm named staff, workload and backup coverage before committing dates; revisit them when scope changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“On time” is claimed without a stable baseline

Symptom: dates are repeatedly reset, making performance look better than it was. Correction: preserve the original baseline, document approved changes and report forecast variance with its cause.

How to judge whether coordination worked

Track measures that distinguish activity from outcome:

  • Lead time between project concept and first contact with each required agency.
  • Percentage of required permits and consultations identified before preliminary design approval.
  • Time from a complete application to agency decision, separated from applicant response time.
  • Number and age of unresolved cross-agency issues, escalations and formal disputes.
  • Information requests, rejected submissions and redesign events attributable to missing or conflicting requirements.
  • Baseline-versus-forecast and baseline-versus-actual dates for each critical review milestone.
  • Change orders, claims or remobilizations linked to an approval or mitigation issue.
  • Review staffing committed versus staffing actually available.

Report the evidence type with every result. A survey response is a perception; an agency’s account of improved workflow is a process observation; a controlled comparison of complete applications and actual durations is stronger evidence of a time effect. None of these, by itself, proves a reduction in total project cost.

Bottom line for highway owners and contractors

Start coordination before alternatives and design harden, put roles and dependencies in writing, provide agencies with the staff and information needed to act, and manage one risk-based schedule with an unaltered baseline. These practices can prevent avoidable rework and make approval timing more predictable. They cannot repeal substantive requirements or guarantee a cheaper or faster project. The defensible claim is that disciplined coordination improves the conditions for timely delivery; the size of any cost or schedule benefit must be demonstrated project by project.
