Pharmaceutical facility construction creates a sequence of jobs rather than one permanent workforce. Early work is dominated by project managers, designers, planners, procurement staff, supervisors and skilled construction trades. As equipment and utilities are installed, commissioning, qualification and validation (CQV) specialists document that systems are ready. Start-up then adds process engineers, bioprocess and laboratory specialists, quality and regulatory staff, automation support and sterile-facility operators. Some positions end with the project; others become continuing manufacturing jobs.
The exact mix depends on whether the project is a new plant, expansion or retrofit; whether it makes biologics or small-molecule medicines; the level of automation; and local labor and regulatory requirements.

How employment changes from design to production
A pharmaceutical project passes through distinct phases, each with a different staffing profile. A construction labor estimate measures work performed during a defined period; it does not mean every worker remains at the completed plant. Conversely, a person hired for start-up or operations may join after most physical construction is finished.

|---|---|---|---|
| Planning and design | Project and construction managers, project engineers, process and design engineers, planners, procurement and coordination staff, discipline leads | Office, design meetings and site visits | From early design through handover; some planning roles are contract-based |
| Construction and installation | Skilled construction trades, site supervisors, safety and quality personnel, equipment and systems installers | Active construction site and controlled installation areas | Usually project-based, with staffing rising and falling as work packages start and finish |
| Commissioning, qualification and validation | CQ engineers, validation specialists, commissioning leads, documentation and turnover coordinators | Plant, utilities, cleanrooms, control rooms and project offices | Often concentrated near mechanical completion and start-up; may be employed by contractors or specialist firms |
| Start-up and manufacturing | Bioprocess engineers and scientists, production and sterile-facility technicians, quality assurance and validation staff, regulatory affairs, laboratory and analytical staff, IT and automation support | Cleanrooms, laboratories, control rooms and operations offices | Start-up roles can be temporary or transition into continuing operations positions |
This sequence explains why a project can generate substantial construction employment without creating the same number of permanent plant jobs. It also shows why employers value people who can work across handover boundaries, such as a commissioning engineer who understands both installed equipment and regulated production records.

Jobs created during planning, design and project controls
Project and construction management
Project and construction managers coordinate the owner, designers, contractors, equipment suppliers and regulators. Their responsibilities include scope definition, contractor coordination, safety expectations, cost control, schedule decisions, change management and readiness for turnover. A large project may divide this work among a project director, construction manager and discipline leads; a smaller expansion may combine several responsibilities in one role.
Engineering and process design
Process, plant-design and project engineers translate manufacturing requirements into a buildable facility. They help define equipment, utilities, room functions, material and personnel flows, control strategies and interfaces between building systems and production systems. Biologics projects generally require particular attention to sterile processing and contamination control, while a small-molecule project may have different process, containment and utility requirements. No single engineering staffing chart applies to every facility.
Planning, scheduling and procurement
Planners and schedulers sequence design packages, construction work, equipment delivery, testing and turnover. The Irish government skills assessment describes project schedulers supporting a project engineer and notes that some scheduling support is contracted during start-up. Procurement and coordination staff track long-lead equipment, supplier documentation, installation readiness and the handoffs between contractors. These jobs can disappear after the final work packages are accepted, even though they are essential to keeping a project on time.

Construction and installation employment
Skilled construction labor
Pharmaceutical and biotechnology projects require skilled construction labor to build the structure and install the building, utility and process systems. The craft mix depends on the facility scope, local contracting arrangements and the degree of prefabrication or automation. A project may add or release different crews as work moves from foundations and structural work to services, equipment installation, finishes and controlled-area completion.
Site supervision, safety and coordination
Supervisors and field coordinators organize work fronts, verify that contractors follow the sequence, resolve clashes and prepare areas for inspection. Safety and quality personnel support permit systems, hazard controls, inspection records and corrective actions. Pharmaceutical sites demand disciplined documentation because incomplete or poorly controlled installation records can delay commissioning and regulated production.

What the US construction figures mean
The Pharmaceutical Industry Labor-Management Association (PILMA) reported in 2025 that its analysis identified 1,050 privately funded projects of at least $5 million active at some point from 2019 through 2024 across 18 selected US states. The report estimated $67.9 billion in pharmaceutical and biotechnology construction investment over that period. Using Industrial Info Resources data, it separately reported $87.4 billion for those 1,050 projects; the two amounts reflect different measures and should not be treated as interchangeable.
For the same selected-state scope, PILMA estimated more than 136 million construction labor hours during 2019–2024, equivalent to 14,481 full-time construction workers in 2024. It also estimated at least 65.0 million union construction labor hours and at least $2.6 billion in wages. These are industry labor-management study estimates for 18 states, not a national census or official Bureau of Labor Statistics count.

CQ and validation: the bridge to a usable plant
What CQV professionals do
Commissioning, qualification and validation teams test installed systems, compare results with approved requirements and assemble the records needed to demonstrate readiness. Their work can cover utilities, equipment, control systems and process areas. A commissioning and validation engineer may review specifications, witness tests, manage deviations, verify calibration and organize turnover packages so operations can accept the system.
The Irish government skills study identifies commissioning and validation engineers for process commissioning, qualification, validation and plant design. That description is a useful explanation of the role, but the study is Ireland-specific and dates from 2016, with projected needs only through 2020; it should not be read as a current global shortage statistic.
Employment arrangements and handover
CQV specialists may work for the pharmaceutical company, an engineering contractor, a construction manager or a specialist consultancy. Contract employment is common when a project needs a concentrated burst of testing and documentation. Some specialists stay through performance qualification and process start-up; others leave after accepted turnover. The practical dividing line is not a job title but whether the person can connect installed conditions, test evidence and operational procedures.

Start-up and continuing plant jobs
Process, bioprocess and manufacturing roles
As the facility begins production, employers need process and bioprocess engineers and scientists to establish operating parameters, troubleshoot equipment and improve yields or throughput. Production and sterile-facility technicians execute procedures in controlled environments, monitor critical steps and maintain disciplined records. The number and mix depend on the product, batch or continuous process, automation level and shift pattern.
Quality, validation and regulatory work
Quality-assurance professionals review records, deviations, investigations and change controls. Validation personnel maintain the qualified state as equipment, software and processes change. Regulatory-affairs staff prepare submissions, interpret requirements and coordinate responses to health authorities. These roles can continue for the life of the plant, unlike many construction positions.
Laboratory, analytical and data work
Laboratory and analytical staff test raw materials, in-process samples and finished products. The Irish assessment highlights growing use of data analytics in quality control, validation and process optimization. That means demand is not limited to people who can run an instrument; employers also need people who can interpret results, recognize trends and use evidence to improve a process.
Automation, IT and enterprise systems
Automated manufacturing systems create demand for IT, controls and data-system support. The Irish report cites enterprise platforms such as SAP and Oracle as historical examples, not universal requirements for every employer today. Current job descriptions may instead emphasize a particular manufacturing execution system, historian, control platform, cybersecurity practice or computerized-system validation experience. The transferable skill is understanding how digital systems support reliable, traceable production.

How large is the wider demand?
Sector projections provide context but are not facility-construction hiring forecasts. The figures below cover different geographies, definitions and periods and cannot be added together.
| Publisher and date | Figure | What it covers | What it does not prove |
|---|---|---|---|
| Skills England and Office for Life Sciences, 2026 | About 66,000 additional UK life-sciences priority-occupation jobs, a 44% increase, from 2025 to 2035; about 52,000 replacement workers, or approximately 118,000 total demand | Broader UK life-sciences priority occupations | It is not a count of jobs created by pharmaceutical construction and the assessment calls the projections indicative and uncertain |
| US Bureau of Labor Statistics, 2026 | 19,000 net additional jobs in pharmaceutical and medicine manufacturing between 2024 and 2034; 350,500 workers in 2024 and 369,500 projected in 2034 | US wage-and-salary employment in the manufacturing industry | It is not a projection of construction hires or of one facility’s staffing |
| PILMA, 2025 | More than 136 million construction labor hours, equivalent to 14,481 full-time construction workers in 2024 | Pharmaceutical and biotechnology construction in 18 selected US states during 2019–2024 | It is not a national employment count or a permanent-operations estimate |
Which factors change the job mix?
New build, expansion or retrofit
A new site requires broad design, civil, building and systems delivery. An expansion may reuse utilities and support systems but creates difficult tie-ins and outage constraints. A retrofit often has fewer new structures but greater demands for sequencing, temporary controls, documentation and contamination protection while nearby operations continue.
Biologics versus small-molecule production
Biologics and sterile operations increase the importance of contamination control, cleanroom behavior, aseptic processing and specialized validation. Small-molecule facilities may emphasize different process, containment, solvent or analytical requirements. Neither category has one universal staffing model.
Automation and local conditions
Highly automated plants may need fewer routine operators but more controls, data and computerized-system specialists. Local labor availability, contractor practices, regional regulations and the owner’s decision to outsource CQV or operations can materially change hiring.

Construction pathway
People enter through trade training, apprenticeships, site experience and progression into supervision, planning or project management. PILMA describes pharmaceutical and biotechnology construction demand as supporting apprenticeship programs in its selected US states. The required credential depends on the trade, employer and jurisdiction; there is no single credential that qualifies someone for every pharmaceutical construction job.

Engineering, CQV and operations pathway
Engineering or science education can lead to process, bioprocess, validation, laboratory or automation roles. Practical experience with controlled documentation, regulated change, equipment testing or cleanroom procedures can be as important as a job title. A candidate moving from construction into CQV should be able to show how they managed specifications, inspections, test evidence, deviations and turnover records.
Workforce initiatives
A 2026 NIST announcement described NIIMBL technology and workforce projects totaling $9.7 million across eight selected projects, including initiatives intended to build biomanufacturing career pathways, strengthen regional partnerships and prepare an AI-ready manufacturing workforce. The announcement concerned project funding subject to award-contract execution; it does not establish one accredited course or guarantee employment.
How to evaluate a job posting
- Identify the phase. Determine whether the role is design, construction, CQV, start-up or ongoing operations.
- Check the employment horizon. Look for a project end date, commissioning milestone, shift assignment or stated transition to operations.
- Match the technical focus. Separate construction delivery, process engineering, validation, quality, automation and sterile operations requirements.
- Confirm the work setting. Ask whether the job is primarily on a construction site, in a cleanroom, laboratory, control room or office, and whether travel is expected.
- Read the evidence requirements. Determine whether the employer wants trade experience, engineering knowledge, regulated documentation, data skills or a specific system background.
- Ask about handover. For project roles, clarify which turnover milestone ends the assignment and who owns the system afterward.
Are pharmaceutical construction jobs permanent?
Usually not in their construction form. Skilled trades, site supervision, planning and many CQV assignments are tied to work packages or milestones. Some people move to the next project with the same contractor or specialist firm. A smaller group transfers into plant engineering, maintenance, quality, validation or operations when the owner staffs the facility. Permanent employment is more likely in start-up and manufacturing roles than in the crews that physically build the plant, but the project type and employer’s staffing model determine the outcome.

Employers should forecast labor by phase rather than publish one blended headcount. Applicants should describe experience in the language of the phase they want: safe and coordinated delivery for construction; testable, traceable evidence for CQV; contamination control and procedural discipline for sterile operations; and data-driven improvement for manufacturing. People who can communicate across those boundaries are useful because pharmaceutical projects succeed only when a completed building becomes a documented, qualified and operable production system.
